Boundaries and Water: Allocation and Use of a Shared Resource (Summer Conference, June 5-7)
Conference organizers and/or faculty included University of Colorado School of Law professors David H. Getches, Lawrence J. MacDonnell and Charles F. Wilkinson.
Boundaries and Water: Allocation and Use of a Shared Resource is the topic of the Center's annual summer program on water this June. Most of the major rivers in the western United States are shared between two or more states. Often tribal governments play an important role in water allocation and use decisions. International considerations also may be involved in some cases. These interjurisdictional issues extend to groundwater as well as surface water.
This conference will provide the …

Fisheries Management Papers
In its report to the Ministier for Fisheries in November 1986, the Southern Western Australian Shark Working Group recommended the establishment of an Industry/Government Mangement Advisory Committee to provide managememt advice on the fishery to the Minister for Fisheries. The Advisory Committee held its first meeting in Albany on 23 February 1989. After being briefed on the state of shark stocks, the Committee's deliberations fell into three broad categories. In the first category there was sufficient time and information available to make a recommendation to the Minister for Fisheries. In the second category, discussion commenced, but was held over to …
Dynamics Of The Suburban Activity Center, Rodney Jennings
Dynamics Of The Suburban Activity Center, Rodney Jennings
Center for Urban Studies Publications and Reports
Suburban congestion is a much-discussed phenomenon, although its nature and dimensions are poorly understood. During the Winter term of 1989, several students in the Transportation and Land Use class in the Department of Urban Studies and Planning, Portland State University, examined in term papers transportation issues related to suburban activity centers, particularly the Washington Square center area of suburban Portland.
This report is a synthesis of work derived from the student's term papers. Four of the students continued their research in a collaborative way and presented their joint finding at a workshop at the University of Washington sponsored by TransNOW, …

Welfare Reform: One State Alternative, Anthony P. Halter
Welfare Reform: One State Alternative, Anthony P. Halter
The Journal of Sociology & Social Welfare
Welfare reform has received a great deal of public attention in recent months. Historically, many states have enacted welfare reform legislation, with mixed reviews. The Commonwealth of Pennsylvania implemented a Welfare Reform Act in 1982 which reduced the able-bodied General Assistance population to a maximum of 90 days of cash assistance in any twelve-month period. This study decribes the previous occupations of a segment of the Transitionally Needy in Philadelphia, the Transitionally Needy who did and did not find work, and how many were still receiving some form of in-kind benefits after discontinuance of cash assistance.

Urban Emergency Food Center Clients: Characteristics, Coping Strategies And Needs, Marcia K. Petchers, Julian Chow, Karen Kordisch
The Journal of Sociology & Social Welfare
The clients of emergency hunger centers in an urban area were studied to assess the problem of hunger from the clients' vantage point. The findings indicate that hunger remains a problem even among those who have availed themselves of emergency food services. A great deal of time and effort is spent in activities to cope with hunger. The adequacy of the present system for meeting the needs of the hungry and implications for policy are discussed.

Signals Intelligence In World War Ii Ultra And The Air War In Europe, Demetrio J. Perez
Graduate Program in International Studies Theses & Dissertations
(First paragraph) In recent years the study of military intelligence, particularly when viewed from a historical context, has acquired new significance. As military historians attempt to find a correlation between wartime events and the intelligence activities supporting those events, many serious works in this field have emerged. Some accounts of World War II military intelligence deal with the subject in terms of its benefits to the field commander. Others take a more extreme view and argue that major wartime successes resulted more from good intelligence than from good leadership.
What's Right With Welfare? The Other Face Of Afdc, Ronald B. Dear
What's Right With Welfare? The Other Face Of Afdc, Ronald B. Dear
The Journal of Sociology & Social Welfare
Eleven million people, mostly mothers and children, depend on Aid to Families with Dependent Children, America's largest child welfare program. Much is wrong with AFDC welfare, and serious efforts are being made, again, to reform it. So far, no major attempts at reform have been successful. If reform is to succeed, we must understand what needs to be corrected and what does not.
What's right with welfare? This study, not an apology or excuse for AFDC, answers that rarely asked question. Part I surveys background. Part II cites myths and criticisms of AFDC and portrays poverty as it afflicts children …

Towards A Construct Of Employment For Social Welfare And Economic Productivity, David C. Congdon
Towards A Construct Of Employment For Social Welfare And Economic Productivity, David C. Congdon
The Journal of Sociology & Social Welfare
This article analyzes Marxian socialist, neo-classical, and Keynesian economic theories toward developing a construct of employment which supports social welfare and economic productivity. It considers their motivational approaches, outcomes, and requirements for social control. A Keynesian construct of employment is recommended as supportive of social well-being, high productivity, and a level of social control reduced from that in currently dominant economic systems. Implications and implementation issues are considered.
A New Paradigm For Social Welfare, David Stoesz
A New Paradigm For Social Welfare, David Stoesz
The Journal of Sociology & Social Welfare
The American welfare state has been contained by several developments that have influenced social policy: the traditionalist movement, neoliberal ideology, and the budget deficit. These are evident in the minimal welfare reform of the Family Support Act of 1988. A new paradigm for organizing thinking about American social welfare is proposed around themes that have become central to discussions of social policy: productivity, reciprocity, community, and privatization. In order to become a viable institution again, social welfare policy should emphasize specific themes: voluntarization, access to services, social choice, social control, social obligation, transitional benefits, community enterprise, and national service.
The Case Against Another Business-Government Partnership, Murray L. Weidenbaum
The Case Against Another Business-Government Partnership, Murray L. Weidenbaum
Murray Weidenbaum Publications
This policy paper examines the myths surrounding business-government partnerships or federal bailouts. It also provides some insights into what does work in their place. Democratic political systems were not built to make critical choices between particular firms or industries in a competitive market. Business-government partnerships do just that.

[Introduction To] The Medical Offset Effect And Public Health Policy: Mental Health Industry In Transition, Jonathan B. Wight, John L. Fiedler
Bookshelf
Does the timely treatment of mental illness result in a drop in the cost of health care, and if so, what is the cost effectiveness? This study provides an overview, synthesis, and analysis of the medical offset effect. It demonstrates that a medical offset effect does exist and the size of the effect is significant. A behavioral model provides a precise method for ascertaining the dimensions of medical offset and an explanation of the underlying causal relationships. The offset effect for an important population group is analyzed through the use of Medicaid patient data from Georgia and Michigan. This clear, …

Caregiving For Parents And Caregiving For Children: The Differential Effects On Job Stress And Absenteeism, Linda Boise
Dissertations and Theses
An important area of contemporary research is the impact of family responsibilities on the workplace. Historically, caregiving responsibilities have been predominantly for minor children. Increasingly, caregiving involves caring for parents or other elderly or disabled adults.
The study reported in this dissertation compares the effects of caregiving on job stress and absenteeism for two groups of employees, one caring for parents and the other caring for children. It utilizes data from the "Work and Elder Care Project" conducted by the Regional Research Institute for Human Services and the Institute on Aging at Portland State University. Of the 9,573 employees who …

In addition, comparisons were made between students' perceptions of subject matter and specific concepts needed and what home economics teachers perceive is emphasized in their teaching. Questionnaires were mailed to home economics teachers in 22 schools from the six class sizes of schools in economically depressed Nebraska counties. The questionnaire was completed by 174 home economics …
