Social Welfare Agencies And Social Reform Movements: The Case Of The Single Parent Family, Michael J. Smith, Beth Moses Jan 1980

Social Welfare Agencies And Social Reform Movements: The Case Of The Single Parent Family, Michael J. Smith, Beth Moses

The Journal of Sociology & Social Welfare

To a greater extent than before, social welfare agencies are emphasizing social change over direct services. A social reform movement is a mechanism by which societal and institutional change may be accomplished. The relationship between social welfare organizations and social movements has not been clearly defined. The sociological theories of Smelser, Turner, Killian and others on collective behavior and social movements provide a useful knowledge base for welfare organizations and professionals espousing social reform goals. The single parent family population is discussed as a group with the potential to generate into a social reform movement.

The Transition To Medicalized Views: Alcoholism And Social Workers, H. Paul Chalfant, Dorinda N. Noble Nov 1979

The Transition To Medicalized Views: Alcoholism And Social Workers, H. Paul Chalfant, Dorinda N. Noble

The Journal of Sociology & Social Welfare

More deviant behaviors in our society are coming to be defined as medical rather than criminal, so that more control of such behavior is coming under medical and helping professions. Some conditions, e.g., alcoholism, seem to be caught "in between," with serious consequences. This paper looks at social worker perception of the alcoholic as "sick," in terms of a sociological conception of sickness as a social role. A bi-mdal distribution is found for acceptance and nonacceptance. Also, a significant number are ambivalent. The implications of this lack of consensus are discussed.

Status Enhancement And Social Problem Concerns: An Essay On The Course Of State Social Work Associations, Timothy Lause Jun 1979

Status Enhancement And Social Problem Concerns: An Essay On The Course Of State Social Work Associations, Timothy Lause

The Journal of Sociology & Social Welfare

Social work's ability to contribute to the development of a more just and humanistic society is currently Inhibited by a state-level preoccupation with status enhancement. Professional status consciousness, in Itself, does have potential for promoting developmental forms of professional accountability and the further humanization of service bureaucracies. Current circumstances, however, prevent the fulfillment of either of these potentials.

Blacks And Capital Punishment: An Assessment Of Latent Discriminatory Justice In The United States, Laurence French Mar 1979

Blacks And Capital Punishment: An Assessment Of Latent Discriminatory Justice In The United States, Laurence French

The Journal of Sociology & Social Welfare

A major consideration in interethnic relations is the control factor and how this is maintained in minority/ majority situations especially those occurring within heterogeneous societies. Granted numerous subtle control processes operate at both the primary and secondary levels of interethnic interaction but a critical measure of the effectiveness of minority subjugation is reflected in judicial discrimination. This formal legal control apparatus has a legal mandate to deny social members their freedom, to punish and even to execute them. In the United States the criminal justice system's avowed mandate is to provide 'equal justice' for all citizens without discrimination due to …

Professional Social Work Associations And Legislative Action 1974 To 1977, Timothy Lause Mar 1979

Professional Social Work Associations And Legislative Action 1974 To 1977, Timothy Lause

The Journal of Sociology & Social Welfare

NASW state chapters have increasingly become involved in the pursuit of state legislative priorities. However, direct focus upon social problem concerns accounted for a minor and declining share of the chapters' foremost legislative priorities. Preoccupation with the institutionalization of professional status does not appear to be a transitional chapter concern associated only with the attainment of licensed status.

The Fear Of Crime By The Elderly: Issues And Consequences, Mark Pogrebin, G. Nicholas Pijoan Nov 1978

The Fear Of Crime By The Elderly: Issues And Consequences, Mark Pogrebin, G. Nicholas Pijoan

The Journal of Sociology & Social Welfare

Most of the recent literature concerning the elderly and crime has been concentrated in the area of victimization. Such subjects as the elderly's vulnerability to crime, types of crimes committed against older members of the community, income level of the victims, and residential indicators, are some of the important variables that have been studied in order to better understand the patterns of crime as it affects older citizens.

Although it is believed that the foregoing factors are essential in order to gain knowledge which will inform us as to the nature of criminal victimization against the elderly, it also seems …

Administrative Thinking On Youth And Youth Programs, John F. Longres, Norman Wyers Sep 1978

Administrative Thinking On Youth And Youth Programs, John F. Longres, Norman Wyers

The Journal of Sociology & Social Welfare

Administrators have a lot of influence over the nature of youth programs. Because of this, their thinking on the causes of delinquency, the nature of ideal youth programs, and the role of youth workers were tapped. In the past, people in the field of delinquency have been accused of assuming an individual, personal problem or deficiency point of view. This study of administrators in the Portland, Oregon metropolitan area suggests that, while some evidence for a more social structural understanding exists, in general the individual problem perspective prevails. An explanation for the persistence of a personal problem perspective is advanced …

Systems Theory, Robert D. Leighninger Jr. Jul 1978

Systems Theory, Robert D. Leighninger Jr.

The Journal of Sociology & Social Welfare

Systems Theory has generated a lot of excitement in the last decade. It has also spawned more than its share of pitchmen, enough so that it is in danger of being discredited before its genuine potential in many fields of practice has been fairly tested. Wearing the double halo of Science and Corporate Efficiency conferred by its association with the aerospace industry and the Pentagon, it has been enthusiastically offered to Federal and State governments (Chartrand, 1971; Hoos, 1969 & 1972) as well as private individuals and organizations as a way of solving complex social problems like mass transit, crime, …

Yet, the notion of restitution or permitting an offender to make amends is not a significant element in our society. This paper explores the responses of a variety of populations to creative restitution. A number of findings were of significance including strong support for and acceptance of the concept by diverse groups.

Community Assessment Scales: The State Of The Art, John F. Else, Samuel E. Walker May 1978

Community Assessment Scales: The State Of The Art, John F. Else, Samuel E. Walker

The Journal of Sociology & Social Welfare

Community development activities are founded on the assumption that citizens have some concept of a "good community" toward which they want to move. Attention needs to be given to how community developers can determine citizen values and attitudes about the type of community that they want. Community assessment scales (CAS's) have been used as one means of measuring community attitudes and desires.

This paper explores the state of the art of the development and use of CAS's. The conclusions are that there has been only minimal use of CAS's and that there are many conceptual and methodological problems with the …

Systemic Perspectivism: A New Basis For Evaluative Research, Richard A. Ball May 1978

Systemic Perspectivism: A New Basis For Evaluative Research, Richard A. Ball

The Journal of Sociology & Social Welfare

Evaluative research has not kept pace with developments in the theory of social planning and the philosophy of science. If evaluation is to contribute to social planning, evaluators must recognize that planning is a political process. The method of systemic perspectivism may be able to provide a means of combining the virtues of general systems theory with a perspectivistic view of objectivity, allowing for a transactive planning which involves the public.

Blacks In The American Criminal Justice System: A Study Of Sanctioned Deviance, Terry Jones May 1978

Blacks In The American Criminal Justice System: A Study Of Sanctioned Deviance, Terry Jones

The Journal of Sociology & Social Welfare

Almost since the beginning of Black history in America there have been differences of opinion as to what the role of Blacks should be in reference to the criminal justice system. In the beginning these differences centered around the issue of cooperation or resistance to the slave system and a criminal justice system that guaranteed slavery durante vita. Now, while the issue is no longer slavery, Blacks continue the debate over cooperation versus resistance to the criminal justice system. What should the role of Blacks be in reference to the criminal justice system? Can Blacks be of greater assistance to …

The Runaway Youth, Richard M. Grinnell, Monna Loftis Sep 1977

The Runaway Youth, Richard M. Grinnell, Monna Loftis

The Journal of Sociology & Social Welfare

To date, few (if any) empirically based research studies have been executed in exploring the relationship between the recidivism rate of runaways and the three possible types of dispositions they may receive: (1) counseled and released at the intake level; (2) referred to another social agency; or (3) placed on probation. It is critically pertinent to examine this relationship before attempting to plan alternatives to divert the youths from the juvenile justice system. This article presents the results of an empirically based project where the findings indicate that, regardless of the type of disposition the youths received, they had approximately …

The Role Of The Female Mental Health Professional In A Male Correctional Setting, Cheryl E. Biemer Jul 1977

The Role Of The Female Mental Health Professional In A Male Correctional Setting, Cheryl E. Biemer

The Journal of Sociology & Social Welfare

There are increasing numbers of women psychologists and other professionals working within predominately male correctional settings. One finds, however, nothing in the literature on how they are viewed by the system or what it is like to be a woman working within this traditionally male dominated sphere. The dearth of written material on the subject became apparent in a search through the National Clearinghouse of Mental Health and the Criminal Justice Reference Service. The Psychological Abstracts, Social Science Citation Index and the Criminology Index also have no references that shed any light on this issue. There is one particularly good …

An Assessment Of The Impact Of Public Housing On The Low Income Elderly Residents Of The Burnside Community, Timothy C. Jacobs May 1977

An Assessment Of The Impact Of Public Housing On The Low Income Elderly Residents Of The Burnside Community, Timothy C. Jacobs

Dissertations and Theses

This study will be a look at housing for Portland's Burnside population with special emphasis on the Foster hotel public housing project. Before housing or any other aspect of Burnside can be intelligently discussed, it is important to have a realistic historical and contemporary understanding of the Burnside community. The second chapter of this study is designed to provide that understanding. The third chapter surveys the ways that other American cities have dealt with their skid row communities. Cities roughly the same size as Portland were chosen. Their efforts will be compared to Portland's plans for and actions toward its …

Observations On An Emerging Profession, Lincoln J. Fry, Jon Miller

The Journal of Sociology & Social Welfare

This study examines the ranking that rehabilitation counselors received from their colleagues and clients in an alcoholism rehabilitation organization. The findings suggest that organizational power was the major determinant of the favorable ranking rehabilitation counseling received from colleaguest legitimacy appeared to accrue from power, not the reverse. Occupational visibility appeared to account for client ranking while knowledge that a powerless client group was controlled by others was found to be an important dimension of rehabilitation counselor standing with clients. One implication of the study is that the immediate social environments of occupations provide a meaningful place to begin to document …
