The quantitative study attempted to examine the barriers and challenges of grandparents raising grandchildren. The primary focus is to explore the problems and concerns to determine what are the specific needs of these redefined families. The researcher employed a questionnaire with some closed and open-ended questions, pertaining to the problems and concerns of custodial grandparents. Twenty-five grandparents in San Bernardino County were interviewed to obtain data regarding this issue. The findings of the study revealed that grandparents and grandchildren both are in need of internal and external resources to enhance, empower and support their inner ability to adjust and cope …

The Massachusetts Jobs Council, the Governor’s principal advisory board on workforce development, established the Blue Ribbon Commission on Older Workers in 1997 to analyze the labor market for older workers in the Commonwealth and to recommend policies to improve the economic status of the older labor force. The Commission held numerous hearings, town meetings, and focus groups to solicit the views of older workers, employers, labor organizations, and training professionals, and it reviewed the findings of extensive research on older workers in Massachusetts.

The assumption accompanying this vision has been that, since most business and professional communication students will graduate to work in industry, the best placements for them are, therefore, necessarily in industry as well. Certainly industry-sponsored internships are valuable as career preparation.

This study examines the influence which pressure groups, unelected, unrepresentative groups, exert on the legislative process. This thesis studies the issue in relation to the Western Australian School Education Bill 1999, and the action of four pressure groups- the Aboriginal legal Service of Western Australia, the Disability Services Commission, the Home Based Learning Network and the Western Australian Council of State Schools Organisations. Service Industries And Employment Growth In The Nonmetro South: A Geographical Perspective, William B. Beyers, Peter B. Nelson

Journal of Rural Social Sciences

Service employment has grown rapidly in the nonmetro South in recent years, accounting for 87 percent of overall job growth in the 1985-1995 time period. This pace has been sustained in nonmetro areas that are adjacent to metro areas, as well as in more remote nonmetro areas that are not adjacent to metro areas. Retail, health, and producer services account for the largest share of service employment growth. In contrast to the United States as a whole, which experienced declines in manufacturing employment, the nonmetro South has had increases in manufacturing employment. Supplemental Security Income - An Underused Resource For Disabled Tanf Recipients In Illinois, Center For Urban Research And Learning, Michael A. O'Connor

This paper reviews the literature that assesses the incidence of severe impairments among parents and children receiving AFDC and TANF, and projects that analysis to estimate the number of persons eligible for, but not receiving SSI in the Illinois TANF caseload. The paper also reviews current investment in screening for eligibility and pursuing SSI benefits for TANF recipients, and articulates a rationale for further investment. Prior research supports an estimate that between 8-12,000 children, and 4- 18,000 parents in the Illinois TANF caseload are SSI eligible but not enrolled. The objective of this three-month project in Mexico was to disseminate information among key audiences about: 1) the right of women to choose contraceptive methods in a free and informed manner; and 2) the laws and institutions available to help redress any violations of this right. Four publications on these topics, developed by a previous project funded by Population Council/INOPAL III, were reproduced and distributed to 2,750 people in the following target audiences: women of reproductive age; reproductive health service providers; national and state commissions of human rights, complaints offices in public hospitals, feminist and human rights organizations; and legal …

Welfare-to-work has come to the fore of the social policy debate in recent years. This especially has been the case since the enactment of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA). PRWORA significantly altered over 60 years of American welfare policy by creating a public assistance program with the aim of replacing public sector welfare checks with private sector paychecks. In order to reach this goal, time limits on receipt of assistance as well as stronger work requirements have become central in moving people from welfare and into work.

The Challenge Of Welfare Reform: Earnings And The Cost Of Living In Rural Kentucky, Julie N. Zimmerman, Lorraine Garkovich

The passage in 1996 of the Personal Responsibility and Work Opportunities Act may well mark the single most consequential social legislation of this decade, especially for rural southern families, for it marked a fundamental shift in the welfare system in the U.S. No longer focused on hardship relief, cash assistance now has a work-first focus, with mandatory work requirements and lifetime limits for recipients. Underlying this legislation have been four assumptions about the nature of the labor market and welfare recipients' characteristics and opportunities. For the last fifty years, Boston’s Chinatown has been a shrinking community. Squeezed in by highways on two sides, its land is being gradually consumed by two medical institutions, Tufts University Medical School and New England Medical Center. During the last few decades, these two medical institutions have swallowed up nearly one third of the land in Boston’s Chinatown. Despite this, both medical institutions want more. Disseminating The Administrative Version And Explaining The Administrative And Statistical Versions Of The Federal Poverty Measure, Gordon M. Fisher

Clinical Sociology Review

This article describes how the author, a federal employee, disseminates and explains the poverty guidelines (the administrative version of the federal poverty measure, used in determining eligibility for certain programs) and other povertyrelated information, responding to 1312 public inquiries in 1996. The article reviews federal programs and some non-federal activities using the poverty guidelines; the principal categories of people who make poverty inquiries; and some of the questions most commonly asked.

Growth And Development Of Street Gangs, Audrey D. Guymon

This field study of the growth and development of street gangs was conducted in the spring of 1996 at a medium security prison utilizing a semi-structured interview with 69 inmates who were known present or former gang members. Since the sample was taken from a population of convicted felons, the results reflect the environment of the participants and may not be representative of gang members as a whole.

The field study determined that the majority of the participants came from two parent homes, had joined the gang between the ages of 9 and 15, lacked positive male role models, and …

In the November 8, 1994, state election, Massachusetts voters approved a question placed on the ballot by initiative petition passing a law that effectively outlawed rent control throughout the commonwealth. This law had its most dramatic effect in Cambridge, where a stringent rent control system had been in effect since 1970. The success of the petition was realized primarily through the grassroots efforts of a coalition of small-property owners in Cambridge who felt aggrieved by the city's rent control system.
