Within the history of the American states, the attitude toward "welfare" had been fundamentally ambivalent. On the one hand there is a great thrust in this country toward charity, and toward helping the poor. Much is given each year to United Funds across the country (860 million in 1972-73), and the Christmas listing by the New York Times of the 100 "neediest cases" results in much spontaneous offering of aid. On the other hand, Americans are singularly suspicious of institutionalizing this impulse. Sociological theory has provided two models that attempt to explain social power and decision making in America, the elite model (Mills) and the pluralist model. Mills saw power in America like particles dispersed in a triangle--with more and more power at the top, but more people at the base of the triangle. The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

With the demand for state and local government services increasing at a rate greater than most present tax structures can accommodate, either additional resources must be shifted from the private to the public sector or public services must approach an upper bound. The recent statements from Mayor Zorinsky and Governor Exon highlight the potential fiscal difficulties in Nebraska.

This corridor report delineates the feasible alignment alternatives for the North Freeway (Lake Street to Interstate 680) and the Airport Connection (North Freeway to Abbott Drive) in Omaha, Nebraska. In addition to the plan sheets showing the physical alignments, the report also includes detailed analyses of the traffic service, costs, social, economic, and environmental impacts of each freeway alternate as well as a "No Build" alternate.

The history of the Sanitary Improvement District (SID) in Nebraska is closely tied to the history of urban development in the Omaha Metropolitan Area. The end of World War II freed the pent-up demand for new dwelling units in Nebraska as well as in the rest of the nation. Omaha's stock of platted lots was rapidly used up in the late 40's and pressures were great for opening up new areas. To meet the demand, new dwellings began to spring up on the fringes of the City, but altogether too many of these were served only by wells and septic …

Is There A Case For In-Kind Income Transfers? An Analysis Of The Low-Income Housing And Food Stamp Programs, Judith A. Barmack

The primary objective of this research was to assess the equity and efficiency of in-kind income transfers. The analytical framework employed incorporated key concepts of the utility interdependence paradigm from economic welfare theory. This paradigm views income transfers as social goods and suggests that social as well as private benefits may be derived from the redistribution of income. This study attempted to assess some of the empirical implications of the utility interdependence argument through the investigation of the low-income housing and Food Stamp programs in Multnomah County, Oregon for FY 1973.

The purposes of this study are: (1) to consider factors that influenced the creation of Nolin Reservoir, and the selection of its recreation sites, (2) to consider the growth and the variations in attendance and participation in activities as a function of quantity and quality of available facilities and accessibility, and (3) to trace the changes that the creation of the reservoir has brought on the surrounding land use, value and ownership. Through the use of questionnaires, interviews and field investigations, the purposes were accomplished.

The thesis begins by giving a background of the development of food and drug regulatory agencies. The immediate influence of political interests and special interests is shown. It is suggested that the real reason for inspection is to serve the interest of the industry and not the consumer. The departure from scientific judgements to discretionary expediencies is shown to have taken place early in the life of the Bureau of Chemistry (predecessor of the Food and Drug Administration).

It has long been recognized that many pesticide products offer a potential hazard, which if unregulated, may result in injury or death. The development of highly toxic pesticides during the last decade has created a need for stricter regulation of pesticide use in the agricultural community. Specifically, the farm worker of today is in need of legislative protection from exposure to deadly chemical agents now being used to control pests and disease in the fields and orchards. In 1943, the Indiana Legislature created a Stream Pollution Control Board;' in 1961, it created an Air Pollution Control Board; and then in 1972, the Legislature created an Environmental Management Board to coordinate and facilitate the efforts of the air and stream boards. The concern within the State Legislature for the environment reaches back more than two decades, and it would appear that the policy of the State is to become progressively more active in this area.
