Critical Criminology, Traditional Crime, And Public Policy, Ronald C. Kramer
The Journal of Sociology & Social Welfare
Critical criminologists have often ignored the serious problem of traditional or common street crime. As a result, crime prevention policy has been forfeited to the political right or to those who advocate ineffective liberal reforms. This paper argues that critical criminology can make a contribution to the formulation of public policy concerning traditional crime. Recent theoretical developments within the criitical perspective on crime, as.well as a variety of supporting data, are reviewed and specific policy recommendations to reduce traditional crime are offered. These progressive recommendations constitute an important alternative to the individualistic approaches (liberal or conservative) which now dominate crime …

Using Wiseman Documentaries For Social Problems Courses, Patrick G. Donnelly
Sociology, Anthropology, and Social Work Faculty Publications
This report describes the use of seven films produced by Frederick Wiseman in a lower course in Modern Social Problems. The goals of the project were: to increase the student awareness and understanding of the day-to-day operations of several basic institutions in American society; to offer a creative and interesting undergraduate course; and to enliven cIass discussion. Since this was a course in social problems, faculty and students focused on the problematic features of the institutions portrayed in the films and on the social problems these institutions are designed to handle.

Disinnovation In The American States: Policy Toward Health Systems Agencies, Keith Mueller, John Comer

Requiring the states to involve consumers in health planning through local health planning boards (HSAs) was an attempt by the federal government to control health care costs. Elimination of this requirement more recently has meant some states have discontinued the program. The elimination of HSAs can be considered a case of policy disinnovation. Drawing on the innovation literature, the following variables were expected to correlate, although negatively, with elimination of HSAs: value added to manufacturing, average acre value of farms, per capita income, population living in metropolitan areas, and party competition. All were found to correlate negatively. Predisposition to spend …

Policy Traditions In American State Politics, Robert L. Savage
The Journal of Sociology & Social Welfare
An examination of the states across a wide range of policy innovations during three historical periods reveals policy traditions having distinctive geographic limits roughly conforming to major regions commonly recognized in American politics. Only two of these traditions, the "Southern Parochial" and the "Northeastern Bureaucratic," persist across time and even these have been weakened. This provides some evidence that while multilinear evolution along regional lines will continue to contribute to differences in policy values among the American states in the foreseeable future, sociocultural integration is the stronger dynamic in American political development, especially since about 1930.

Political Symbolism In Juvenile Justice: Reforming Florida's Juvenile Detention Criteria, C. Aaron Mcneece, Mark Ezell
The Journal of Sociology & Social Welfare
A recent reform in Florida's juvenile detention criteria was over-turned during the subsequent legislative session. This paper describes both the initial reform and its reversal and suggests that symbolic political rewards may often be more important than the actual consequences of a policy. Recommendations are made for accomplishing policy reform in a traditional political culture.

Recently, increased attention has been paid to the problems faced by the elderly within our society. One of the most pressing problems is the threat of crime, This article examines the actual risk of criminal victimization among the elderly, the physical, financial, and psychological consequences of victimization, and the special problems faced by the elderly as they attempt to deal with the criminal justice system. Finally, their fear of crime, which in itself constitutes a very real form of victimization, is explored.

Sociologists In Schools Of Social Work: Marginality Or Integration?, Lee H. Bowker, Fred M. Cox

In this paper, we examine the responses of 180 faculty members in graduate and undergraduate social work programs. These faculty members all achieved their highest degrees in fields other than social work, but approximately half of them also acquired the M.S.W. degree at some point in their careers. It was originally hypothesized that sociologists working in social work programs woulkd exhibit some of the characteristics of marginality, and the questionnaire contained a number of items on collegiality, conflict, discrimination, recognition and satisfaction. It has been pointed out by the Task Force on Juvenile Justice and Delinquency Prevention (1976) that too often programs have been planned and implemented on the basis of uninformed speculation. In order to determine the major concerns of youths for purposes of delinquency prevention and resources allocation, a study was conducted in the Cleveland area of Ohio. This study was designed to compare the perspectives of youths and adults toward teenage problems.
While the exact ranking of problems were not identical, the eleven problem statements ranked highest by both populations were highly similar. The problems that are drawing the …

"Reindustrialization" is a term of economic complexity and great, if confused, social implications to most human service workers. Human services workers can only challenge the plans envisioned by most reindustrialists if certain arguments and assumptions are understood. This article will lay out the reindustrialists plans and assumptions. It will also develop some of the reasons why such ideas, as they are now formulated, cannot work -- in terms based on common experiences highly familiar to every human service worker.

Cast within a framework derived from general systems theory, the authors examine the domain of the social work profession. Domain is first defined as having several components. These are specified and fully expanded as Claimed Domain, Domain Competition, Emerging Domain and Unclaimed Domain. This elaboration is followed by a discussion of some of the constraints that impinge upon the profession's ability to define and to choose its domain.

This paper addresses two essential research needs in criminal justice literature: (1) the need for an assessment of the content of the role of block officer; and (2) the need for an empirical test of the presumed irreconcilable goals of custody and treatment as these are embedded in the role of state correction officer. A Task Inventory approach was adapted and a random sample of 100 correction officers in four heterogeneous state institutions were interviewed. Results of the study reveal that custodial staff spend at least sixty-percent of their on-job time performing duties not classified as security in nature. Results …

Abusers Of Clients Of Women's Shelter: Their Socialization And Resources, M. M. Brown, B. E. Aguirre, Carol Jorgensen
The Journal of Sociology & Social Welfare
This is a study of men who abuse women. The respondents were residents of a shelter for battered wives during 1977-1978. The study assesses the effect of the abusers' social resources and socialization experiences on their use of violence against the respondents. Abusers with military experience and criminal records used a greater number of different types of violence against their victims than their counterparts without these socialization experiences, and the relationships are specified by the abusers' socioeconomic resources.

The present study examines criminal justice student views of the criminal justice system. The purpose of the research is to investigate issues surrounding the influence of self-selection and criminal justice education on the opinions of criminal justice students toward the criminal justice system.
The research suggests that students choose criminal justice careers in part because their personal philosophies mirror the conflicting objectives of the criminal justice system. Criminal justice education seems to influence criminal justice student views of the criminal justice system, but in a direction that may make the transition to employment in criminal justice agencies a more difficult …

This article first briefly reviews the history of public housing in the United States since its inception in 1937, noting that growing obsolescence of public housing units, the deterioration of inner-city neighborhoods surrounding public housing projects, racial tensions, and inflation have aggravated public housing problems in recent years. Moreover, public housing tenants are no longer predominantly white, upwardly-mobile, two-parent, working-class families, but predominantly non-white, non-mobile, female-headed, lower-class families. Many recent studies have revealed that not only are residents of public housing the most vulnerable segment of the American population in terms of criminal victimization, but that even in projects where the actual incidence of crime is not high, a great fear of crime prevails, especially among the elderly tenants. Because human service professionals are uncritical concerning the latent functions of their organizations they may be unaware of their power as agents for social control. The paper discusses values, attitudes, and education supportive of such control, the permeation of social programs into heretofore private areas of human life, the power inherent in new techniques of social persuasion, and the centralization of that power because of expanded government funding and accountability requirements. As public assistance programs contain civil disorder among the poor, so other social welfare programs insure conformity and control the alienated of all levels of society.

Stages in the civil rights careers of a sample of women active in northern communities were studied. Committed to racial justice, most intensified their participation in the early 1960's. In the second half of the decade, the "Black Power" phase, roles for whites became fewer. Organizations experienced changes in membership and direction; factionalism ensued. Many, women welcomed black leadership and played roles in new black-lead community agencies. Arrests of blacks allegedly involved in riots elicited support in the formation of defense committees and prison reform organizations. An important perspective emerging in the areas of community and organizational analysis is the political economy approach to interorganizational relations. This approach treats organizations as seekers of basic political and economic resources which are found in their environments. This approach has special implications for persons interested in the study and/or .implementation of programs of change, because it sensitizes the observer to the problems of political and economic conflict in interorganizational relations. Claims are being made for deinstitutionalization that obscure some of the lesser known, negative effects. Within the juvenile justice system, for example, many juveniles who were previously institutionalized as juvenile status offenders are being relabelled and institutionalized as jivenile delinquents. In the state system studied in this report, the total number of juveniles in institutional programs did not decrease during the period of "deinstitutionalization."

Procedures For The Maintenance And Generalization Of Achieved Behavioral Change, John S. Wodarski

Procedures for the maintenance and generalization of achieved behavioral change in anti-social adolescents are reviewed. A review of follow-up studies which provides the rationale for the incorporation of such procedures in practice is initially elaborated. Specific items discussed are possible avenues to the maintenance and generalization of behavior: social networks, peers, and parents; training socially relevant behaviors; changing the conditions of training; gradually removing or fading the contingencies; delayed reinforcement; and self control procedures. Throughout the manuscript relevant case illustrations are reviewed.

The purpose of this paper is to reflect on the nature of social policies and the public policymaking process. It is demonstrated that public social policies tend to accrue an aura or ideology of benevolence that is only partially warranted, and that may be quite misleading to policy analysts and citizenry. The major thrust of the paper is to consider the social policy process as a strategy for public decision-making. As such, properly organized, it can provide an alternative and complementary strategy to electoral politics and protest movements.
