Extensive research on the impact of shipping and packaging errors in the private sector finds numerous negative outcomes, including reduced customer satisfaction, reduced customer loyalty, and lower profitability. However, little research has been done examining the impact of order fulfillment errors on military operations. The purpose of this research is to quantify the impact of supply discrepancy reports (SDRs) on military aircraft readiness metrics, including cannibalizations, not mission capable supply (NMCS) hours, aircraft availability and MICAP hours. Results show SDRs significantly impact aircraft readiness metrics in seven of the fifteen analyses conducted. Additionally, a quasi-experimental study is implemented at DLA …

Resistance to change is a phenomenon that affects organizations almost universally. All organizations large and small are continuously challenged to adjust, evolve and innovate to gain or maintain competitive advantage and mission effectiveness. Alarmingly high failure rates are reported: 30-70% of change initiatives falling short of their prescribed intent or never attain the desired results. This research investigates how bureaucratic governmental organizations can address this truth, and how leadership can cultivate a flexible, agile culture that is more adaptable to the demands of constant change. The Air Force, since adopting and subsequently developing the Total Force concept in the early 1970s, has not thoroughly outlined clear objectives by which the progress toward and realization of this strategic vision should be defined and measured. The Air Force currently uses AFI 36-2905 for fitness standards and evaluation, but no study to our knowledge has evaluated these standards using large databases. Using a 5.38 million record database from the Air Force Fitness Management System, we evaluated how the abdominal circumference, body mass index (BMI), waist to height ratio (WtHR), and height to weight ratio correlated to fitness as assessed by the 1.5 mile aerobic run in the Air Force Fitness Test. Whether individually or adjusting for age group and gender, WtHR performed better that the rest with an average rank score of 1.1 with a relative …

This research identifies the method used for successful implementations. This method is critical to the nuclear enterprise as it will continually guide the program. Post-Cold War began an era of decline in the nuclear enterprise. Leaders were risk-averse in fear of being fired for making mistakes, the nuclear culture lost its experts, organizations were drawn to the conventional fight, and training lacked the priority necessary to rebuild the nuclear enterprise. Supply chain workers make observable, preventable errors while completing their assigned tasks in the shipping process. Previous research has indicated that individuals with a greater grasp of their work and better system knowledge are less likely to commit interpretation errors. On the surface, the majority of Air Force units appear to be executing some form of project risk management (PRM). Deeper investigation exposes many of the PRM practices currently in place to often be ad hoc, and as such, have the potential to poorly inform decisions when risk data is escalated to the enterprise levels of the Air Force. In 2003, the United States Air Force embarked on one of the largest and most comprehensive logistical transformation to delineate the logistics community’s strategy for supporting the warfighter. A key aspect of this campaign plan was to leverage information technology through an enterprise resource planning (ERP) solution called the Expeditionary Combat Support System (ECSS), a “big-bang” approach. In early 2012, the ECSS program was cancelled mainly due to uncontrollable increases in costs and schedule overruns. This article is primarily a research-provoking exposition against the management approach used in the 2013 government furlough program. It is intended to prompt potentially productive research investigations on the impact of personnel furloughs, particularly on defense acquisition programs. Defense acquisition programs are time-sensitive and systems oriented. What appears as a minor delay in one unit of an acquisition life cycle can lead to long-term encumbrances within the entire defense system, resulting in enormous cost escalation. Pertinent analytical techniques/methodologies are provided to illustrate potential pathways for further research studies of furloughs and how they adversely impact organizational productivity. This research examined the potential financial and non-financial benefits of working towards reengineering the Department of Defense (DoD) through the adaptation of a functionally-aligned, unified organizational structure. Based on historical analysis of the DoD's current structure, a proposed DoD structure is presented that aligns operational functions under functional corps and support functions under existing defense-wide agencies and field activities. An analysis of overlapping functionality between services provided the basis for quantitative analysis of size-of-force and budget request data for Fiscal Year 2013 (FY2013). Total force integration (TFI)--the operational linking of geographically proximate active duty (AD) and air reserve component (ARC) units with similar missions--has become a prevalent method for greater utilization of ARC forces to reduce operating costs. This research examines TFI implementation in Rapid Engineer Deployable Heavy Operational Repair Squadron, Engineers (RED HORSE), a subset of Air Force civil engineering, in terms of the outcomes units receive from being in a TFI initiative, what factors contribute to causing those outcomes, and how those outcomes may be improved by manipulating the contributing factors. A recent study assigned a grade of D+ on the nation's public infrastructure. Because of this poor asset condition, many organizations tend to respond to maintenance in a reactive mode; however, relying on corrective maintenance leads to increased maintenance costs due to unplanned downtime, increased labor costs, and inefficient use of personnel. To provide this specific care, the Brazilian Air Force (BAF) has the Cellular Unit of Intendancy (CUI). This study investigated options to improve 21A training and education by first validating the Air Force's logistics mission sets as Deployment, Distribution, Supply Management, Repair Network Integration, Mission Generation, Lifecycle Logistics and Joint Logistics. Then, the Knowledge, Skills, and Abilities (KSAs) considered important to execute each mission set were gathered from a representative sample of Air Force Logistics Officers via field interviews and focus groups. An analysis of results categorizes probable needs (high, medium, low) of KSAs for each mission set and assesses how well they are currently taught, if at all.
