Toward A More Adequate Concept Of "Organization" In Social Work Practice Theory, Buford E. Farris

The Journal of Sociology & Social Welfare

A generic model of social work practice requires the formulation of frameworks that indicate what is meant by intervention at the "organizational" level. Usually "organization" is put at some midpoint in a hierarchy of social levels (such as individual, small group, organization, local community, society). However, when one looks at the various social work practice frameworks, there is very little development of knowledge about the process of intervention at this mid-level. Since the "macro" levels of community and society can probably be best conceptualized as "inter-organizational" arenas, social work practice knowledge for these levels is also hindered. Every program designed to decrease poverty is based upon assumptions either as to the nature and causes of poverty or what is necessary to help the poor improve their lot (Spilerman and Elish, 1970; Task Force on Economic Growth and Opportunity, 1966; Valentine, 1968). Often these assumptions are only implicit, and supervisors of the program might not even agree with the assumptions if they were stated. Nevertheless, a program would itself make no sense unless certain statements about poverty were true. For example, a program of economic development to increase employment opportunities assumes that, first, much poverty is due to …

This trend has been the continuous growth in the autonomy and power of public bureaucracies. Theoretically every society has some institutional means which seeks to prevent and alleviate personal misfortune and illness "Institutions are standardized solutions to collective problems." The increasing population rate of older persons, many of whom suffer from chronic diseases and disabilities, does pose a collective problem for society. Formerly, the "institutional" approach developed to address the needs of chronic aging patients and society. Today the "community" approach, by which community service agencies whose goal is to help older adults remain independent of total institutional care by supplying supportive services, is achieving recognition .

Description of the Problem For nearly everyone in our society, remunerative work has provided a meaningful role. It also provided an avenue for the attainment of respect, dignity, and the essentials of the "good life." On the other hand, unemployment has necessitated reliance on programs for the indigent and unemployed. The central focus of this study was the Janus-headed problem of unemployment and underemployment. The approach was oriented to a level of organization which has not previously been adequately explored.
