This thesis examines the impact of acquisition reform initiatives implemented since 1993 on contract cost performance. Many initiatives implemented during the 1990s focused on saving the government money in procuring weapon systems. For decades, cost overruns have plagued Department of Defense weapons systems development and procurement costing the government money. The passage of the Federal Acquisition Streamlining Act (FASA) of 1994 and the Clinger-Cohen Act of 1996, marked significant congressional action on aiding the Department of Defense develop and procure systems cheaper. Conclusions drawn in this thesis may aid leadership in supporting current initiatives and drafting new changes.

The goal of this research is to bring a new, dynamic modeling perspective to organizational information technology (IT) implementation systems (using the Air Force GeoBase initiative as a real-world example) without compromising principles from the research literature. Undesired behavior patterns, from historically poor IT implementation performance, versus desired behavior patterns are incorporated into the model structure. Using a system dynamics approach, multiple simulation runs under various initial conditions and organizational contexts are performed and compared over a short-term versus a long-term period of time. The role of enlisted Air Force Information Management professionals has been expanded beyond traditional boundaries to include a new area of responsibility called workgroup management. Workgroup management duties include front-line support for the life-cycle management of information, maintenance of desktop computers and networks, development and management of web pages, performance of initial system diagnostics, and management of client workstation configuration and software. Organizational change management is a principal issue in virtually every organization. This cross sectional correlation study examined an array of variables (i.e., process, personality, and context -specific) that influence organizational readiness for change. Participation (process variable) was related to higher mean scores in each of the four distinct readiness for change scales and explained a significant amount of incremental variance in appropriateness, valence, and efficacy.

Few studies in the organizational change literature have examined differences in the change process in different cultures. This cross-cultural study is designed to take a comprehensive view of change using a dynamic model that integrates content, process, context, and individual attribute factors simultaneously. The model is used to compare perceptions of organizational change held by members of military organizations in the United States and in Korea. The U.S. sample consisted of 264 employees who were members of Department of Defense organizations. This dissertation develops new methods for the modeling and analysis of social networks. Social networks describe the complex relationships of individuals and groups in multiple overlapping contexts. Influence in a social network impacts behavior and decision making in every setting in which individuals participate. This study defines a methodology for modeling and analyzing this complex behavior using a Flow-Model representation. Multiple objectives in an influencing effort targeted at a social network are modeled using Goal Programming. This research examined the effect of organizational structure on the relationships between subordinates and their supervisors using measures of leader-member exchange (LMX), mentoring effectiveness, perceived organizational support (POS), perceived opportunities for promotion, job satisfaction, affective commitment, and intent to remain. The sample obtained included 147 subordinate Air Force traditional Civil Engineer officers, Explosive Ordnance Disposal (EOD) officers, Bioenvironmental Engineer officers, and 27 squadron commanders at 19 Air Force bases. The methods of multiple analysis of variance and structural equation modeling were used to evaluate five research questions and nineteen hypotheses. This research represents a meta-analysis of 24 empirical studies that explored and identified which organizational factors moderated the relationships between facilitation strategies and change adoption The results indicate two key facilitation strategies, participation and communication that produced significant results. Participation resulted in a positive impact on job satisfaction, organizational commitment, performance, and turnover rates, while communication resulted in a positive impact on job satisfaction, organizational commitment, change adoption, and intent to remain. Contrary to many research studies, participation strategy was a non-significant moderator for change adoption. The identified strategies and outcomes were then analyzed for potential moderators. A survey was distributed to 865 active duty Air Force Civil Engineer company grade officers (CGOs) assigned to locations throughout the world. The survey was designed to assess the CGOs' current job satisfaction and their intentions towards making a career out of the Air Force. Additionally, the survey measured the CGOs' perceptions of outsourcing, and how they feel that it will influence the Civil Engineer career field. Relationships were evaluated between the perceptions of outsourcing and job satisfaction, and between job satisfaction and turnover intentions.
