Recent developments in risk and crisis communication (RCC) research combine social science theory and data science tools to construct effective risk messages efficiently. However, current systematic literature reviews (SLRs) on RCC primarily focus on computationally assessing message efficacy as opposed to message efficiency. We conduct an SLR to highlight any current computational methods that improve message construction efficacy and efficiency. We found that most RCC research focuses on using theoretical frameworks and computational methods to analyze or classify message elements that improve efficacy. Per- and polyfluoroalkyl substances (PFAS) are a group of man-made chemicals that are widely present in many industries. Monitoring and analyzing PFAS in Africa is challenging due to the limited availability of mass spectrometry (MS), which is an essential technique for detecting PFAS. This review assesses the scope and impact of the shortage of mass spectrometry instruments in Africa, emphasizing the resulting limitations in monitoring environmental and public health threats. The review analyzes the existing PFAS monitoring, the accessibility of MS instruments, and the technical capabilities within the continent. This thesis examines two Manhattan neighborhoods, Battery Park City and Alphabet City, through the lens of New Urbanism—an urban planning approach developed in the 1990s. New Urbanist principles prioritize walkability, connectivity, mixed-use development, diversity, varied housing options, architectural quality, green transportation, sustainability, and accessible green spaces. While Battery Park City represents a top-down, master-planned New Urbanist neighborhood based on a 1979 plan, Alphabet City emerged from the 1811 Manhattan grid with significant community-driven design, notably through community gardens and grassroots initiatives. In my thesis, I examine how various forms of news media from the 1900s to present day in Ohlone territory have framed a particular hegemonic ideology around fire that matches early colonial journal entries – an ideology that is fueled by fear, sensationalism, and exclusion and directly commits violence against the Ohlone people. I investigate this time period because this is when modern news corporations, like The New York Times, rose into prominence. Specifically, I question how media representations of fire inform regulations over controlled burns; what are the similarities in discourse between media framing and policy? What tactics are …

In an era where digital technologies permeate nearly every aspect of daily life, social media emerged as a powerful yet contentious tool in education. This study aims to addresses the broader challenge of understanding how social media reshapes student learning experiences, both positively and negatively, in an increasingly interconnected and information-driven world. This project is an analysis of the racial impacts of the redevelopment of the downtown area of Norfolk, Virginia in the period of 1939-1959. The overall goal is to understand the ethnic and racial impacts of redevelopment and how populations were treated differently during the two styles of redevelopment that were employed in the city. The existing research on this topic tends to focus on the segregation of the education system in the city over the community population segregation. Recent postwar recovery efforts have paved the way for reforms that advance women's participation in politics, inclusion in the economy, and access to justice. In this article, we show how a singular emphasis on gender reforms after war that are inattentive to other societal cleavages can leave various forms of marginalization in the shadows. Subnational interviews on the reverberations of gender reforms in five postwar countries expose three hierarchies that structure access to rights for war-affected communities. We reveal which violence is privileged, whose violence is privileged, and which responses are privileged from the perspectives of differently situated war-affected women, …

We present fluorine inventories calculated for twenty years (2004–2023) and five latitude bands (82°–60°N, 60°–30°N, 30°N–30°S, 30°–60°S, and 60°–82°S) at altitudes from the surface up to 55 km. The inventories were calculated using the Atmospheric Chemistry Experiment Fourier transform spectrometer (ACE‐FTS) version 5.2 retrievals of the volume mixing ratios (VMRs) of 15 fluorine‐containing species. This dissertation explores the spatiotemporal signatures of fire in North American grassland ecosystems. In three chapters, I explore different aspects of fire history in the northern Great Plains. Chapter 1 is an introduction. Chapter 2 focuses on the Euro-American Settlement Period (ca. 1850–1950 C.E.). Fire histories from six different lakes in the Nebraska Sandhills are compared with two periods of historic drought and the establishment of United States Post Offices. Five of the six records show increased levels of biomass burning during the initial phases of Euro-American Settlement. Chapter 3 is a long-term (ca. 15,000 years), high-resolution fire history and …

Intervention programs for intimate partner violence abusers are designed to address and mitigate violent behaviors and promote healthier relationships to reduce recidivism. This literature review examines various intervention programs and their strategies, including cognitive-behavioral therapy (CBT), group therapy, and educational programs, along with their theoretical foundations and effectiveness. Cognitive-behavioral therapy focuses on altering thought patterns that contribute to abusive actions, demonstrating efficacy in reducing violent behaviors and promoting emotional regulation. The lack of progress in addressing climate change has led to increased interest in solar radiation modification (SRM)—a collection of large-scale interventions that cool the planet by managing the amount of solar radiation that reaches the earth. SRM complicates climate change governance because, in addition to advancing collective action to reduce greenhouse gas emissions, governance needs to restrain unilateral SRM action while balancing diverging actor interests, ethical risks and scientific uncertainty. Coastal flooding poses an escalating threat to communities across the U.S East Coast, where rising sea levels and intensifying storms increasingly overwhelm existing infrastructure and natural defenses. These events generate complex economic consequences that extend beyond immediate property damage to affect community stability and long-term development patterns. This research explores how the United States military’s assistance to film productions can be better classified and understood as a form of cultural policy. There is a significant gap in the existing cultural policy research concerning interventions into the arts and culture by the military aimed at influencing the thoughts, beliefs, and attitudes of the population. School counseling district leaders (SCDLs) are instrumental in shaping district policy, supporting school counselors, and interfacing with both internal and external constituents; as such, their systemic lens is of particular importance, given the K-12 pushback on diversity, equity, and inclusion (DEI) occurring at the state- and district-levels. As a result, we conducted a critical application of Husserl’s phenomenology to understand the collective experience of a sample of SCDLs (N = 10) working in locations with anti-DEI laws and/or policies, specifically those restricting Black, indigenous, and people of color and lesbian, gay, bisexual, transgender, and queer/questioning rights and topics. This study explores the experiences of international students in the United States who come from countries that have been, or are being, affected by catastrophic events. The aim of the study is to understand the challenges such students face and to formulate supportive strategies that address these challenges. The Virginia Tornado and Straight-Line Wind Summit, the first of its kind in the Commonwealth, was held on October 15, 2025 in Isle of Wight County, Virginia. The Summit had several goals, including:

The invasion of Ukraine demonstrates an interesting security paradox between nuclear disarmament norms, territorial integrity and deterrence in a self-help unpredictable international environment. Ukraine gave up its nuclear weapons under the Budapest Memorandum in order to receive security guarantees resulting in brutal betrayal by nuclear armed Russia. The research investigates how Russia maintains an effective nuclear deterrence capability against other nuclear powers in the region through threats despite challenges on the battlefield. Russia’s invasion of Ukraine in 2022 shook the foundations of the global order. It exposed just how fragile international security, economic stability, and old geopolitical alliances really are in a tense self-help security environment. The Local Development Council (LDC) plays a critical role in local governance through its integrative and participatory planning and budget policymaking functions mandated by the 1991 Local Government Code. The LDC’s participatory governance goal, stemming from the Code’s requirement for civil society organization (CSO) membership, has been gradually problematized over the years to extend beyond the operational functionality of formalized activities and mechanisms toward participation that empowers citizen influence in policymaking in local government units (LGUs). This research paper aims to assess whether gender responsive budgeting (“GRB”) has been successful in improving gender equity in Egypt by using qualitative research methods, including interviews and content analysis. Unaffordable housing, food insecurity, and mental health challenges are three of the most pressing issues facing many veterans in the United States. Research demonstrates that agricultural initiatives for veterans have the potential to positively impact veterans’ quality of life while also providing an accessible source of income, fresh healthy food, and community engagement. This dissertation examines the behavioral, clinical, and operational drivers of chronic missed appointments within Medicaid non-emergency medical transportation (NEMT) systems. Chronic member no-shows undermine care adherence and introduce operational inefficiencies across Medicaid delivery systems. This two-phased quantitative retrospective cohort study used statewide Rhode Island Medicaid data from 2020 to 2024 to evaluate whether environmental factors (e.g., weather, daylight) influence member missed trips and whether targeted managed care case management interventions reduce no-show rates among high-acuity Medicaid beneficiaries.
Phase I employed a correlational design to assess relationships between monthly environmental conditions and appointment adherence by clinical condition. Results showed no significant …

This study evaluates the initial effectiveness of California’s Assembly Bill 617 (AB 617), enacted to address air pollution impacts in communities designated as environmental justice priorities, a policy approach that has recently been touted as a successful start. These claims of initial success stand in contrast to much of the research on remediation of environmental justice, particularly with respect to air pollution. Despite well-documented disparities in air pollution exposure and its health impacts among racial-ethnic minorities, previous policy efforts to mitigate these effects have had, at best, marginal effects. India’s transition to renewable energy has prioritized large-scale, grid-based electrification, often overlooking energy equity, particularly in rural communities. Many households would benefit more from decentralized solutions than from grid extension, yet current policies neither guarantee equitable access nor address pre-existing social and economic inequalities in energy distribution. This dissertation examines the sensitivity of India’s renewable energy policies to energy equity, with a specific focus on gender equity in rural last-mile connectivity. Today's deterrence is dramatically different from that during the Cold War. This thesis examines how changes in global geopolitics altered deterrent frameworks and how those changes threaten strategic stability. Traditional nuclear deterrence is built on clear adversaries, established escalation protocols, and predictable outcomes that are increasingly obsolete when facing modern realities. Adversaries employ hybrid strategies below the traditional thresholds of nuclear deterrence while integrating nuclear capabilities into these hybrid tactics, driving a distinct disadvantage for traditional deterrence frameworks. U.S. special operations forces (SOF) operate in volatile, uncertain, complex, and ambiguous (VUCA) environments that demand cognitive clarity, emotional regulation, and relational presence. While previous research on SOF readiness has addressed physical fitness, resilience, and sleep, little attention has been given to the psychological dimensions of rest and their implications for leadership. The purpose of this qualitative, transcendental phenomenological study was to explore the lived experiences of psychological rest and unrest in U.S. government SOF and the perceived influence of these states on their leadership. Perpetrators of intimate partner violence are barred by federal law and many states' laws from possessing firearms. While such prohibitions enjoy popular support, they are sporadically and inconsistently enforced, placing the lives of survivors at risk when offenders do not voluntarily comply. Many experts, including this author, have offered legal and policy solutions to increase the likelihood that perpetrators of domestic violence will either willingly relinquish their guns or otherwise be dispossessed of them. But these proposals may have been premature.
