Although the bottom is not about to fall out of the military market, a tough period of belt tightening has begun. The severity of these adjustments will vary based on the size and relationship of businesses to the defense industry. Ultimately, the military procurement process must be reformed. First, by streamlining the rules. Second, by upgrading the caliber of the people involved in the process. And finally, by changing the incentive structure facing the people who produce the equipment.

Examining the evidence for global warming, this paper finds a lack of convincing data to allow any conclusive analysis. In 1966, General Charles de Gaulle partially withdrew France from the integrated military structure of the North Atlantic Treaty organization (NATO). This action represented a climax in the ongoing evolution in French foreign policy. Both sides of the Atlantic failed to understand de Gaulle's actions because of the ambivalent relation between the concept of grandeur in world politics and France's loyalty to the Alliance. Consequently, the partial withdrawal was perceived as a drastic shift in policies exemplifying French "anti-Americanism" and lack of commitment to the Alliance and NATO.

This study examined the relationship between teacher salaries and certain wealth and demographics of Indiana school corporations. Source data were obtained through the Indiana State Department of Education, the Indiana State Board of Tax Commissioners, the Indiana School Board Association, and the Indiana Education Employment Relations Board. Data collected were the teacher salaries, the demographic type, average dai1y memberships (ADM), assessed valuations (AV), General Fund tax rates, and Property Tax Replacement Credit amounts of all Indiana school corporations. Laboratory learning has long been associated with the educational process. The use of school and community laboratories in which students “learn by doing” is an integral part of agricultural education programs (Sutphin, 1984).

Effective scheduling and management of the agricultural mechanics laboratory is a must for carrying out an effective instructional program (Shinn, 1987; Bear & Hoemer, 1986). The ability to manage laboratory learning was rated as a highly important ability for agriculture teachers by first-year agriculture teachers (Barrick and Powell, 1986). “Scientific and professional expertise in the food and agricultural sciences is a national resource critical to the continuing security of this Nation.” This renewable resource, however, is being depleted by an annual employment shortfall of ten percent. Approximately 4000 employment opportunities go unfilled because of too few new college graduates with expertise in agriculture, natural resources, veterinary medicine, and closely aligned fields (Coulter, 1986).

This paper analyzes factors affecting the migration of college students. Its purpose is to provide a better understanding of the relationship between student migration and state characteristics, including state education policy. The paper begins with an examination of previous migration studies of college students. This is followed by a brief description of the methodology employed in this study. A model for migration to the state of New York is estimated to identify the major determinants which are associated with the student migrant's home state characteristics acting as push factors. The African American community in Omaha has undergone many changes since 1931. Although there is considerable evidence of progress and some cause for optimism, there also are reasons to be concerned. The State of Black Omaha: 1992 Housing Conditions has not attempted to construct an index of parity in housing, but if the housing data in the preceding section is any indication, it would appear that inequality between African Americans and Caucasian Americans in Omaha may be narrowing for some and widening for many others.

Random samples were drawn in Douglas County, Nebraska (N = 196, mean age = 73.8 years), in the counties surrounding Douglas County also served by the Eastern Nebraska Office on Aging (N = 104, mean age = 72.4 years), and in eleven of the rural Sandhills counties of Nebraska (N = 200, mean age = 76.6). Participants responded to structured interviews of 169 questions that included self-assessed health status, availability of health care and physician services, costs, attitudes toward health care services, health experiences and beliefs. The governments of most industrialized nations, especially in the European Community, use consumption taxes far more than the United States. Yet a low-saving, slow-growing economy such as the United States would benefit greatly from shifting the national revenue system from taxing income to taxing consumption. That change would provide a powerful incentive to increase the nation's saving and investment and, therefore, economic growth and living standards. This report examines the pros and cons of consumption taxation and also analyzes the major policy alternatives to structuring a new tax of that type.

An examination of the professional, political, and popular literature on the nature and extent of homelessness from 1890 to 1925 affords a comparison of the economic and social characteristics of the homeless population at the turn of the century with that of today. The discussion covers the ensuing debates over the causes of homelessness, the various subgroups among the homeless during both periods, and the relative rates of homelessness, the context of extreme poverty and dislocation, and the prevalence of individual disabilities. Housing The Homeless Through Expanding Access To Existing Housing Subsidies, Barbara Sard

The premise of this article is that homelessness in America today is essentially a product of the lack of affordable housing for very low-income people. The article outlines this central income/housing gap analysis as the factual predicate of the goal to alleviate homelessness through securing subsidized housing resources for the homeless and imminently homeless. It explains why, based on the nature and number of annually available housing subsidies, expanding access to existing housing subsidies is a valuable, workable, short-term, at least partial solution to the immediate crisis of lack of affordable housing, albeit one which does not negate the acknowledged …
