The dichotomy of urban and rural areas does not fit the circumstances of contemporary social life in the United States. Although needy populations redistributed across the social landscape, almost no social service agencies serving rural populations are, or ever have been, located in either urban (city) or rural (countryside) areas. Social agencies serving rural populations are nearly always located in towns. The town is a unique and distinctive rural social, economic and political institution. The Charter Of Rights And Public Policy In Canada, Patrick J. Monahan, Marie Finkelstein

Much of the literature on the Charter has focused on the manner in which the courts have interpreted the document. This essay examines the Charter from another perspective-its impact on the policy process within government. Drawing on a series of papers prepared by senior government officials at both the federal and provincial levels, the authors argue that the Charter has permanently changed the way in which governments formulate and implement public policy in Canada. Virtually all policy proposals making their way to the Cabinet table must be examined to ensure that they conform to the requirements of the Charter. This …

Over time, the concern has grown that government is not funding infrastructure investment in United States at a sufficient level. Funding of infrastructure has been a joint effort of all levels of government, but reductions in the federal contribution (after adjusting for inflation) have shifted more of the cost onto state and local governments. Many studies have identified massive funding requirements that are not being met. The failure to meet requirements would be rational if they are based on standards of service which are set unrealistically high or on other conceptual errors; however, failure to provide the funding likely to …

Two groups of urban residents present ongoing problems, the frail elderly and disadvantaged youth who are approaching transition from school to the work force. Many of the disadvantaged youth are at risk because of family background, inadequate education, and lack of work experience. Many of the frail elderly are unable to care for themselves because of debility, chronic illness, or functional impairments.

RISK: Health, Safety & Environment (1990-2002)

Examining a recent case in which the U.S. Supreme Court approved the collection of blood and urine samples from railroad employees, the authors conclude that, in attempting to improve railroad safety, both majority and minority opinions reflected undue emphasis on technical issues and inadequate attention to the intangible social values underlying traditional Constitutional rights to privacy.

Elderly people with irreversible cognitive declines such as Alzheimer's Disease (AD) make many demands on those who must care for them, whether those caregivers are family members or the paid staff of nursing homes. When family members no longer have the capacity to meet these demands, a move to a nursing home or other formal care facility becomes the only solution. Such a shift does not, however, mean the end of family caregiving. Instead, the family's caregiving activities must be integrated with the ongoing efforts of the formal care staff. During loading, it is believed that a 120mm PEPA mortar was dropped and detonated. The resulting explosion spread to similar items already loaded and a massive explosion killed four of the loaders nearest to the truck and the ex-pat supervisor. The supervisor may have been walking away from the truck or been in its cab at the time. He was killed when a small fragment hit him in the back of the head and penetrated his brain. He died at the scene.

Attitudes & Opinions Of Circuit Court Judges On The Issue Of Substance Abuse During Pregnancy, Michelle Degeorge

Masters Theses & Specialist Projects

The purpose of this study was to determine the attitudes and opinions of circuit court judges in Kentucky concerning the issue of pregnancy and substance abuse. A questionnaire was mailed to all 90 circuit court judges in Kentucky. The questionnaire, consisting of both a Likert scale and open-ended questions, dealt with concerns relating to the criminalization of pregnant substance abusers, fetal rights, state intervention in the case of pregnant substance abusers, and mothers rights. The ages of the judges, as well as their years of experience on the bench, were used to determine their attitudes on these issues. Results showed …
