Wage Compensation For Job Risks : The Case Of Hong Kong, W. S. Siebert, Xiangdong Wei
Wage Compensation For Job Risks : The Case Of Hong Kong, W. S. Siebert, Xiangdong Wei
Centre for Public Policy Studies : CPPS Working Paper Series
The paper provides an estimate of wage compensation for fatal job risk in Hong 'Kong. It uses the 1991 Population Census of Hong Kong merged with job fatality data collected by the Labour Department. The result shows that there is a positive and significant compensating wage differential for job fatal risk for manual workers in Hong Kong. The estimated “statistical value of a life” is approximately HK$10.8m in 1990 prices (about US$1.4m). While this figure is somewhat lower than many estimates for developed countries, it is much higher than workers’ compensation for permanent total incapacity (maximum at HK$297,000 in 1996) …

The Jones Act: It Is Time For Reform, Richard L. Clarke
The Jones Act: It Is Time For Reform, Richard L. Clarke
Journal of Transportation Management
The Jones Act was passed in 1920 as an amendment to the Merchant Marine Act. Its initial purpose was to protect a rail monopoly operating between the state of Washington and the territory of Alaska. It restricted transportation between U.S. ports to U.S. built, owned, registered and crewed vessels. Over the past 77 years it has become very controversial. This paper examines its costs and benefits and concludes that the Jones Act is indeed in need of major reform.
Characteristics Of The Market For International Airfreight In Intermodal Logistics, Forrest E. Harding
Characteristics Of The Market For International Airfreight In Intermodal Logistics, Forrest E. Harding
Journal of Transportation Management
Shipper insights and opinions regarding the characteristics of the market for international airfreight in intermodal logistics were explored in this study. The methodology utilized was focus group research. The findings suggest that shippers’ intermodal airfreight decisions are driven by weight and time sensitivity; that the strength of an organization’s information system, especially in relation to tracking and tracing capabilities, is the most important category of service; that shippers respond very positively to personalized service; and that shipper selection of integrators and/or freight forwarders is destination specific. The research confirms the increasing competitiveness of the intermodal logistics market and suggests that …

The Investment And Marketing Of Transload Facilities: A Statistical Evaluation, Barton Jennings, Mary Collins Holcomb
Journal of Transportation Management
This paper examines the basic relationships which shippers, carriers, and facility operators have developed in the design and operation of bulk intermodal facilities, or transload terminals. The analysis is based on 349 truck-served transload facilities throughout the United States. The facilities are examined for commodity types being handled and the types of handling equipment being used. The results demonstrate a strong relationship between certain handling procedures and commodity types. Additionally, the size and volume of the facilities are related by commodity types and the number of rail spots. Finally, the specialization or dedication of a large number of facilities to …

Examining International Freight Forwarder Services: The Perspectives Of Current Providers And Users, Paul R. Murphy, James M. Daley
Journal of Transportation Management
The service quality literature indicates a variety of gaps between expected and perceived quality, and that service quality is a key determinant of customer satisfaction. As such, the present paper examines international freight forwarders (IFFs) and IFF customers with respect to various services which might be provided by IFFs; the paper also reports on user satisfaction with their IFFs. The study results identified several mismatches between what the forwarders are currently providing and what services the users view as important. In addition, the satisfaction ratings suggest that forwarders’ performance has room for improvement.

In the discussion on the issues of juvenile crime, the nation has ignored the prevalence of mental disorders among youth who commit crimes, and it has failed to provide policy directives on how state systems should respond. With the nation’s attention riveted on youth violence, the issue of prevalence has began to emerge, with the realization that many of the violent acts are committed by a small percentage of young people. Policymakers are beginning to ask questions about the conditions that contribute to a young person’s tendency toward delinquency acts.

The U.S. Defense Industry After The Cold War, Murray L. Weidenbaum
The U.S. Defense Industry After The Cold War, Murray L. Weidenbaum
Murray Weidenbaum Publications
The U.S. defense industry is adjusting to the end of the Cold War far more rapidly and effectively than was generally expected. Current security decision-makers can count on the presence of a strong defense industrial base. But that situation cannot be taken for granted in the years ahead and judging the industrial base capacity is challenging. It requires us to deal with international issues during a time of domestic concern, to consider military outlays in a period of budgetary austerity, and to worry about the competition for the production of weapons systems when the economy is undergoing a wave of …

An Historical Perspective Of Oregon's And Portland's Political And Social Atmosphere In Relation To The Legal Justice System As It Pertained To Minorities: With Specific Reference To State Laws, City Ordinances, And Arrest And Court Records During The Period -- 1840-1895, Clarinèr Freeman Boston
Dissertations and Theses
Racial and ethnic minorities are disproportionately represented in Portland, Oregon's criminal justice system. Laws, legal procedures and practices that excessively target minorities are not new phenomena. This study focused on a history of political and social conditions in Oregon, and subsequently, Portland, from the 1840's to 1895, that created unjust state laws and city ordinances that adversely impacted Native Americans, African Americans, and Chinese Immigrants. Attention was also given to the Jewish population.
The approach was to examine available arrest and court records from Oregon's and Portland's early beginnings to ascertain what qualitative information records could provide regarding the treatment …

The team decided that the work had moved away from the direction of the path, so work would start three metres behind the end of the lane and go in a slightly different direction. This was in the area that had been probed, not checked by a dog. The deminers walked to the new start point, then began to return to the change-over point. Victim No.1 was behind Victim No.2 when he stepped on a PMA-2. He suffered a "traumatic amputation" below his right knee. Victim No.2 had "less serious" injuries.

The investigators determined that the victim was clearing inside a collapsed building. The mines were probably laid on the roof, which had fallen in, so may have been in any position in the ground. The mine was identified as a PMN-2 (from "found fragments"). The victim's visor shattered and a photograph showed jagged fractures and little evidence of blast impact. [This damage implies a twisting force on a brittle plastic, indicating that the visor was probably raised, so explaining the facial injuries.] The deminer's pick was also damaged.
