The successful delivery of human services requires rational program planning. Rational program planning, in turn, requires evaluation of 1) the needs of targeted client groups, 2) the availability of established services to the potential clients, and 3) the utilization of available services by the client population(s). The success of human service delivery systems, therefore, must incorporate the assessment of public programs in terms of the correspondence between client needs and service provision and usage.

In the early 1970's as the enormous pressure of drug related problems was abating~ the attention of mental health professionals, school personnel, and the criminal justice system was refocused on the problems that come with alcohol. A new phenomenon seemed to be following the drug "scene", the increased alcohol usage among teen-agers and even children. The message was clear: an effort had to be made to prevent alcohol abuse before problem drinking became more widespread.

These include medical laboratory technician, EEG and EKG technicians, electronic bio-medical technician, medical office and record assistant, X-ray technician, surgical technician, occupational therapist, dental laboratory technician, dental hygienist, and dental assistant.

The principle focus of this report is to assess the availability and utilization of established alcoholism services for Mexican Americans in the Scottsbluff area. Though important, the concern here is not with the absolute supply of services (for example, the number of quarter way and halfway houses in Scottsbluff County), nor is it with spatial distribution of services (for example, the location of the detoxification center in Scottsbluff County) . Rather, this analysis focuses on the utilization of existing services and the extent of the need for services by Mexican Americans in the Scottsbluff area.

The Hanover Street Project, formally known as the United Women’s Woodworking and Welding Project, is an experiment in training women for jobs usually held only by men. Begun in 1976, this was the first such program of the Jamaica Women's Bureau, established by the government during International Women's Year to ensure that women participate fully in Jamaica’s development. The project demonstrated that low-income women can learn non-traditional skills and can work together to improve their lives. Through trial and error, the project is providing the Women's Bureau with a wealth of information about teaching technical skills, working with other government …

The Mraru Women's Group in rural Kenya, like many community women's organizations around the world, is an example of a deeply rooted tradition of association and self-help among women. In 1971 the group began to gather its resources to solve a common problem—transportation. They raised money, bought a bus, and began a public transport service that made money; they now face other difficult questions such as reinvesting profits, serving members' broader needs, and maintaining a strong economic base. The Anti-Polygamy Society was established in 1878 to try to encourage Congress to abolish the practice of plural marriage tn Utah Territory. In the brief time that it existed, the women of this Utah-based group sent petitions, circulars, and letters to Congress and many leaders of the country urging that laws be passed to end polygamy. Much of their work was also carried out in the society's newspaper, the Anti-polygamy Standard.
By the time that laws were passed that restricted polygamy, the Anti-polygamy Society no longer existed. Nonetheless, the society was important in the anti-polygamy crusade because it was …

Training Abusive Parents In The Use Of Anger Control Procedures For Improving Parent-Child Interactions, Sharlyne M. Nomellini

The purpose of the present study was to evaluate the effectiveness of a home-based multicomponent anger management program utilizing self-control procedures for: (a) decreasing frequencies of aversive parent behaviors directed toward target children and (b) altering parents'; angry feelings and subjective urges to physically harm their children in provocation situations. Abusive parents from three at-risk families were trained in the use of anger management skills tb aid them in coping with arousal on cognitive, somatic, and behavioral levels, simultaneously. Results indicated that the training procedures were successful in significantly reducing rates of aversive parent behavior exhibited in the home across …

The purpose of this study was two-fold. The first was to investigate the gerontological educational background of persons presently working in the field of aging. The second purpose was to determine if there was a need for and interest in further training, and if so what particular topics the respondents would find most critical to their interests or beneficial to their work. The subjects were fifty-four persons involved in serving the over sixty-five population in a ten county area within the East Central Illinois Area Agency on Aging, Area Five.

The purpose of this study was to develop and implement a youth program in a minority "model neighborhood" area located in a low-income tract in Peoria, Illinois. There were approximately forty youth served from June through November, 1980. A journal was kept during this time, reflecting the interaction among the youth coordinator, the youth and their parents, and the staff of the agency, Common Place. The journal revealed the process of developing and implementing program in Common Place's "model neighborhood". This paper employs an analytic framework based on organizational incentives to explain the failure of recent welfare reform efforts. The data consists of observations, interviews, and routine inhouse reports collected on a federally funded program, Project STAR. The project was developed with the aim of mobilizing lower-class and minority families of the mentally retarded in support of reform of mental retardation services in five cities in the U.S. A service-inducement strategy was pursued by the reform organization to overcome the difficulties of enticing lower-class families of the retarded to participate in organizational activities. To a greater extent than before, social welfare agencies are emphasizing social change over direct services. A social reform movement is a mechanism by which societal and institutional change may be accomplished. The relationship between social welfare organizations and social movements has not been clearly defined. The sociological theories of Smelser, Turner, Killian and others on collective behavior and social movements provide a useful knowledge base for welfare organizations and professionals espousing social reform goals. The single parent family population is discussed as a group with the potential to generate into a social reform movement.

Problem: The home school movement in America presents a rapidly-emerging alternative to conventional educational systems. The purpose of this study was to identify selected characteristics of home schools and the parents who operate them.
Method: The population used in this descriptive research was drawn from the files of the Hewitt Research Foundation, Berrien Springs, Michigan. Potential respondents were parents indicating recent experience or interest in home school operations. Society has, historically, reacted to teenage pregnancies with a mixture of embarrassment, apathy and neglect. It wasn't until the 1960's that an attempt was made to design and implement programs to meet the needs of pregnant adolescents. An example of such a program is the Salem Teen Mother Program. This program was begun in 1966 and is affiliated with the local YWCA. If offers a comprehensive program to approximately 150 students each year. The services it offers include day care, social services and counseling, education, health services, parenting skills and employment counseling.

School District Performance In Erie County & Buffalo, New York: The Socio-Spatial Dimensions Of Educational Quality, Jeffrey Ewell

The educational quality of Erie County and Buffalo, New York, as represented by school district performance was examined and the relationship between school district performance and the social environment was analyzed. Socioeconomic status, social stability and race were all found to be strongly correlated to school district performance. Within Erie County, Buffalo has the poorest school performance levels while Snyder and Williamsville, two high status suburban districts, have the highest school performance levels. The overall spatial pattern of school district performance based on the PEP test results for 1974 reveal a strong correspondence between school district performance and the social …
