As mentioned in previous editions, one of the critical functions of this journal is to facilitate communication between researchers and practitioners working in community development. It is important to not only report on completed research, as is the major task of most research-based journals, but to also include comments from others who have reviewed the journal articles. Since this journal serves the needs of both researchers and practitioners it is necessary to stimulate a continuing dialogue among both groups on common community development topics.

The United States would benefit greatly by reforming the national system of taxation to encourage more saving and investment. Doing so would help to achieve faster economic growth, higher levels of unemployment, and smaller budget deficits. Specifically, a savings-exempt income tax on individuals and families coupled with a companion cash-flow tax on business should replace the existing federal income taxes.

Economic disparity between urban white America and urban black America is becoming more pronounced, whether in central cities, suburbs, or edge cities. African-American employment prospects have declined in central cities, increased slightly in suburbs, and increased substantially for the few African Americans living and working in edge cities. William Julius Wilson cites the decline in stable, higher-paying, blue-collar employment in the industrial cities throughout America. Others identify the changing structure of metropolitan employment as characterized by more rapid professional and white-collar employment growth in suburbs and edge cities and declining employment in central cities. This paper advances a process for determining whether, e.g., waste-to-energy facilities are disproportionately located in minority and poor communities, and the author asks others to join in searching for a scientifically sound and fair process of resolving conflicting interests in locating LULUs. He also discusses some difficult issues and argues that they need to be addressed by a representative panel.

The Vanguard

During the mid-1980s, the Rural Crisis Issue Team of the National Council of churches worked with several Inner-City Church Groups on the loss of land experienced by farmers, especially black farmers, and the changing food system and Rural-Urban Connection Conferences across the country. It was evident by the attendance at those events that urban dwellers were not too concerned that farmers were being forced from the land but some participants registered concern over the quality and price of food stuffs.
