The existence of thriving and numerous small businesses is instrumental to generating wealth within a community. They provide a diverse employment base for local residents, leading to greater economic stability. Small businesses create opportunities for keeping dollars circulating within the community, multiplying the benefits of those dollars. Creating such internal-multipliers within the economy of a community is a strategy for strengthening the community as a whole. This benefit extends to communities of color, immigrant communities, ethnic minority communities, and sexual minority communities.

Congested roadways and declining air quality standards are major concerns for many communities faced with the challenges of suburban growth and city decay. How each community chooses to fight the problems created by urban sprawl depends greatly on individualized characteristics of the community. This research paper outlines methods for American Indians’ and military land managers’ collaborative work of accomplishing resource stewardship aimed at achieving both the Indians’ “One Earth” and military “Mission Preparedness” postures. The research goal is to benefit military facility managers’ by providing tools to establish interaction programs with Indian Tribes and organizations. The paper provides a process framework, gleaned from on-going programs, directives, and policies identified by reviewing books, journals, and reports. A comparison of the process-streams from several programs was conducted determining steps recurring in the programs. These repeated steps form key processes for use by installation managers in …

Burning And Burying In Connecticut: Are Regional Solutions To Solid Waste Disposal Equitable?, Timothy Black, John A. Stewart

To comply with federal legislation, states throughout the country are replacing old town dumps with a regional system for municipal solid waste disposal.This system includes trash-to-energy incinerators and ash landfills as well as recycling and reduction facilities. While these new types of facilities are expected to be environmentally safer, they have concentrated the disposal process of waste generated throughout the state in fewer locations. State leaders champion the use of newer, cleaner disposal methods, while local community groups complain that they have become the dumping grounds for the state. "The federal-Indian relationship is like no other in the world. Indian tribes are denominated 'domestic-dependent nations' but their practical relationship with the United States 'resembles that of a ward to his guardian.' Indian tribes appear to have the same political status as the independent states of San Marino, Monaco, and Liechtenstein, yet they have little real self-government and seem to be forever mired in a state of political and economic pupilage."

It begins with a review of the literature, focusing on the origins of sociology and the theory of ecology, and presents the framework for the content analysis. Many science educators, in the US and elsewhere, support the idea that all students should have fair and equal opportunities to become scientifically literate through authentic, real problem-based science education. However, this challenge requires teachers to find ways to help all students feel comfortable with, and connected to, science. Despite the general consensus around the ideal of science for all, science teacher education programmes have had little or no impact on pre-service teachers’ philosophies of teaching and learning, especially as it relates to serving under-served populations in science. Brownfield redevelopment is seen by many, city planners, environmentalists entrepreneurs alike, as one of the best available ways to revitalize the inner city. Brownfield redevelopment appeals to the environmentalist by offering to clean up contaminated land. It appeals to entrepreneurs as a chance to acquire cheap land in a good location. It appeals to cities as a chance to aesthetically improve the urban landscape and increase tax revenues. It appears to be a bright light on the horizon of the otherwise dim realm of ecologically minded urban development.

Denying Access To Legal Representation: The Attack On The Tulane Environmental Law Clinic, Robert R. Kuehn

When people require assistance to advance public interests, rather than private interests, the lack of legal representation is even more severe—less than .001% of lawyers in the legal profession are public interest lawyers. “Although recent data are unavailable, the best available estimates suggest that the number of full-time public interest lawyers is less than one attorney for every 240,000 Americans.” Citizens advancing issues of public concern often have no choice but to turn for free assistance from law school professors or one of the nation’s law school clinics.

Objective. Inequity in the distribution of environmental burdens among social groups, for example, minority and disadvantaged segments of the population, is an important topic in policy research. This research has largely focused on hazardous waste facilities and Superfund sites. Yet federal mandates to the states raise similar concerns over the social distribution of low-level radioactive waste facilities (LLRWFs). This study seeks to provide the first evaluation of equity in the distribution of LLRWFs within a state.

Methods. We use data from the 1990 Census to compare selected characteristics of tracts with low-level radioactive waste facilities to tracts without, tracts nearby …
