As the U.S. Air Force confronts growing complexity in system acquisition, the implementation of digital models in system design and logistics process management allows the incorporation of digital tools and the possibility for automation of portions of logistics processes. This thesis investigates where these technologies can be most effectively integrated within the Air Force Life Cycle Management Center logistics enterprise (AFLCMC). Using a three round Delphi study, AFLCMC logistics subject matter expert (SME) opinions were solicited from program-level senior logisticians, program managers to identify high-need areas, key success factors, and potential barriers to adoption. This article analyzes and investigates the distribution of cost growth of the Estimate at Completion (EAC) for the Work Breakdown Structure (WBS) elements of approximately 60 historical United States Acquisition Category I Research, Development, Test and Evaluation aircraft programs. Using the method of maximum likelihood in conjunction with the Akaike Information Criterion, the authors suggest that both the lognormal and Weibull distributions provide relatively good fit to EAC cost growth, with the lognormal slightly edging out the Weibull. As space-based systems become increasingly critical to global infrastructure, efficient satellite maintenance and resource management have become essential to ensuring operational longevity. On-orbit servicing has emerged as a key strategy for extending satellite lifespans, mitigating space debris accumulation, and enhancing the cost effectiveness of space operations. This study presents a comprehensive mixed-integer programming (MIP) model to optimize servicer task assignments and routing while minimizing propellant consumption. The model captures the operational complexities of servicing a network of satellites across multiple orbits by incorporating realistic constraints, such as fuel limitations and task completion time windows. This research paper explores factors influencing digital tool adoption in a military context, using a modified UTAUT2 model with the inclusion of Military Status as a moderating factor. The study examines the moderating effects of Military Status on Social Influence towards Behavioral Intention and Behavioral Intention on Use Behavior. Data was collected through a Likert-scale survey from respondents across multiple Department of the Air Force (DAF) organizations. Findings revealed Social Influence had the potential to positively influence Behavioral Intention to use digital tools, but military experience did not significantly moderate this relationship. The authors use historical information obtained from the Cost Assessment Data Enterprise to estimate recurring production unit cost for DoD avionics via cost estimating relationships (CERs). The specific modeled responses include mean unit cost, median unit cost, and the 100th production unit cost (T100) utilizing learning curve theory. For T100, the authors adopt both a multiplicative and an additive error for CER comparison. Recommended CERs consist of the mean unit cost and the T100 utilizing a multiplicative error. This thesis investigates the impact of adjusting artificial intelligence explainability levels’ outputs on user perception. The overarching study extends within the Explainable Artificial Intelligence (XAI) domain. It examines a spectrum of variables, including performance, cognizance, familiarity, transparency, system bias, and the overall impact of AI, to understand their collective and individual effects that enable effective professional use in an organization. The study aims to illuminate the relationship between the degree of explainability provided by large language models such as ChatGPT, Bard, and Bing AI and the performance of these models when tasked with XAI adjustments.

This study examines the relationship between acquisition programs within the Air Force Life Cycle Management Center (LCMC) and budgetary assessments from both the Small Business Innovation Research and Small Business Technology Transfer (SBIR & STTR) programs, as well as Congressional Rescissions. It analyzes the tendency and severity of budget cuts across different programs, considering factors such as completion time, budget activities, and a variable akin to true Acquisition Category (ACAT) levels. Key findings include a significant difference in the rates of proportion of programs assessed between appropriations 3010 (23.65%) and 3600 (67.05%) from fiscal years 2010-2023. In the armed forces, successful digitalization is crucial to ensure effective operations. Much of the existing literature on project factors during the planning and execution phases of public IT projects do not focus specifically on military sector projects. Therefore, the paper aims to provide empirical insights into the characteristics of successful military IT projects. Data from such projects in NATO countries and agencies were collected through interviews and project documents. The findings relating to the main variable of interest, “delivery of client benefit,” supported previous findings on IT project performance. These SBIR efforts are similar to venture capital investments, where a transition beyond seed funding is considered a success. A baseline study of 2015-2018 Air Force SBIR investments indicates that 8.8% of the efforts secured long-term funding. For fixed wing aircraft within the U.S. Air Force, Operating and Support (O&S) costs encompass a large portion of total life cycle costs. O&S costs include fuel, maintenance, and engine upgrades. To the authors’ knowledge, no study to date has attempted to empirically quantify the realized effects of new aircraft engines on sustainment costs. Utilizing the Air Force Total Ownership Cost database, they focused on new engines appearing on the C-5s, C-130s, and C-135s. This study aims to compare linear programming and stable marriage approaches to the personnel assignment problem under conditions of uncertainty. Robust solutions should exhibit reduced variability of solutions in the presence of one or more additional constraints or problem perturbations added to some baseline problems.
Several variations of each approach are compared with respect to solution speed, solution quality as measured by officer-to-assignment preferences and solution robustness as measured by the number of assignment changes required after inducing a set of representative perturbations or constraints to an assignment instance. Collaboration between the DHS Cybersecurity and Infrastructure Security Agency (CISA) and public-sector partners has revealed that a dearth of cyber-incident data combined with the unpredictability of cyber attacks have contributed to a shortfall in first-party cyber insurance protection in the critical infrastructure community. This research explores the foundations of insurance theory and adopts behavioral manipulation methods to incentivize cyber-security investment. We validate the model by applying power industry performance data from 2013-2015 to assess risk facing the industry. Without pilots to engage the enemy, deliver weapons, and provide logistics support for operations, the USAF could lose the ability to fly, fight, and win global engagements and defend the homeland. Recent Better Buying Power (BBP) initiatives have sought to better contractually align contractor profit with performance. Profit should incentivize efficiency in cost and schedule and only be awarded when earned. The current research seeks evidence that BBP has been effective in improving performance. The first part of the research examines the trends of profit margin and cost growth both before and after the implementation of the first BBP initiative.
