At 11:10 he initiated the device while kneeling on the ground "carrying out demining". He had "obviously not found" the device when he had cleared the area himself "some minutes earlier". The mine was "very old and rusty which probably caused the malfunction of the mine". "Metal fragments at the scene confirm that the metal in the mine was almost completely corrugated" [presumably the word "corroded" was intended]. The deminer had been working with the "Ebex 420SI" detector [Ebinger] and either found metal near the mine and did not recheck after removing it, or did not calibrate his detector properly. …

The primary cause is listed as a "Management/control inadequacy" because it seems that the group's SOPs allowed the victim to be too close to detonations on too many occasions and so those responsible for devising the SOPs and training were at fault.

The Economic Link-Up Of Hong Kong And Guangdong : Structural And Development Problems, Shu-Ki Tsang, Yuk-Shing Cheng
CAPS Working Paper Series
The phenomenal link-up between the Hong Kong and Guangdong economies has been proceeding at a remarkable speed since the launching of the Chinese economic reform in late 1978. The process has largely been market-driven and seems to suit the short-run comparative advantage on both sides. In essence, however, it has been a result of a reallocation of resources across the border, made possible by China's open policy. It has not yet led to a benign form of developmental upgrading which embodies the strengthening of the long-term foundation for productivity and competitiveness enhancement. Indeed, the tremendous "windfall profits" obtained so far …

Japanese Fdi, Exports And Technology Transfer To China, Elspeth Thomson
CAPS Working Paper Series
The purposes of this paper are to examine the relationship between Japanese foreign direct investment (FDI) and Japanese exports to China since the Open Door Policy, and to make some observations about Chinese expectations for and assessment of Japanese technology transferal. Multiple regression analysis is carried out and it is found that in most sectors, FDI was not an influencing factor on exports. In the 1980s it appears that Japanese investors were most interested in producing goods for export, but in the 1990s, they have become more interested in selling their products to the Chinese market. The Chinese Government had …

The purpose of this paper is to review the economy of Onondaga County and to offer a forecast of its future until the year 2035. Master of Urban and Regional Planning Workshop Projects
Community development is difficult, yet rewarding work. Success is dependent on focused activities, organizational capacity, availability of funding and technical assistance, leadership capability and community support. Low Income Housing for Native Americans of Portland, Oregon (LIHNAPO) was created in 1993 in response to the urgent need for affordable housing for Native Americans in Portland. LIHNAPO is young, working to establish itself as a viable organization. To make this transition, LIHNAPO must carry out a strategic planning process. As a step in that direction, Organizing Resources for Community Action (ORCA) has created this document to help LIHNAPO identify the course for …
Rationalism In Normative Budget Theory, Dan Williams
Rationalism In Normative Budget Theory, Dan Williams
Publications and Research
This paper concerns epistemological rationalism and the norms used by governments to instruct their officers to perform their duties. The particular duty I discuss here is preparation of and action on the budget. In this paper I use "rationalism" as the opposite of "empiricism." This rationalism does not refer to "'economic rationality," it refers to the method of attaining knowledge associated with introspection, logic, and a priori knowledge. It is opposed to the method of attaining knowledge associated with observation, experiment, and evidence. By "norms, “normative," and other related terms, I mean action guiding language. Four senses of normative are …
Hong Kong As A Financial Centre Of Greater China, Y. C. Jao
Hong Kong As A Financial Centre Of Greater China, Y. C. Jao
CAPS Working Paper Series
During the past three decades, Hong Kong has emerged as one of the leading international financial centres (IFCs) of the world. Since China began its economic reform and open-door policies in 1979, and since cross-strait economic contacts began to improve in the mid-1980s, Hong Kong's role has also become more varied and multi-faceted. The purpose of this paper is to evaluate Hong Kong as an IFC of Greater China (which comprises Mainland China, Taiwan, Hong Kong and Macau). The territory's prospects as an IFC after its retrocession to China on July 1, 1997 will also be discussed.

Public Housing In Singapore: Interpreting 'Quality' In The 1990s, Siew Eng Teo, Lily Kong
Research Collection School of Social Sciences
While writings exist on various aspects of public housing in Singapore, recent developments in the 1990s have not yet been given any serious academic attention, Our intention in this paper is to focus on such developments, paying particular attention to the government's policy of providing quality housing, After setting the context of efforts at providing quality in the first three decades of public housing by the Housing and Development Board, we turn our attention specifically to the 1990s, focusing on three areas in which attempts are being made to improve quality, namely, the physical upgrading of older estates, the privatisation …

The report stated that the demining task was a series of pylons and a bridge. Teams of two deminers per pylon were clearing a 10 metre square area around the base. When the board of inquiry visited the site on 1st March, demining was in progress around other pylons and they ordered it to stop immediately. The inquiry criticised the fact that the site had been tidied before their arrival. The were told that the victim had located two mines that day prior to the accident. These were destroyed and the victim was checking the blast area with his detector …

State Funding For Special Education In Oregon : Calculating Cost Differentials Of Special Education For Handicapped Students In Oregon School Districts, Kyung-Sup Kim
Dissertations and Theses
A general principle of school finance is that the cost of the educational program is influenced by varying characteristics of students and school districts. This raises the question of whether state allocation policies should reflect the additional costs associated with particular educational programs, such as special education for handicapped students, vocational, compensatory, bilingual education, and gifted and talented education programs as well as cost differences associated with size, salaries, and related issues. Thus, it is essential for state government to identify cost differentials for special education programs in terms of various school districts to determine the importance of such differences …
