The Contribution Of Manager And Organizational Characteristics To Transit Agency Performance: A National Study Of United States Transit Providers, Charles White, Sheldon Edner

Center for Urban Studies Publications and Reports

The primary objective of the report is to relate attitudinal and demographic characteristics of transit management personnel and agency institutional characteristics to agency performance. The purpose of this analysis is to determine the relative contributions of manager and institutional characteristics as explanatory factors in transit agency performance. The study is based upon the responses of 1033 managers from 134 agencies representing the full range of agency size, institutional, and locational characteristics.

Across six basic performance measures (coat efficiency, labor efficiency, service effectiveness, maintenance efficiency (measured in two different ways) and vehicle efficiency) used here, manager characteristics and attitudes do not …

Why Dropout?: Perspectives Of High School Dropouts, Anna Marie Galvan May 1989

Why Dropout?: Perspectives Of High School Dropouts, Anna Marie Galvan

Graduate Theses

The literature revealed many influential factors associated with the decision to drop out of high school, but most information is descriptive in nature. Few research attempts have been made at gathering the dropouts' own perspectives of their situation. In this case study, twenty dropouts were interviewed about their reasons for leaving school. There were several reasons given by these students for leaving school. Among these reasons are that they lacked interest, teachers showed no interest, they were pregnant, married or on drugs. These results support earlier findings that a combination of personal, educational, and familial factors affect students' decisions to …

Mine Warfare In The Russian And Soviet Navies, Jeffrey K. Bray

Graduate Program in International Studies Theses & Dissertations

This thesis examines the development of technology, tactics, strategy, and organization of mine warfare in the Russian and Soviet navies from 1807 to the present. The author reviews the trials and tribulations of the development of naval mines and their employment within these two navies. This development has been primarily driven by the needs of war and advances of technology. In spite of occasional setbacks, the Russian and Soviet mine warfare forces continued to provide support to the overall naval and central policies of their respective governments. This support has often been during times of high tension and limited resources. …

Agribusiness Skills Required By Agriculture Students As Perceived By Nebraska Vocational Agriculture Instructors And Agribusiness Managers, David R. Spotanski, Richard M. Foster Apr 1989

Agribusiness Skills Required By Agriculture Students As Perceived By Nebraska Vocational Agriculture Instructors And Agribusiness Managers, David R. Spotanski, Richard M. Foster

Department of Agricultural Leadership, Education, and Communication: Faculty Publications

Agribusiness instruction in vocational agriculture programs can help prepare employees for service related job opportunities in agriculture. Many employment opportunities can be found in occupations related to food and fiber production, transportation, processing, packaging, storing, advertising, and distributing. These jobs are numerous and diverse, strengthening the link between farm products and the consumer (Steward, 1987).

The need for trained employees in non-farm agricultural occupations has been well documented in the decade of the 1960's (Williams, 1971). Cooper (1985), reported there is a need for continuous expansion and revision of competencies for employment in agriculture/agribusiness occupations. Birkenholz and Stewart (1986), found …

Attitudes Of Nebraska Superintendents, Principals And Vocational Agriculture Instructors Regarding The Delivery Of Adult Education Through Secondary Programs, Michael F. Adelaine, Richard M. Foster

Department of Agricultural Leadership, Education, and Communication: Faculty Publications

Rapid changes in agricultural technology, coupled with an increasingly older agricultural population, make adult education in agriculture a must (Drueckhammer & White, 1984). In order to facilitate the process of incorporating adult vocational agriculture education into traditional secondary programs, the individuals most directly involved in organizing, funding, and conducting adult programs need to be encouraged to do so.
Viterna (1973) concluded that school administrators were directly responsible for program development. Viterna also found that the same administrators were willing to support young farmer classes in Nebraska. In studying the attitudes of superintendents of comprehensive high schools in Ohio, Miller and …

Farm Credit Competencies Needed And Possessed By Selected Nebraska Young Farmers/Ranchers, Allen G. Blezek, Daniel H. Post Apr 1989

Farm Credit Competencies Needed And Possessed By Selected Nebraska Young Farmers/Ranchers, Allen G. Blezek, Daniel H. Post

Department of Agricultural Leadership, Education, and Communication: Faculty Publications

Agriculture has changed a great deal, particularly during the past five years. Lower prices for commodities and higher production costs, including higher interest rates, have made it necessary for farmers to become better financial managers. "The farm of the future will be treated financially like any other business--it will have to demonstrate profitability before a bank will finance its operations" (Congress of the United States, 1986).

The Iowa Department of Agriculture (1985) and others concluded that rapid economic and social change is not a new phenomenon in agriculture. Agriculture has in fact been adjusting to conditions of greater efficiency since …

1988 Oregon Public Transportation Study, Sheldon Edner, Kenneth Dueker, Janice Dean Apr 1989

1988 Oregon Public Transportation Study, Sheldon Edner, Kenneth Dueker, Janice Dean

Center for Urban Studies Publications and Reports

Oregon continues to face challenges in public transportation. The lack of a consistent and comprehensive framework of state policy is making local efforts to meet public transportation demands harder and fails to exploit economic and transportation opportunities for improving the vitality of the state. The absence of continuous and stable state financial assistance has weakened the state/local partnership in providing public transportation services and kept mobility for many Oregonians at a minimal level. Finally, as the federal role in funding transportation declines the need for aggressive state leadership increases. The following recommendations for Legislative and Executive action are offered as …

Wolf Population Survival In An Area Of High Road Density, L. David Mech Apr 1989

Wolf Population Survival In An Area Of High Road Density, L. David Mech

United States Geological Survey, Northern Prairie Wildlife Research Center: Publications

Wolf mortality in a high-road-density area of Minnesota exceeds that in an adjacent wilderness, and is primarily human-caused. The wolf population there is maintained primarily by ingress from the adjacent wilderness areas. A road density of 0.58 km/km2 can be exceeded and the area still support wolves if it is adjacent to extensive roadless areas.

The Effect Of Government Deficits On Consumption And Interest Rates: A Two Equation Approach, Dean D. Croushore Apr 1989

The Effect Of Government Deficits On Consumption And Interest Rates: A Two Equation Approach, Dean D. Croushore

Economics Faculty Publications

Single-equation estimation of the consumption function often is used in testing the Ricardian equivalence theorem. This approach may be misleading, as effects on interest rates usually are ignored. This paper proposes simultaneous estimation of consumption and investment equations, with the interest rate serving to equilibrate the market. Five existing studies are replicated and subjected to sensitivity tests. The results show that the interest rate is important in the consumption function. The Ricardian equivalence theorem is tested, but the results are mixed.

The Peaceful Resolution Of Norfolk's Integration Crisis Of 1958-1959, Nancy Parker Ford Apr 1989

The Peaceful Resolution Of Norfolk's Integration Crisis Of 1958-1959, Nancy Parker Ford

History Theses & Dissertations

In 1958 Norfolk experienced one of the most serious crises in its long history when six of its public secondary schools were closed by the governor. The closings were a result of Virginia's massive resistance program and forced 10,000 students to seek alternative education for five months or abandon their education entirely. Interviews with major participants in the crisis as well as investigation of newspaper accounts and editorials, personal papers of participants, city and School Board documents, and major works on the period reveal the factors involved in Norfolk's peaceful approach to integration. A comparison with the situation in Little …
