Somewhere between a thorn in the side and a bloom on the rose of service-learning is evaluation. Whatever one's personal attitude toward evaluation, pressures to demonstrate effectiveness are increasing for practitioners and proponents of service-learning at the postsecondary level. This article describes the factors driving interest in assessing program outcomes and reviews some of the challenges facing evaluators of service-learning programs. Although this discussion focuses on the higher education environment, many of the principles examined are also applicable to high school and middle school programs.

In response to calls for accountability and effectiveness, public universities are reviewing their missions and are adopting measurable mission-specific goals. An emerging distinctive institutional type is the urban university, an institution characterized by the nature and extent of its responsiveness to the research and educational needs of complex metropolitan regions. This paper concerns the national environment for organizational change, a model for change, and a case study of one urban university that has pursued comprehensive and systemic change in its academic and administrative environment to direct resources to the support of its distinctive urban mission.

As we hurtle towards the 21st century, an increasing number of individuals start to realize that the ability to use computers and information technology resources effectively will determine how well individuals, organizations, and communities function in a rapidly changing technological society. A Meta-Analysis Of The Effect Of Computer-Assisted Instruction On The Academic Achievement Of Students In Grades 6 Through 12: A Comparison Of Urban, Suburban, And Rural Educational Settings, Edwin Patrick Christmann

This meta-analysis analyzed grades 6 through 12 school students' academic achievement effect sizes from experimental, quasi-experimental, and correlational studies that examined the effects of microcomputer-based computer-assisted instruction (CAI) on the academic achievement of urban, suburban, and rural students across various subjects. Those studies compared secondary students who were exposed to CAI with those who were exposed to traditional instructional strategies.
A total of 3,476 students participated in 24 studies which resulted in 35 conclusions. The sample size ranged from 28 to 425; the mean sample size was 140 students.

Many claims have been made about the impact of service-learning on participants, programs and communities. From positive influences on psychological, social and intellectual development to effects on alienation, attitudes and social behavior, service-learning has been mentioned as a method of achieving these outcomes. Additional reviews of the literature in areas related to civic participation and general engagement in the public, political process indicate that service-learning can have an affect on the civic development of youth.

As interest has grown in school-to-work transition programs and service learning, the commonalities between the two have become increasingly clear. Service learning and school-to-work are forms of experiential education that extend student learning into the community and the worksite. Both provide students with contextualized learning opportunities. Through service learning and school-to-work programs, students engage in learning experiences that help develop organizational, team, and problem-solving skills as well as the competencies and foundation skills identified as important for employability and responsible citizenship (SCANS, 1992; W.T. Grant Commission, 1988).

Managing conflicts at the interfaces or boundaries at the individual, group and organizational levels is an essential part of the job of a university administrator. As universities become subject to increasing external pressures, especially financial, administrators are called upon to reorganize, restructure and reallocate resources. These interventions substantially challenge academic administrators and the clinical sociologists who occupy these roles to utilize their skills as conflict and risk managers. This paper describes and discusses the experiences and observations of the authors as boundary managers in university settings.

From 1851 through June, 1993, more than 2,800,000 women have been initiated into the twenty-six National Panhellenic Conference sororities. Not only are members active during collegiate years, but many continue participation through alumnae groups. Upholding the principles of community service and moral development, sorority women volunteer time and talent in a myriad of ways that benefit local communities and the greater society as a whole. Sororities also provide women important leadership training and experience.

The concept of mental models has received much attention within recent years, especially within the context of organizational learning. This research is based on and departs from the Organizational Learning Process as developed by Keating, Robinson, and Clemson (1994). That process, which is based on a verbal representation of mental models, does not call forth the kind of change that is desired in Organizational Learning. This research investigates if mental models can be represented in the form of system dynamics models and inquires if this representation is beneficial to the process of Organizational Learning.

The purpose of this study was to examine the effects of a classroom sponsored community service initiative on students' moral judgment, commitment to civic and social responsibility, and mastery of academic course content. A multi-method approach was utilized to examine developmental and learning outcomes of students participating in two sections of a Philosophical Anthropology II course, both taught by the same instructor, offered at a small liberal arts college. This paper discusses the multiple roles sociologists play in conducting evaluation research in a large state psychiatric hospital. The key to understanding this form of clinical sociology is its blending of management and inquiry in a unique organizational context. The authors, sociologists who have both served as directors of the Buffalo Psychiatric Center's program evaluation unit since its founding in 1979, present examples of the unit's work, discussing the role sociologists play in the collection, analysis and reporting of data used by hospital administrators for strategic planning, continuous quality improvement programs, and the monitoring of patterns and trends for census …

This is a comparative case study of occupational therapy and vision rehabilitation services. The purpose of this study is to describe how environmental forces, especially third party reimbursement, shape occupational therapy in terms of organizational form, setting, procedure of services and documentation process. The study will further examine the current external and internal conditions under which vision rehabilitation professionals may develop third party payment, especially Medicare and Medicaid. Based on environment theories and the experience of occupational therapy, the potential impact of such reimbursement on vision rehabilitation services is discussed.

Diversity management is examined as an emerging employment and/or consulting role of possible interest to sociological practitioners. First, the general development of diversity management since the mid-1980s is traced. Demographic imperatives for diversity management as well as some definitions, emphases, procedures, and publications are identified. Second, the linkages between diversity management and sociology/sociologists are discussed, as to: (a) substantive connections, (b) special sociological insights, (c) training suggestions, and (d) corporate involvement issues.

The literature provides ample evidence that state Extension programs across the country are introducing new or modified program development approaches and reorganized work units as they attempt to remain responsive to the public's educational needs. Implementation of such innovations, in many instances, represents change in Extension agent roles and responsibilities which could be characterized as a redesign of Extension work. Research on the effects of job redesign has consistently found evidence that workers' perceptions of certain core dimensions or characteristics of their jobs influence their satisfaction with that job. The California Department of Education has received $1,600,000 under the Serve America subtitle of the National and Community Service Act to award to local partnerships for 1991-92. Considering that California serves some 6 million public and private K-12 students, this is a modest sum. What do we hope to achieve? How realistic are our hopes? This paper discusses Service Learning in the context of a broad landscape of reforms in education and society. These reforms have much to do with our capacity to fulfill our hopes and sustain the service movement.

Our paper is written to express both strong dissent from and partial support of Dr. Packard's article "Organization Development Technologies in Community Development: A Case Study." Beginning with a summation of the article, this paper introduces the main area of contention, provides a vignette to illustrate key points and concludes with affirmation of the need for reconciling the differences between organizational development (OD) and community development (CD) as two systems of planned change.

Segre suggests that family homelessness is merely the latest and most devastating example of America's lack of commitment to children and families. The history of human services for children is presented to show that, both at the community and at the policy levels, this population and its needs have been neglected, subjected to fragmentation, and consistently downgraded on our lists of priorities. The societal values that have led to this situation are discussed and revealed as still reflecting an individualistic, frontier outlook, which is, however, becoming an anachronism. In a global economy, transfer of human technology via multinational Employee Assistance Programs (EAPs) is a reality. Successful development and implementation of multinational EAPs require attention to the host country's political, legal frameworks, and cultural issues. The roles of occupational social workers vary based on these dimensions and issues. The targets of interventions are foreign executives and their families, host country employees and their families, and the organization itself.
