This study describes the planning, development and implementation of the on-site school mental health program, an innovative mental health services program for schoolchildren in New York City. The program, developed jointly by the New York City Department of Mental Health, Mental Retardation, and Alcoholism Services and the New York City Board of Education in 1982, was fully implemented in 1986. This study uses data gathered via the method of participant-observation (the author was employed by the Department of Mental Health), supplemented by the review of documents and discussions with key individuals.

In this paper, the roles of the sociological practitioner will be investigated as they apply to the rapidly growing field of organizational health promotion. Health promotion programs include a combination of educational, organizational, and environmental activities designed to support health-conducive behavior within the work setting. Such programs usually include weight reduction programs, aerobic exercise classes, blood pressure monitoring and so on. Theoretically, the ideas of Mead and Becker are investigated as one approach to the understanding of health behaviors. Methodologically, the utilization of needs assessment and evaluation tools provide integral information for the development of a program specifically tailored to …

In July 1987, the Nebraska Department of Social Services successfully applied to the U.S. Family Support Administration's Office of Child Support Enforcement for funds to conduct a Demonstration Project. This Demonstration Project, "The Nebraska IV-D/IV-A Intake and Phone Collection Project," was designed to increase telephone activities and improve intake practice as part of the ongoing child support collection activities. It was expected that such improvements would result in an increased level of absent parent location and an increased level of child support payment.

Deprofessionalization, Proletarianization, And Social Welfare Work, Paula Dressel, Michelle Waters, Mike Sweat, Obie Clayton Jr., Amy Chandler-Clayton

In this paper we explore the personnel transformations which have occurred in social welfare work. Specifically, we examine the tensions between the dynamics of professionalization and deprofessionalization and how these trends have impacted upon those who work in the social welfare enterprise. Another concern of the paper is the effect of the proletarianization of social welfare work in the face of increasing efforts of some to create professional standards and to solidify the position of professionals in agencies. These struggles are examined in terms of their ability to affect the likelihood of both worker unionization and worker-client political coalitions.

Examining how organizational systems have responded to external jolts (threats, crises, etc.) is a useful precursor to large-scale organizational development projects. The shape of adaptability is introduced as a sensitizing concept for facilitating such analyses. The suggested elements of shape consist of three critical performance levels ([1] at the time of the jolt; [2] at the lowest point after any fall off in performance; and [3] its recovery level), and three time periods ([1] how long the organization is able to resist a fall off in performance [Resistance]; [2] how long it takes the organization to recover to its original …

A review of the literature indicates two major approaches in official crime rate analysis. The first approach postulates a positive correlation between recorded crime rates and a number of factors including police strength, organizational structure of social control agencies, opportunity, and social pathologies. The second postulate is based on Erikson's hypothesis of stability of deviance over time, namely that recorded crime rates in a given society will remain comparatively stable over time. We tested these approaches based on 15 years of juvenile delinquency statistics in Israel. Official statistics on both recorded juvenile delinquents and their recorded crimes were tested through …

This study assesses effects of contextual and personal characteristics on the migration propensities of individuals, with primary focus on several measurements of individual poverty status and the poverty level of the residential areas. The restricted opportunity perspective on poverty, the human capital perspective and the microeconomic perspective on migration, are the major frameworks guiding the study. Planning practice is changing. Previous years of economic growth contributed to an increase in federal, state, and local planning agencies, in addition to regional and special purpose bodies with territorial or functional responsibilities. In times of growth, planning was viewed by many as a type of urban engineering and applied social science characterized by objective fact-finding and the so-called rational model. Leading texts emphasized technical research methods and "hard data" analysis, while government guidelines described scientific application of facts (Krueckeberg and Silvers, 1974; Spiegel and Hyman, 1978). Organizations are building advocacy coalitions as a way of strengthening their survival skills. This article reports on a case study of the factors associated with maintaining an advocacy coalition. Changes in work and social structures are reviewed for the period from the early industrial era to the present. Work structure is hypothesized to have a significant impact upon society and the individual. The structure of the modern work setting and the rapid changes in technology have increased the stress associated with anxiety and isolation. This study investigated age- and sex-specific death rates in South Dakota Counties among the population 65 and over in 1960, 1970 and 1980. Census Bureau and Vital Statistic data were employed to answer the basic question of how death rates and quality of life factors were related. Quality of life factors included; economics, urbanization, health technology, and education, which were operationalized at the county level. A description of county quality of life factors and age- and sex-specific death rates for males and females was presented. Using Richard Emerson's exchange network analysis, exchange relations in the South Dakota 4-H program were examined. South Dakota 4-H is comprised of both paid staff and volunteer leaders. It is currently undergoing structural change through the implementation of the Key Leader System. The Key Leader System involves appointing county level Key Leaders and club level Project Leaders to disseminate information to 4-H members and to assist them with their projects. Survey data, interviews, and State Fair results were collected to test hypotheses generated by exchange network analysis. Both clubs and counties varied in the degree to which they had implemented …

This paper examines organizational development (OD) as a clinical sociological strategy. OD techniques are diverse and include interventions ranging from stress management to quality-of-work-life programs. Strengths and weaknesses of OD approaches and reasons for the recent reemergence of interest in organizational and human resource development are explored.
Four specific criticisms of OD are discussed: (1) lack of congruence in values, cognition, and action; (2) failure to examine meta-assumptions and values of organizational problem solving and learning; (3) simplistic understanding of organizational politics; (4) inability to create internal changes that deal with external complexity and environmental turbulence.

The Intersection Of Political Culture And Fiscal Federalism: State Block Grants In Alabama, David Sink, Michele Wilson

Political culture and intergovernmental relations together shape specific policy actions of a state government within the constraints of its economic condition. Although financial resources provided a state government strongly influence the level of its policy outputs, the political and administrative dynamics appear to affect the exact nature of that policy. A case study of state block grant implementation in the state of Alabama provides an opportunity to observe these variables in action. In particular, the prominent role played by the executive branch appears to have influenced strongly the decisions made concerning social services, health policy, and community development.

A detailed case analysis of the Maine Housing Rehabilitation Project provides an exploratory observation of the innovative use of human resources at the federal, state and regional levels through an evolutionary development process of housing rehabilitation technicians. Functioning largely as advocate planners and human service delivery administrators through self-expanded roles, these individuals were able to promote change in the context of this intergovernmental environment. The analysis presented here reveals findings of intrastate regional differences between the urban and rural areas. Low income citizens appear to be the main beneficiaries of a proactive style of leadership that was performed by the …

Motivation, self-esteem, achievement and the development of tolerance and acceptance of others -- these are the goals that most, like Crain, et al., have come to accept as legitimate objectives of public schooling. Yet, there is substantial opinion that the public schools of Boston have been unable to achieve standards in these areas that are acceptable to the public, the students who occupy the schools, and the professionals who run them.
