The advent of a variety of commercial and national remote-sensing satellites has eliminated a long-standing superpower monopoly on a key source of information about global events. As these systems proliferate, it will become increasingly difficult to maintain secrecy about certain sensitive activities. Nations other than the superpowers will be able independently to verify compliance with arms control accords, and to monitor global “hot spots.” These new capabilities both reflect and contribute to an inevitable diffusion of power among nations. Although there will be adjustment costs, particularly for the superpowers, the enhanced global transparency is likely to promote global stability and …

In 1987 the Canadian government recognized that in order to be a major player in collective security with the United States and NATO, it would have to make a significant contribution to the common defense. However. since Canada could not hope to outspend the larger powers, its contribution would have to be leveraged by control of a strategic piece of real estate -- the Canadian Arctic. The major program to enhance Canadian control of the Arctic would be the acquisition of ten-to-twelve nuclear attack submarines. Following a lengthy and protracted debate, the 100th U.S. Congress passed PL 100-485, the Family Security Act of 1988, the first major public assistance legislative reform package since passage of the Social Security Act of the late 1930s. The debate over welfare is a long and continuing one which is not expected to end with the current reform. This article presents a brief review of competing perspectives on current legislative reforms related to current law. It does not attempt to tackle the more fundamental debate over the validity or the objectives of welfare, nor does it tackle the complex set …

The basic social policy issue for African-Americans in the next decade will be a perennial objective - to have policies instituted that will bring them into the economic and social mainstreams of America. The main problems currently faced by blacks are quite familiar: inequalities in economic and social conditions. The new wrinkle in the 1980s is a downturn in racial progress, a downturn that is seen whether one is examining attitudes or specific social policies.

The Limits Of The Welfare State: New York City's Response To Homelessness, Joel Blau

The Journal of Sociology & Social Welfare

This research examines New York City's response to the growth of the homeless population. Reviewing the six policies that constitute the city's response, it identifies two patterns. These patterns-cost-reduction and preparation for work-are then explored as examples of the constraints on the development of policies for the homeless. Finally, three theories of the welfare state are advanced to analyze these constraints and illuminate New York City's behavior.

Work, Violence, Injustice And War, David G. Gil

The Journal of Sociology & Social Welfare

This essay explores links between work, societal violence, social and economic injustice at home and abroad, and the propensity to resort to war. It clarifies the concept societal violence and traces its roots to coercively established and maintained exploitative modes of work, exchange and distribution. It suggests that overcoming violence in human relations requires transformations of work, exchange, and distribution in accordance with egalitarian, democratic, humanistic and ecological values in order to eliminate obstacles to human development. Social policies and political strategies toward these ends are discussed in the concluding sections of the essay.

Occasional Paper No. 089-1: Employment Of Black And Hispanic Police Officers, 1983-1988: A Follow-Up Study, Sam Walker

Police departments in the 50 largest cities in the United States made uneven progress in the employment of black and Hispanic officers between 1983 and 1988.

Nearly half (45 percent) of the big-city police departments made significant progress in the employment of black officers. Seventeen percent, however, reported a decline in the percentage of black officers. A similar pattern exists in the employment of Hispanic police officers. Forty-two percent of the departments reported significant increases in the percentage of Hispanic officers employed. Nearly 11 percent (10.6 percent) reported a decline, however, while 17.0 percent reported no change.

The purpose of this paper is to explore the transition from the 9-1-1 single number emergency service request system to an enhanced single number system. An enhanced system is one that displays the address of the telephone which is being used to report an emergency and uses that address to identify the correct unit for dispatch. Though the technology has been available for some time now, surprisingly few enhanced systems have been fully installed. Telephone company franchise and jurisdictional boundaries rarely coincide, making it difficult to achieve cooperation in bringing together governments and competitive telephone companies. Compared to most other developed Western nations, the United States relies far less heavily on consumption-based taxes. In practice, much of the impact of shifting to a higher consumption tax would depend on how the tax is structured. The two major policy alternatives are an expenditures tax levied on total purchases within an accounting period or a value-added tax collected on each purchase.

EXECUTIVE SUMMARY:

The contemporary American peace movement is a mixture of many small and a few large organizations pursuing a wide range of goals. There has been almost no organizational research focused on these peace movement organizations (PMOs) or detailed studies of the goals, values, and activities of a large sample of PMOs.

The future development of Minnesota agriculture will be strongly influenced by new technologies and government policies that will alter prices for farm inputs and outputs. While some farm operations will fail under most expected price regimes, a loss of farmers will probably not have a significant impact on overall farm production. However, the new technologies and government policies could shift Minnesota farming into either a more intensive (less land, higher yield) or more extensive (more land, lower yield) mode of operation. Learning From Each Other: Better Schools And A Brighter Future, Joe Nathan Phd

Journal of the Minnesota Academy of Science

Recent Minnesota experience shows that it is possible to make rapid, significant improvement in our public schools. Despite the skepticism of some and opposition of others, Governor Perpich's school choice initiatives helped thousands of youngsters, while not producing the chaos opponents predicted. This paper argues that we should build on the success of recent reforms to rethink the roles of parents and students in our schools. While Minnesota has the nation's highest graduation rate and above-average test scores, additional reforms are necessary if we are to continue to make economic and social progress.
