Preliminary results of a statewide survey mailed in late September lo all Nebraska municipalities indicate that if Initiative Petition #405 were to pass, most municipalities would need to reduce services and employees. More than 50 percent of the communities responding had increased their 1990-91 budgets by at least 5 percent for police, fire, parks and recreation, public works and general administration. Dr. B. J. Reed, Chairman of UNO's Public Administration Department, points out that the survey also indicates a number of cities, and especially small villages, are not prepared to deal with the consequences if Initiative #405 were to pass.

Despite the injection of new taxes in the amount of $1 .2 billion in fiscal 1991, and recently announced cuts in the budget of approximately $464 million, the Commonwealth's fiscal condition - irrespective of the outcome of CLT's petition -is precarious. Although the political juices are flowing in Massachusetts, with an eye on November 6th, Massachusetts decision-makers have not faced up to the problems inherent in the long-term, structural spending patterns of the state's budget.

Our five-year budget projection indicates that if expenditure trends continue without dramatic restructuring - particularly in the "non-discretionary" accounts - the Commonwealth faces a steady …

On Being A Republican In Massachusetts: Notes Of A Party Chairman, Andrew Natsios

In the 1970s the Democratic and Republican national and state parties initiated efforts at party renewal in order to reverse their declining institutional power. Between 1980 and 1987 the Massachusetts Republican Party undertook a renewal effort modeled after that of the Republican National Committee under William Brock. This model emphasized the provision to candidates and to the grassroots party organization of campaign sendees such as literature design, polling, direct mail fund-raising, telephone banks, and campaign schools. The Massachusetts Republican Party concentrated these services to candidates for the state legislature, achieving the largest net gain in seats since 1962. Campaign technology …

The 1988 presidential campaign elicited numerous complaints about negative campaigning. But compared to the vicious rhetoric popular at the birth of the republic the rhetoric of the latest campaign was quite mild. Invective rhetoric was employed by the Founding Fathers, men like John Adams, Alexander Hamilton, and James Callender. The partisan press of the time contributed greatly to the harsh tone of politics. Freshwater aquaculture in Western Australia is a relatively new industry. The first serious attempts began in 1975 after the Government relaxed the regulations on marron to allow for its farming and sale (at the legal minimum size of 17 mm carapace length). Since 1975, marron have been the focus of most attempts at aquaculture although in recent years trout, yabbies, freshwater aquarium fish and a number of other fish species have received greater attention. Permanency Planning And The Child Abuse Prevention And Treatment Act: The Paradox Of Child Welfare Policy, Mary Ann Jimenez

The Journal of Sociology & Social Welfare

The Child Abuse Prevention and Treatment Act of 1974 and the Adoptions Assistance and Child Welfare Act of 1980 have imposed conflicting mandates on the public child welfare system. CAPTA places the moral weight of the federal government behind professional intervention with troubled families, while the Adoptions Assistance Act was designed to protect the autonomy of families. As these policies currently stand, the goal of protection of vulnerable children is seriously undermined.

The accident occurred near a former Soviet hill post. The post had been subject to frequent night attack so the Russians had installed "listening devices" in a ring around the hill as an early warning system. The devices were "briefcase sized" and buried, protected against weather by plastic sheets. They were known to be protected by MS3 mines and the demining group, having no explosives for detonation in situ, had the policy of pulling the devices remotely. In all previous cases, pulling had resulted in a detonation of the MS3 mine or mines, activated by pressure-release. The listening devices were …
