From Cyclones To Cybersecurity: A Call For Convergence In Risk And Crisis Communications Research, Ann Marie Reinhold, Ross J. Gore, Barry Ezell, Clemente I. Izurieta, Elizabeth A. Shanahan

VMASC Publications

Effective risk and crisis communication can improve health and safety and reduce harmful effects of hazards and disasters. A robust body of literature investigates mechanisms for improving risk and crisis communication. While effective risk and crisis communication strategies are equally desired across different hazard types (e.g., natural hazards, cyber security), the extent to which risk and crisis communication experts utilize the “lessons learned” from scientific domains outside their own is suspect. Therefore, we hypothesized that risk and crisis communication research is siloed according to academic disciplines at the detriment to the advancement of the field of risk communications research writ …

Assessing Local Public Officials' Roles, Challenges, And Opportunities Encountered When Integrating Newcomers: A Case Study To Evaluate The Cities Of Rochester And Worthington., John Dassou

School of Business Student Theses and Dissertations

Immigrants’ integration plays an important part in policy concerns and goals in many local governments since it is a major issue for local officials to integrate immigrants and incorporate them into the host community successfully. Concurrently, it is important to know the roles of local public officials, host communities, and immigrants in the process. The purpose of this study is to assess the challenges that local officials face, and how they handle these encounters effectively and efficiently. Greater collaboration between all stakeholders, social cohesion, and collective efforts implies the idea that immigrants’ integration depends on many players and factors. It …

Community College Leadership At The Intersection Of Strategic Planning And Resource Management, Roxy Traxler Jan 2025

Community College Leadership At The Intersection Of Strategic Planning And Resource Management, Roxy Traxler

School of Business Student Theses and Dissertations

This study seeks to determine the competencies that college leaders need to possess in the intersection of finance and strategic planning. For this purpose, I am using resource management as a construct to define the competencies. This is important because one area rarely mentioned in the research is how the budgeting process, policies and practices that guide financial decisions are used to support student success and the strategic plan. There is literature related to the need for financial or fiscal leadership skills but not about what those skills are and how they are used to accomplish strategic goals to improve …

Examining Disparities In Pre-Conviction Detention: A Race And Gender Analysis Of Criminal Charging And Detention Practices In Ramsey Countyention Practices In Ramsey County, Gabriel P. Exman

School of Business Student Theses and Dissertations

Race and gender disparities in the U.S. criminal justice system are well documented, primarily in sources of national post-conviction data. However, localized and pre-conviction studies remain limited. This study examined race and gender disparities in pre-conviction detention outcomes and charge severity in Ramsey County, Minnesota, between 2017 and 2019. Using a descriptive, exploratory quantitative design and a retrospective single-cohort analysis, the researcher analyzed trends in arrests, charge severity, and pre-conviction incarceration duration across race and gender groups. Findings indicate disparities in both charge rates and pre-conviction detention durations, with Black men and Native American women experiencing longer periods of incarceration. …

A Comprehensive Parcel-Level Dataset On Farmland Assessment: Addressing Grid-Cell Data Bias Estimation, Wai Yan Siu, Man Li, Arthur J. Caplan

ODU Articles

Grid-cell data are increasingly used in research due to the growing availability and accessibility of remote sensing products. However, grid-cell data often fails to represent the actual decision-making unit, leading to biased estimates in socio-economic analysis. To this end, this paper presents a comprehensive parcel-level dataset for Salt Lake County, Utah, spanning from 2008 to 2018. This dataset combines detailed spatial and temporal data on land ownership, land use, and preferential farmland tax assessments under the Greenbelt program. Compiled from multiple geospatial sources, the dataset includes nearly 200,000 parcel-year observations, providing valuable insights into landowner decision-making and the impact of …

More Than Players, More Than Coaches: Institutional Agents And Youth Development In Urban And Suburban Minority-Majority Neighborhoods, Rainah N. Folk Jan 2025

More Than Players, More Than Coaches: Institutional Agents And Youth Development In Urban And Suburban Minority-Majority Neighborhoods, Rainah N. Folk

Theses and Dissertations

Institutional agents play a crucial role in shaping youth development. While the institutional agent framework is well established in postsecondary research, less is known about its role during mid-adolescence. Using relational ethnography and responsive interviewing, this study compares an urban and a suburban high school in minority-majority neighborhoods in Cook County, Illinois, to explore how development is influenced through relationships between sport coaches and high school athletes. Athletes in both contexts face significant challenges tied to neighborhood conditions and socioeconomic status. In response, coaches form deeply caring and supportive relationships, though their roles diverge in ways shaped by their urban …

Perceptions And Treatment Decisions For A Drug Offender Based On Social Class, Cocaine Type, Personal Characteristics, And Compassionate Love: A Vignette Study, Yasmin A. Odeh

Theses and Dissertations

Problem: The shift from a focus on rehabilitation to the more punitive, “tough on crime” approach to illegal behavior in the U.S. has been enacted in no small way by policies connected to the use and abuse of drugs. The disparities between crack and powder cocaine—two chemically similar substances—have headlined this shift (Vagins and McCurdy 2006). However, research is scarce on laypeople’s approval of deterrence approaches for drug offenses, including as a function of types (e.g., powder vs. cocaine possession). This study examined people’s perceptions of prosecutorial decisions for drug offenders—whether they are punished, rehabilitated, or both—and whether people perceived …

An Evaluation Of Kentucky’S Policy Landscape And Its Impacts On High-Growth Firms In The Commonwealth, Ivanna Patrick, Jordan Arnold, Devin Dunigan Jan 2025

An Evaluation Of Kentucky’S Policy Landscape And Its Impacts On High-Growth Firms In The Commonwealth, Ivanna Patrick, Jordan Arnold, Devin Dunigan

MPA/MPP/MPFM Capstone Projects

There is significant research on high-growth firms (HGFs), though there is little research focusing on such businesses in Kentucky. By comparing Kentucky to two similar states that are economic competitors and in the context of the Kentucky Innovation Act of 2000, we find that Kentucky has a relatively fewer number of HGFs, even compared to itself at the time of the bill’s passage. Ultimately, we determined that there was a focus on high-tech firms in Kentucky that may be detrimental to the growth and success of HGFs in other industries; furthermore, it would serve the state to focus enhanced efforts …

Addressing Municipal Road Aid Funding In Kentucky During The Era Of Electric Vehicles, Jacob Bruce, Tyler Chapman, Blake Girdler

MPA/MPP/MPFM Capstone Projects

The rapid rise of electric vehicles (EVs) poses a growing threat to Kentucky’s Municipal Road Aid Fund, which relies heavily on fuel tax revenues. As EV adoption increases and fuel consumption declines, the existing funding model becomes increasingly unsustainable, jeopardizing road maintenance, infrastructure development, and municipal services across the state. Commissioned by the Kentucky League of Cities, this study investigates viable policy solutions to ensure long-term fiscal stability for municipal road funding in an electrifying transportation landscape. Drawing from comparative analyses of peer and neighboring states, the report evaluates alternative funding mechanisms such as road usage charges, EV-specific registration fees, …

Strategic Alignment Of Lexington Public Library And Art Community, Jonnisa Ferguson, Samantha Metzger-Elder Jan 2025

Strategic Alignment Of Lexington Public Library And Art Community, Jonnisa Ferguson, Samantha Metzger-Elder

MPA/MPP/MPFM Capstone Projects

Amidst the evolving economic, political, religious, social, and technological landscape of the United States, one enduring element across communities has been the presence and importance of public libraries. Despite the decreasing number of genuinely public spaces in America, public libraries remain accessible and welcoming to all (Howard, 2019). Modern public libraries unite people and are "rewriting common assumptions of what people think a library does" (Carlson, 2024). Going far beyond books, libraries are serving as a "trusted public common for social innovation and civic engagement," partnering with community organizations to address daily living issues (i.e., food insecurities and professional development), …

The Effects Of Chronic Absenteeism On Average Daily Attendance Funding In Humboldt County Elementary Schools, Corabelle A. Esmailian

Cal Poly Humboldt theses and projects

Chronic absenteeism is linked to poor academic performance and lower social-emotional skills, both of which can have long-term effects on students and their communities. The California Department of Education uses average daily attendance (ADA) to determine most of the funding that public schools receive. When a student is absent, their school loses a portion of potential funding for that day. This study explores chronic absenteeism’s impact on the funding of Humboldt County’s elementary schools with a sequential exploratory research strategy and critical systems lens. Interviews with elementary administrators were conducted using a phenomenological approach to understand how this affects their …

The research examines how energy production activities interact with water resource management, regulatory compliance behavior, and regional economic resilience. By integrating empirical modeling, quasi-experimental methods, and policy evaluation, the dissertation provides new insights into how environmental risks and economic tradeoffs are shaped by regulatory constraints, strategic behavior of regulated entities, and government interventions in extractive regions. Managing produced water from unconventional oil and gas (UOG) production is a growing environmental challenge, particularly as …

Esg Federalism: How State Regulations Shape Esg Performance, Kameron Eck Jan 2025

Esg Federalism: How State Regulations Shape Esg Performance, Kameron Eck

All Master's Theses

This thesis examines how state-level environmental, social, and governance (ESG) regulations influence corporate ESG performance in the United States. Using a panel dataset that combines state ESG legislation, firm-level ESG scores from S&P Global, and financial data from Compustat (2019–2024), I employ fixed-effects regression models to analyze the relationship between state ESG regulations and corporate ESG performance. The analysis incorporates firm and year fixed effects to account for unobservable heterogeneity across companies and time, while controlling for firm-specific characteristics. Additionally, the study investigates whether board gender diversity moderates this relationship. The findings contribute to the understanding of ESG policy effectiveness …

Assessing High-Speed Rail (Hsr) Policy And Politics In Washington State: Avoiding The Mistakes Of The Past, Landen K. Hashimura

All Master's Theses

While international standard high-speed rail (HSR) has yet to be successfully completed in the US, there is a national interest in the topic, as evidenced by recent federal initiatives to research HSR across various corridors. The Cascadia Corridor has been identified as a region with high potential for HSR, leading to an ongoing study in the State of Washington. Given the tumultuous history of American HSR development, the Cascadia HSR initiative needs to avoid the mistakes of the past. Two major contributing factors to this failure to build HSR are uneven political support for HSR and poor policy frameworks. Despite …

Effects Of Round-Up On The Environment, Sandra J. Marcu

Journal of Earth and Life Science

Many people around the world have used and still currently use Roundup but are unaware of the effects it has on the environment. Roundup is a spray on application weedkiller that is widely used around the world today both residentially and commercially. It enables its user to grow a garden or a field of crops with a no-tilling approach to eliminate weeds. It is a well-known and popular choice for killing weeds that has been around since the mid 1970’s (Oca, 2017). John Franz, a Monsanto scientist discovered that glyphosate (main ingredient in Roundup) was an herbicide or weedkiller, and …

In January 2015, the then-governor of Minnesota Mark Dayton announced new legislation that would require 50-foot vegetation buffers along all waterways in Minnesota; this legislation would come to be known as the Minnesota buffer law, exact requirements being “perennial vegetative buffers of up to 50 feet along lakes, rivers, and streams and buffers of 16.5 feet along ditches” (Albert, 2017; MN Board of Water and Soil Resources [MN BWSR] 4 ). A buffer in the context of vegetation and natural resource management is a strip of vegetation around a body of water “designed to intercept stormwater runoff and minimize soil …

Empowering U.S. Allies In The Indo-Pacific: An "America First" Approach To Great Power Competition, Nathaniel Benjamin Jan 2025

Empowering U.S. Allies In The Indo-Pacific: An "America First" Approach To Great Power Competition, Nathaniel Benjamin

Graduate Theses/Dissertations

The Indo-Pacific is the primary area for Great Power Competition between the United States and China. China’s rapid but cautious rise has allowed it to achieve a position that threatens to upset the norms and rules of the U.S.-led system in the region. The second Trump Administration has pursued an “America First” policy since taking office in January 2025, but pushing U.S. allies to take on more responsibility for their own defense will not be enough. U.S. allies are major regional players and should be trusted to uphold the principles of the current international system; therefore the U.S. must limit …

A Novel Deterrence Strategy: Denial Through Space And Cyberspace, Nathan A. Heard Jan 2025

A Novel Deterrence Strategy: Denial Through Space And Cyberspace, Nathan A. Heard

Graduate Theses/Dissertations

The United States faces numerous security threats now and in the coming decades. Authoritarian and revisionist powers such as China and Russia, along with regional proxies, are destabilizing the international order. The ability of the United States to adequately address these present and future threats is constrained by conventional and nuclear forces in need of recapitalization, a rising national deficit, disagreements over the direction of U.S. foreign policy, and a defense industrial enterprise that has its roots in the Cold War. In a multi-peer threat environment, this situation erodes U.S. credibility and is an invitation for aggression. Coercion, coordinated multi-theater …

Nature-based Solutions (NbS) offer multifunctional approaches to address climate change and environmental challenges, providing a sustainable alternative to traditional gray infrastructure. Despite their promise, widespread adoption remains limited, in part due to an incomplete understanding of their full costs and benefits relative to conventional infrastructure. Traditional benefit–cost analyses often overlook non-monetized benefits and the interconnected ecosystem services provided by NbS. This study introduces a methodological approach to quantify both the physical and monetary value of ecosystem services and co-benefits delivered by an NbS project. We applied an integrated valuation framework to a case study in Virginia Beach, VA, USA, where …
