The purpose of this research was to examine Business Process Reengineering as a feasible methodology to be used to help reorganize the Brazilian Aeronautical Ministry. Using a qualitative approach, this research developed an analysis of BPR beginning with the concepts elaborated by Hammer and Champy. The research also investigated the laws and regulations used by the United States Government to apply BPR in all branches of its military. The methodology used is a case study of a small, private-sector company that used this strategy to improve its productivity, product quality and profitability. The adoption of the 'Objective Wing' organization in the U.S. Air Force has realigned many base-level maintenance functions. Support equipment is currently maintained and accounted for by several units under the Logistics Group Commander. This research determined the feasibility and consequences of consolidating or realigning maintenance of powered and non-powered AGE, MMHE, engine trailers, and vehicles into one consolidated maintenance shop or unit per base. This research analyzes the effects of situational constraints on individual performance within an Air Force Aerial Port squadron. Situational constraint research originated with laboratory studies by Peters and O'Connor in 1980 and was investigated in an Air Force field environment in 1984; mixed results were obtained. Laboratory studies identified direct performance inhibitors (Peters et al., 1980); however, field studies found little correlations with job performance (Kane, 1981; O'Connor et al., 1984a). Data collected in June 1995 (Dougherty, 1995) and March 1996, in this study, were used to accomplish a longitudinal analysis. Correlations between constraints and performance were also low in …

This research investigated the way four Air Force Materiel Command (AFMC) single manager organizations operationalized the Integrated Weapon System Management (IWSM) concept of "seamless processes." In this thesis, the IWSM concept of "seamless processes" refers to the degree of integration between acquisition and sustainment organizations. Four SPO organizations were involved in six case studies. This research focused on the way "seamless processes" affect the shifting of the organizational "center of gravity" within or between single manager organizations. The costs associated with this lack of control directly relate to the combat readiness and capability of supported units. This study examined the possibility of installing a Radio Frequency Identification (RF-ID) system to track Department of Defense 463L pallets worldwide. This research investigates the effect of Lean Logistics proposals on the current Air Force repairables pipeline. Lean Logistics proposes reducing reparable asset levels at operating bases, reducing transportation time between bases and depots, and reducing depot repair times. Computer simulation is used as a tool to perform a 3X3X3 full factorial experiment to determine the effects of the Lean Logistics proposals on fully mission capable aircraft and transportation cost. Results indicate that lean Logistics outperforms the current repairables pipeline in term of fully mission capable aircraft. In response to changes in threats, the Air Force has reorganized several flying units into composite wings. They are intended to provide a flexible, rapid deployment force. This study focused on the impact of the composite wing organizational structure on the determination of maintenance manpower authorizations at Mountain Home AFB, the Air Forces first air intervention wing. An opinion survey of maintenance and manpower experts was used to identify factors that are important in the determination of maintenance manpower authorization levels. This research investigated the individual factors which directly impacted the effectiveness of the 4950th Test Wing local area network (LAN). Areas of interest included the relationships between demographic and user attitude factors and LAN effectiveness. A literature review provided the basis for: 1) operationally defining effectiveness as a subjective measure of user satisfaction; 2) identifying specific factors which impact information system effectiveness; and 3) developing a research instrument to measure user attitudes and user satisfaction. The goal of this research was to develop an instrument capable of measuring empowerment, and provide recommended general strategies on how to create an empowered organization. This goal was accomplished by developing a pilot questionnaire based on seven dimensions of empowerment discussed in Major Wayne G. Stone's unpublished article Empowerment: Keeping the Promise of the Total Quality Revolution. Each dimension of empowerment was subdivided into measurement parameters, with behavioral statements developed to describe these parameters. The pilot questionnaire was completed by 278 Air Force-related personnel with mainly acquisition-oriented backgrounds. The purpose of this thesis was to develop an instrument that would measure an individual's ability to define sexual harassment and address gender discrimination. In addition, the thesis determines the relationship of empowerment, self-efficacy, and training as it affects the awareness of harassment. Extensive statistical analysis was performed on the instrument and sample data. The importance of developing this instrument is evident in its ability to create regression models to predict the existence of empowerment and self-efficacy which could be useful to improve morale and productivity. A vast array of studies exist which have sought to explore the relationships between behavioral intentions, job satisfaction, turnover and performance at the individual level of analysis. Recent efforts to move to the group level of analysis have shown some promise, but few exist. The crux of the issue under consideration here was whether or not there was utility in treating attitude-intention-behavior linkages as group level phenomena. This study looked at factors affecting the success or failure of continuous improvement initiatives in Department of Defense (DOD) activities to determine whether these activities were continuously improving and to identify factors effecting their efforts. Initially a list of relevant factors was compiled from the criteria for various quality awards and from factors cited in the literature. Prior to 1992, organizational maintenance was aligned under a - separate maintenance organization. In 1992, the Air Force restructured into Objective Wings with organizational maintenance aligned under the flying squadrons. This study looks at the impact of this reorganization on maintenance performance factors. The researchers developed maintenance performance models using regression and principal component analysis. Mission Capable Rate and Total Not Mission Capable Maintenance Rate are used as dependent variables. A comparison of key maintenance performance indicators and model predictions before and after the reorganization is accomplished. This research developed an aggregate model for technological implementation in organizations. The aggregate model drew information from various theoretical models and aggregated those elements that were common to several of the models. Those elements included: information availability, anticipated profitability, probability of success, user attitudes, political attitudes, external pressure, teamwork, strategic planning, resource availability, and training. This thesis investigated Integrated Weapon System Management implementation issues. Five functional areas were examined: Contracting, Engineering, Financial management, Program Management, and Test Management. Data was collected through interviews. The most significant lessons learned were to establish a direct chain of command and to use TQM principles. Program business practices were changed by increasing Product Center/ALC interaction and implementing a single joint CCB. Program personnel obtained useful guidance from other IWSM programs and from the information products distributed by HQ AFMC. he Royal Australian Air Force (RAAF) needed to develop performance measurements (PMs) to support its Program Management and Budgeting (PMB) System. This research assessed the use of the concepts of the Theory of Constraints (TOC) to develop those PMs. The literature indicated that: traditional accounting PMs were not always suitable in an environment of continuous improvement; Activity Based Costing did not provide the required measures; and non-financial PMs were supplanting the older measures. This study outlines a structure for a manufacturing planning and control (MPC) system for a repair/overhaul/rebuilding environment. Included an examination of the organizational components that must be incorporated into the system and the planning functions for which the system can be used.
