A global regulatory framework for hedge fund custodians is needed, in addition to Title IV of the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010 (Dodd-Frank Act or Dodd-Frank), to reduce the risk of the occurrence of another Madoff fraud and to assess systemic risk posed by hedge fund activities in the global financial system. For the past three decades, culture defenders and free traders have fought a pitched battle over global regulation of audiovisual industries, a collision of seemingly incompatible worldviews whose destructive repercussions policy-makers and scholars have struggled to contain. The battle has played out at multiple levels of international trade law, investment treaties, and UNESCO conventions. Now, the culture-trade war threatens to engulf e-commerce. Fortunately, there is a better way. The two U.S. agencies charged with conducting antidumping investigations may justifiably be labeled a "hanging judge" and a "Teflon tribunal." The Department of Commerce (DOC) investigates whether foreign firms have engaged in "dumping" exports to the United States. Since assuming responsibility for dumping investigations in 1980, the DOC has found that over 90% of the firms it investigated were "guilty." Such one-sided results subject far too many foreign firms to antidumping duty orders - which impair their ability to sell to the U.S. market - and send the wrong message to the United States' trading partners. This paper will propose a plan to reform international finance—the World Financial Authority (WFA) Plan. Under such a plan, the IMF and other existing international financial institutions would be reformed and coordinated around a newly created WFA. The WFA would have two core functions. The first function would be to manage international liquidity, thus reducing externalities arising from domestic monetary policies adopted by its members, and addressing global liquidity problems involving financial activities of transnational private banks. One of the major problems presented by digital content and the internet has been the failure of traditional copyright enforcement mechanisms to adequately address infringement that takes place via online file-sharing. Recently, laws that would introduce a new copyright enforcement paradigm have been proposed in numerous countries and have received strong support from content industries seeking a more effective enforcement regime. These laws are often referred to as "graduated response" policies. This paper seeks to comprehensively analyze the SEC's security-based swaps mandate and how it should regulate those non-cleared OTC derivatives within its regulatory ambit to promote market stability, protect counterparties, and reduce the incentives for cross-border regulatory arbitrage which leads to systemic risk creation. It argues that there are many legitimate and compelling reasons for entering into bespoke security-based swap transactions and that imposing collateral and margin requirements would only distort the economics of these trades. Economic incentives play an integral role in many individuals' choices to leave their country of origin. While a person may independently make the decision to migrate, some governments have developed extensive programs to promote the export of workers. Developing nations often initiate such programs for the purpose of acquiring additional sources of foreign exchange and external financing, as emigrants in transnational families can play a critical role in development through remittances. As design space and workload space in multicore era are continuously expanding, it is a challenge to identify optimal design points quickly during the early stage of multicore processor design or programming phase. To meet this challenge, a thread-level modeling methodology is developed in this dissertation. The idea is to model multicore processors at the thread-level, overlooking instruction-level and microarchitectural details. Since the thread-level modeling is much coarser than the instruction-level modeling, the analysis at this level turns out to be significantly faster than that at the instruction level. In the last few decades, Canada Geese (Branta canadensis) have become established in metropolitan areas throughout North America. From 1984 through 2009, Canada Geese in New Haven County, Connecticut, were banded as goslings (HY geese) and adults (AHY), and their movements and recruitment into the local breeding population were documented. During this period, the number of Canada Geese increased several fold in Connecticut. Geese were non-migratory; most recoveries (85%) of banded Canada Geese came from Connecticut, and 76% came from New Haven County. Dispersal rates outside of Connecticut peaked during 1990–1994 when 23% of all reported geese were shot outside …

Conventional data centers are extremely large buildings that have complex power distribution and cooling systems. These traditional brick and mortar data centers employ relatively expensive cooling systems and are inefficient. It has in turn led to an increase in construction and operational costs. These inefficiencies of traditional data centers can be overcome by partitioning the server load into modular sections which can be deployed, powered and cooled depending on availability and requirement. Chronic pain has become an increasing problem, with serious social and economic consequences. One important socioeconomic outcome in the treatment of chronic disabling occupational musculoskeletal disorders (CDOMD) is work retention (WR), which reflects the patient's ability to both obtain and maintain employment following treatment. A consecutive CDOMD patient sample received complete physical and psychosocial evaluations at admission to and discharge from a functional restoration program, and WR was evaluated one year later. It was hypothesized that the effect of economic and psychosocial factors at admission on WR would be mediated by those same factors at discharge . A structural equation …

Does Teacher Bullying Predict Poorer Adjustment Outcomes In Students?, Erika Venzor

The current thesis sought to examine whether (1) teacher bullying affects students' health, academic motivation and performance, (2) there are ethnic differences in teacher bullying, (3) teacher and peer bullying are different constructs, and (4) academic motivation and self-efficacy (Study 2) mediate the relationship between teacher bullying and academic performance. For Study 1, 346 college students participated in an online study. Those students who were bullied by both peers and teachers had the worst adjustment outcomes. Teacher bullying predicted lower academic motivation and poorer performance even after controlling for peer bullying. There were ethnic differences on peer relational victimization, teacher …

Scholarship on street-level policy implementation identifies two dominant approaches street-level bureaucrats use to describe their work: the "state-agent" and "citizen-agent" narratives. The former focuses on how street-level bureaucrats implement law and the latter on how bureaucrats interact with clients. To this point, scholarship only recognizes the above narratives as descriptors. I hypothesize that street-level bureaucrats actively construct identities as state-agents or citizen-agents depending on their backgrounds. Using semi-structured interviews with street-level bureaucrats in North Texas, this exploratory study finds that relationships exist between participants' socioeconomic background as children, the values stressed by their parents, and the narrative style they use …

With an increase in the number of students who are considered at-risk, much research has been directed at understanding why these students fail to achieve at the same level of their White counterparts. To this end, this study will explore how the experiences of first-generation college graduates compare to first-generation college students who chose not to finish their degree. Three theoretical frameworks were employed as the basis of this examination: resiliency theory, Bourdieu's habitus differences, and Tinto's model of the drop-out process. This paper investigates the structural and cultural barriers faced by recent member, Zooleón, in Guanajuato, Mexico. Recent statistics suggest that nearly a quarter of all veterans who have recently returned from the wars in Afghanistan and Iraq are returning to postsecondary education, many of them motivated to do so by the increased benefits included under the Post-9/11 G.I.
