According to Paul Schultz, president of the National Indian Lutheran Board (NILB), 1983 was a year of continuing leadership and growing partnership.

In his report to the almost forty participants at the recent annual meeting in Tempe, AZ, Schultz noted that "It is exciting to participate in the process that is setting a vision for continuing Indian Ministry, and then translating that vision into action. "

This proposed study is in response to a request from the Council Bluffs Senior Citizens' Center Board and staff to gather information from the senior citizens in Council Bluffs concerning the types of programs and activities they would like to see provided by the Senior Citizens' Center. The study will (1) gather survey research information from the senior citizens of Council Bluffs, (2) provide information for program planning and development, (3) provide geographic and demographic information about the types of programs desired by different groupings of the elderly, and (4) provide a data base that can be periodically updated.

Gathering What the Great Nature Provided is a book about the Gitskan Indian tribe in North Central British Columbia living on the banks of the Skenna River. The book resulted from a project by ninety members of the tribe whose purpose was to document their past for themselves and future generations. This collective authorship shows the commitment and dedication of the people to the goal. Elders were questioned and memories strained to remember the distant past. Their culture is conveyed in a rich oral tradition. The writing was difficult and tedious, accomplished by long hours of interviewing and transcription of …

Use Of Government Services By Low-Income, Rural Residents In Alabama, Gerald C. Wheelock, Joseph Befecadu, Priscilla Salant

Journal of Rural Social Sciences

Overparticipation in government programs often receives much publicity, while the question of underparticipation by those eligible is seldom addressed. It is hypothesized that participation rates and reasons for nonparticipation among eligibles are related to household characteristics and county-level variables. A random cluster sample of 251 households in three randomly selected, rural, low-income Alabama counties was surveyed in August and September, 1981. Data analyzed deal with the utilization of food stamps, Medicaid, Medicare, and county health services. It is estimated that needy nonparticipants among eligibles in food stamps are about 22 percent; in Medicaid about 46 percent; in Medicare about 19 …

Time Use By Small Farm Families In Southwest Virginia: An Approach For The Inclusion Of Household In Farming Systems Research And Extension, John S. Caldwell, Michael French Smith, Vicki Karagianis, Ruth D. Harris

Journal of Rural Social Sciences

In this paper we first present an overview of Farming Systems Research and Extension (FSR/E), contrasting the importance placed on the household in the FSRIE conceptual framework with the lack of explicit attention given it in FSR/E methodology. An initial 47-farm survey suggested that female household members play key roles in intensive crop production and off-farm income generation. A time allocation study during May-October, 1982, investigated the roles of female and male household heads and working age children in a representative 10-farm subsample. Results indicated greater women's contributions to livestock-related production activities than originally hypothesized and reduced time spent by …

The Intersection Of Political Culture And Fiscal Federalism: State Block Grants In Alabama, David Sink, Michele Wilson

The Journal of Sociology & Social Welfare

Political culture and intergovernmental relations together shape specific policy actions of a state government within the constraints of its economic condition. Although financial resources provided a state government strongly influence the level of its policy outputs, the political and administrative dynamics appear to affect the exact nature of that policy. A case study of state block grant implementation in the state of Alabama provides an opportunity to observe these variables in action. In particular, the prominent role played by the executive branch appears to have influenced strongly the decisions made concerning social services, health policy, and community development.

Calvin Ed-U-Care Center is a child development facility designed to provide quality day care to children who are toddlers (under age 3) up to age 12. Organized and incorporated in 1969, the Center is housed in the Calvin Memorial Presbyterian Church at 3105 North 24th Street, Omaha, Nebraska 68110. Mrs. Flossie Miller was its first director; Mrs. Carmen Parson has been director since 1971. Mr. William Grayson, assistant director, has been in his position since 1970. Human problems rising out of changes in laws and shifts in the federal budget over the past two years have been the focus of a series of regional workshops sponsored throughout the U.S. by the Western Center on Law and Poverty in Los Angeles.

The first of these workshops was a Midwest Legal Services Training Conference attracting 190 delegates from six states, held at Madison, WI, under joint auspices of the Wisconsin Nutrition Project and Western Wisconsin Legal Services.

"It's a time to experience· friendship and fellowship," said Ted Gleiter, LHRAA Board member, as he discussed the August 26th gathering in Washington, DC to celebrate the 30th Anniversary of Lutheran Human Relations.

Gleiter, and Richard Fox, Jr., co-organizers of the event, are making plans to CELEBRATE THE STRUGGLE at First Trinity Lutheran Church in the Capital.

Gleiter said he hoped that all the Lutherans planning to attend the August 27th March on Washington for "Jobs, Peace and Freedom'' would also come the evening before to First Trinity to coordinate a visible Lutheran presence at the Saturday march.

The treatment of animals was surveyed in 53 families in which child abuse had occurred. Patterns of pet ownership, attitudes towards pets and quality of veterinary care did not differ greatly from comparable data from the general public. However, abuse of pets by a family member had taken place in 60 percent of the families. The families in which animal abuse was indicated tended to have younger pets, lower levels of veterinary care and more conflicts over care than non-abusive families in the study. Intergenerational Service-Learning: Contributions To Curricula, James P. Firman, Donald E. Gelfand, Catherine Ventura

This article reports some findings from a national demonstration project involving the National Council on the Aging (NCOA) and thirteen colleges and universities. We studied 39 courses in which students were involved in service-learning in aging. We describe and discuss (1) the range of demonstrably feasible 'adoptions, (2) what faculty say their students learned from the experiences, and (3) faculty perceptions of personal benefits and costs associated with developing and directing these projects.

This issue of SEEDs tells the story of how the Working Women's Forum came into being in Madras, India and how it has brought together more than 13,000 poor, urban women around the issue of credit. It also describes how the Forum has not only provided its members with access to funds, but has expanded to include support services such as child care, education, health, and family planning and how the sense of strength and purpose that has grown up among the members is helping them to tackle the political and social problems that affect their lives.

In times of shrinking resources and growing needs, the aging network must increase its efforts to involve the voluntary sector in services and programs for the aged. A relatively untapped source of manpower is our nation's 12,300,000 students in 3,200 colleges and universities. This article, based on the findings of a national demonstration project, examines feasible outcomes and practical limitations of service-learning as an approach for increasing the involvement of students in providing services to older persons.

In 1972 the Goodrich Amendment to the state appropriation for the University of Nebraska at Omaha gave the University an "unparalleled opportunity" to develop further its educational offerings and services to students from low-income backgrounds. The intent of the amendment was to make funds available "for a program to get economically deprived young people in and through UNO." Named for State Senator Glenn Goodrich who introduced the legislation, the program was designed to provide an intellectually stimulating academic course of study augmented by whatever supportive services were needed. Deinstitutionalization: A Review Of The Literature With Implication For Social Work Training And Practice In Rural Areas, Vicki Lawrence Young, John S. Wodarski, Jeffrey Giordano

The manuscript reviews the social, legal, and political background of the deinstitutionalization movement, reviews successful programs for deinstitutionalized chronic mental patients in the major problem areas of socialization skills training, supportive living, interventions with families, vocational rehabilitation, and medication monitoring. Problems which prevent the successful replication of these programs in rural areas, such as differing characteristics of rural and urban clients, distance and travel, and staff attitudes are discussed. Implications for social work training and practice in rural areas include the increased need for paraprofessional staff development and supervision skills, ability to utilize and mobilize existing community helping networks, and …
