The ubiquity of sexual violence, with its devastating physical and psychological consequences, has rendered conflict-related sexual violence (CRSV) one of the most effective and enduring “invisible crimes” of war. Despite receiving growing attention across academic, political, and activist circles, wartime sexual violence remains pervasive in contemporary conflict zones. Against the backdrop of these frequent and recurring violations, this thesis explores the dissonance between high-level rhetorical commitments to preventing and punishing CRSV and on-the-ground realities. What soon emerges is a troubling pattern in which gendered violence—and women’s lived experiences more generally—while increasingly visible in theory, remains marginalised in practice. A Self-Fulfilling Prophecy: Realism In U.S. Foreign Policy, Olivia M. Licata

This paper examines the influence of realist theory on U.S. foreign policy from 1776 to 2025. Through a temporal analysis of policy across three international power systems – multipolarity, bipolarity, and unipolarity – this paper determines that U.S. foreign policymakers follow realist prescriptions for state behavior given their perception of the United States’ status within the international balance of power system. As a result, the U.S. foreign policy has become rooted in realist assumptions and constrained to realism-prescribed behavior, which will ultimately lead to hegemonic decline. This paper calls for the reexamination of realist influences on foreign policy decision-making.

This thesis presents a parallel case study of the settler colonial histories of Canada and Palestine. The Land Back Movement was first analyzed to determine what conditions enabled the success of Indigenous land restitution in Canada. Subsequently, a cross-analysis with Palestine was conducted to ascertain whether the same enabling conditions could facilitate Palestinian land restitution, known as the Right of Return.

This thesis examines the competitive effects of Arizona’s targeted Empowerment Scholarship Account (ESA) program, which operated from 2012 to 2022, on public school performance. Under this program, students attending D-rated or F-rated schools were made eligible for school vouchers. I analyze both short-term (2015) and longer-term (2019) impacts. Using a sharp regression discontinuity design centered on the threshold between C- and D-rated schools under Arizona’s A–F school rating system, I estimate the effect of voucher eligibility on standardized test outcomes in English Language Arts and Math, as measured by the AzMERIT assessment. Brazil’s history of militarization in public policy has led to the adoption of new models centered around crime intervention and community growth. Rio de Janeiro’s 2008 Comunidade (Favela) Pacification Program was one of the most notable policies reflective of these goals. Rio’s state government implemented Pacifying Police Units (UPPs) that would be permanently stationed in comunidades, driving out criminal organizations and promoting socioeconomic development.
The program was recognized as a symbol of reform in urban security thanks to initial crime reductions in pacified communities. However, testimonies reveal patterns of physical and institutional violence at the hands of UPPs and continued …

This thesis traces the history of psychedelic science in the United States and its implications for policymaking. In the postwar period, psychedelic researchers were enabled by a unique convergence of optimism in medical science and structural flexibility. But their hope blinded them to the deeper tensions of their field. As institutions grew increasingly rigid and risk-averse, the space for psychedelics began to close. Some scientists responded by fortifying the walls around them, developing socially and professionally acceptable research methods. Others tried to escape these walls entirely. But neither approach could prevent psychedelics from being squeezed out of formal inquiry. Yet …

State public utility regulation in the energy sector is undergoing a rapid transformation driven by public and private investment in clean energy deployment, the corresponding threat to incumbent fossil fuel interests, and growing demands for energy justice. This transformation will impact many aspects of societal well-being—from energy insecurity in disadvantaged communities to dramatic shifts in energy-sector employment—so it is unsurprising that public utility commissions would engage with social policy concerns. This paper presents a comprehensive evaluation plan for the Bourbon County Physical Activity Improvement Program, as prompted in the University of Kentucky's 2025 MPH-Health Management and Policy Capstone Case Study. The case study outlines a program developed in response to high obesity and inactivity rates in Bourbon County, Kentucky. In her important book, Unwired: Gaining Control Over Addictive Technologies, Gaia Bernstein illustrates the value of a comparative approach, drawing lessons from fights around the regulation of tobacco and ultra-processed food for the regulation of social media. Building on Bernstein’s work, this symposium contribution aims to draw additional insight from experience with drug and gambling regulation for the regulation of social media, video games, AI, and other potentially-addictive technologies.

Lack of access to evidence-based care for drug addiction is an urgent problem amid a decades-long overdose crisis that kills tens of thousands of Americans a year. Opioid addiction is the primary driver of overdoses today, and medicines exist to treat such addiction that can dramatically improve quality of life while reducing the risk of deadly overdose by more than half. Yet fewer than one in four of the nine million Americans who need such evidence-based medical care for their addiction receive it. บัตรประจำตัวประชาชนถือเป็นเอกสารทางราชการที่มีความสำคัญและจำเป็นอย่างยิ่งต่อการใช้ชีวิตของประชาชน โดยเฉพาะเพื่อใช้ในการติดต่อสื่อสารกับหน่วยงานของรัฐ หรือเอกชน ในการเข้ารับสวัสดิการและการบริการต่างๆ อีกทั้งยังใช้เพื่อยืนยันตัวตน และแสดงสถานะบุคคลตามกฎหมายของไทย ทั้งนี้ ในปัจจุบันประชาชนส่วนใหญ่ไม่ได้ให้ความสำคัญกับการต่ออายุบัตรประชาชนภายในระยะเวลาที่กฎหมายกำหนด ซึ่งอาจก่อให้เกิดปัญหาในการเข้าถึงสวัสดิการของรัฐ รวมถึงการบริการที่ควรจะได้รับอย่างถูกต้อง ครบถ้วนสมบูรณ์ ด้วยเหตุนี้ การวิจัยเรื่อง แนวทางในการเพิ่มประสิทธิผลการต่ออายุบัตรประจำตัวประชาชนตามพระราชบัญญัติบัตรประจำตัวประชาชน กรณีศึกษา สำนักทะเบียนอำเภอบางปลาม้า จังหวัดสุพรรณบุรี จึงมีวัตถุประสงค์ (1) เพื่อวิเคราะห์ถึงสาเหตุที่ส่งผลต่อการไม่มาต่ออายุบัตรประจำตัวประชาชนภายในระยะเวลาที่กฎหมายกำหนด และ (2) เพื่อศึกษาถึงแนวทางในการเพิ่มประสิทธิผลการต่ออายุบัตรประจำตัวประชาชนตามพระราชบัญญัติบัตรประจำตัวประชาชน โดยงานวิจัยนี้เป็นงานวิจัยเชิงคุณภาพ ใช้วิธีการเก็บข้อมูลโดยวิธีการสัมภาษณ์เชิงลึก มีกลุ่มประชากรเป็นประชาชนในฐานะผู้รับบริการต่ออายุบัตรประจำตัวประชาชน จำนวน 12 คน และกลุ่มผู้บริหาร ปลัดอำเภอ และเจ้าหน้าที่ ในฐานะผู้ให้บริการ จำนวน 4 คน ผลการวิจัยพบว่า สาเหตุของการไม่มาต่ออายุบัตรประจำตัวประชาชนภายในระยะเวลาที่กฎหมายกำหนด เกิดจากปัญหาและอุปสรรคด้านข้อมูล ด้านความรู้ความเข้าใจ และด้านความสะดวก ในขณะที่แนวทางในการเพิ่มประสิทธิผลการต่ออายุบัตรประจำตัวประชาชนนั้น พบว่า การปรับสัดส่วนบุคลากรให้เหมาะสม การเพิ่มจำนวนอุปกรณ์และปรับปรุงอุปกรณ์ให้มีความเสถียร และการให้บริการต่ออายุบัตรประจำตัวประชาชนออนไลน์ มีส่วนช่วยในการเพิ่มประสิทธิผลดังกล่าว ในส่วนข้อเสนอะแนะ (1) ยกระดับการให้บริการของสำนักทะเบียนอำเภอบางปลาม้า จังหวัดสุพรรณบุรี ให้มีประสิทธิภาพมากยิ่งขึ้นผ่านการปรับปรุงสภาพแวดล้อมและขั้นตอนการปฏิบัติงาน (2) พัฒนาระบบการแจ้งเตือนและการนัดหมายล่วงหน้า (3) ส่งเสริมการประชาสัมพันธ์และสร้างความตระหนักรู้

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาบริบท ทุน จุดแข็ง–จุดอ่อน และบทบาทของผู้มีส่วนได้ส่วนเสียในพื้นที่เทศบาลเมืองดอนสัก จังหวัดสุราษฎร์ธานี ภายใต้โจทย์การขับเคลื่อนจากเมืองทางผ่านไปสู่เมืองจุดหมายเชิงเศรษฐกิจด้านการท่องเที่ยว โดยประยุกต์ใช้แนวคิดการท่องเที่ยวเชิงสร้างสรรค์ควบคู่กับแนวคิดการสร้างแบรนด์เมืองเป็นกรอบวิเคราะห์หลัก การวิจัยใช้ระเบียบวิธีวิจัยเชิงคุณภาพ เก็บรวบรวมข้อมูลจากการสัมภาษณ์เชิงลึกผู้มีส่วนได้ส่วนเสีย 4 กลุ่ม ได้แก่ ภาครัฐท้องถิ่น ผู้ประกอบการ ผู้นำชุมชนและเครือข่ายวัฒนธรรม ตลอดจนนักท่องเที่ยวและกลุ่มผู้สนใจจะเดินทางมาดอนสัก ประกอบกับการวิเคราะห์เอกสารและการสังเกตการณ์ภาคสนาม ผลการวิจัยพบว่า เมืองดอนสักยังคงถูกใช้และรับรู้ในฐานะเมืองทางผ่านที่เชื่อมโยงกับท่าเรือเป็นหลัก แม้จะมีทุนทางทะเลและวัฒนธรรมที่เข้มแข็ง ได้แก่ วิถีประมง ปูม้าดอนสัก ประเพณีท้องถิ่น และศรัทธาต่อหลวงพ่อจ้อย แต่ทุนดังกล่าวยังไม่ถูกพัฒนาให้เป็นอัตลักษณ์เมืองและภาพลักษณ์ร่วมอย่างเป็นระบบ งานวิจัยจึงเสนอแนวทางเชิงนโยบาย ได้แก่ การพัฒนาเส้นทางท่องเที่ยวเชิงอัตลักษณ์แบบวันเดียว การจัดทำปฏิทินการท่องเที่ยวตลอดทั้งปี การกำหนดแนวคิดแกนกลางของเมือง และการเสริมสร้างกลไกความร่วมมือด้านการท่องเที่ยวระดับพื้นที่

งานวิจัยฉบับนี้เป็นการศึกษาความพร้อมในการออกมาตรการและขับเคลื่อนการลดการปล่อย ก๊าซคาร์บอนไดออกไซด์ของกรมการขนส่งทางราง ในฐานะหน่วยงานกำกับดูแล (Regulator) ซึ่งกรมการขนส่งทางราง ในฐานะหน่วยงานกำกับ ดูแล และส่งเสริมการพัฒนาระบบราง จึงมีบทบาทสำคัญในการผลักดันให้ระบบราง เป็นกลไกหลักในการลดการปล่อยก๊าซเรือนกระจกและแก้ไขปัญหามลพิษทางอากาศ โดยการกำหนดนโยบาย มาตรการ และมาตรฐานที่สอดคล้องกับเทคโนโลยีสมัยใหม่ งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาความพร้อมในองค์กร เพื่อเป็นผู้กำหนดการลดการปล่อยก๊าซคาร์บอนไดออกไซด์ของกรมการขนส่งทางราง และเพื่อเสนอแนวทาง ในการยกระดับความพร้อมของกรมการขนส่งทางรางในการขับเคลื่อนมาตรการสู่การปฏิบัติอย่างมีประสิทธิภาพ การศึกษาดังกล่าวได้นำแนวคิดความพร้อมภายในองค์กร ของ Bryan J. Weiner (2009) โดยอธิบายถึงองค์ประกอบความพร้อมไว้ 5 ด้าน ได้แก่ วัฒนธรรมองค์ นโยบายและขั้นตอน การบริหารงานที่ผ่านมาในอดีต ทรัพยากรองค์ และโครงสร้างองค์กร ประกอบกับแนวคิดการบริหารราชการแบบมีส่วนร่วม (Collaborative Governance) ของพัชรี สิโรรส (2550) ซึ่งผลการศึกษาพบว่า กรมการขนส่งทางรางมีความพร้อมที่สามารถผลักดันและขับเคลื่อนการลดการปล่อยก๊าซคาร์บอนไดออกไซด์ในภาคการขนส่งทางราง รวมทั้ง เปิดโอกาส ให้ทุกภาคส่วน ทั้งภายในและภายนอกเข้ามามีส่วนร่วมในการแลกเปลี่ยนความคิดเห็น และร่วมกำหนดทิศทางมาตรการด้านสิ่งแวดล้อม ผ่านกลไกต่าง ๆ เช่น การจัดสัมมนารับฟังความคิดเห็น การตั้งคณะทำงานร่วมกับหน่วยงานภายนอก การประสานความร่วมมือกับภาคเอกชน การดำเนินงานในลักษณะดังกล่าวช่วยสร้างความโปร่งใส เพิ่มการยอมรับเชิงนโยบาย อย่างไรก็ตาม ยังพบข้อจำกัดบางประการ ได้แก่ ต้นทุนด้านงบประมาณ ข้อจำกัดทางกฎหมาย สมรรถนะเฉพาะทางของบุคลากร รวมถึงการขาดคู่มือหรือแนวทางการดำเนินงาน ด้านสิ่งแวดล้อมที่เป็นรูปธรรมและใช้ได้จริงในระดับปฏิบัติ

การวิจัยนี้มีวัตถุประสงค์ ดังนี้ 1) เพื่อศึกษาแนวโน้มความเข้าใจพระราชบัญญัติมาตรฐาทางจริยธรรม พ.ศ. 2562 ที่ประกอบด้วยความรู้เชิงจริยธรรมจากมิติความรู้ที่เป็นข้อเท็จจริงและการตีความกฎหมาย และเหตุผลเชิงจริยธรรมของเจ้าหน้าที่ของรัฐในองค์กรปกครองส่วนท้องถิ่นรูปแบบองค์การบริหาร ส่วนจังหวัด 2) เพื่อศึกษาแนวโน้มการยอมรับพระราชบัญญัติมาตรฐานทางจริยธรรม พ.ศ. 2562 ที่ประกอบด้วยทัศนคติเชิงจริยธรรม และปัจจัยการกำหนดตนเอง (Self-Determination Theory: SDT) ของเจ้าหน้าที่ของรัฐในองค์กรปกครองส่วนท้องถิ่นรูปแบบองค์การบริหารส่วนจังหวัด 3) เพื่อศึกษาแนวโน้มพฤติกรรมเชิงจริยธรรมของเจ้าหน้าที่ของรัฐในองค์กรปกครองส่วนท้องถิ่นรูปแบบองค์การบริหารส่วนจังหวัดต่อพระราชบัญญัติมาตรฐานทางจริยธรรม พ.ศ. 2562 4) เพื่อศึกษาแนวโน้มพัฒนาการจริยธรรมของ Kohlberg จากเหตุผลเชิงจริยธรรมของเจ้าหน้าที่ของรัฐในองค์กรปกครองส่วนท้องถิ่นรูปแบบองค์การบริหารส่วนจังหวัดตามพระราชบัญญัติมาตรฐานทางจริยธรรม พ.ศ. 2562 5) เพื่อศึกษาปัจจัยด้านความรู้เชิงจริยธรรมจากมิติความรู้ ที่เป็นข้อเท็จจริงและการตีความกฎหมาย ด้านเหตุผลเชิงจริยธรรม และด้านปัจจัยการกำหนดตนเอง (Self-Determination Theory: SDT) ที่มีผลต่อทัศนคติเชิงจริยธรรม และ 6) เพื่อศึกษาปัจจัยด้านความรู้เชิงจริยธรรม ด้านทัศนคติเชิงจริยธรรม และด้านเหตุผลเชิงจริยธรรมที่มีผลต่อพฤติกรรมเชิงจริยธรรมของเจ้าหน้าที่ของรัฐ ในองค์กรปกครองส่วนท้องถิ่นรูปแบบองค์การบริหารส่วนจังหวัดต่อพระราชบัญญัติมาตรฐานทางจริยธรรม พ.ศ. 2562 โดยใช้ระเบียบวิธีการวิจัยแบบผสมผสาน ได้แก่ การวิจัยเชิงปริมาณจากการสำรวจจากแบบสอบถามเจ้าหน้าที่ของรัฐในสังกัดองค์การบริหารส่วนจังหวัดกลุ่มตัวอย่าง จำนวน 18 แห่งทั่วประทศ โดยมีผู้ตอบแบบสอบถาม จำนวน 543 คน และการวิจัยเชิงคุณภาพ จากการทบทวนวรรณกรรมและเอกสารที่เกี่ยวข้อง และการสัมภาษณ์เจาะลึก จากผู้ให้ข้อมูลสำคัญ จำนวน 17 คน ผลการวิจัย มีดังนี้ 1) แนวโน้มเจ้าหน้าที่ของรัฐผู้ตอบแบบสอบมีความเข้าใจพระราชบัญญัติมาตรฐานทางจริยธรรม พ.ศ. 2562 จากความรู้เชิงจริยธรรมที่มาจากมิติความรู้ที่เป็นข้อเท็จจริงเจ้าหน้าที่ของรัฐสามารถตอบข้อคำถามถูกมากกว่าร้อยละ 70 ทุกข้อ และเจ้าหน้าที่ของรัฐส่วนใหญ่ร้อยละ 96.13 มีผลคะแนนผ่านเกณฑ์การทดสอบความรู้ความสามารถทั่วไป (ไม่น้อยกว่าร้อยละ 60) ด้านการตีความกฎหมายส่วนใหญ่คิดว่าพระราชบัญญัติมาตรฐานทางจริยธรรม พ.ศ. 2562 มีความชัดเจน สามารถอ่านแล้วเข้าใจได้ ร้อยละ 57.09 ไม่มีความซ้ำซ้อนของเนื้อหา ร้อยละ 76.06 และสามารถอธิบายความหมายได้ทั้งหมด ส่วนด้านเหตุผลเชิงจริยธรรมภาพรวมต่อการปฏิบัติตามพระราชบัญญัติมาตรฐานทางจริยธรรม พ.ศ. 2562 ร้อยละ 80.48 คือ เป็นสิ่งที่เจ้าหน้าที่ของรัฐพึงปฏิบัติ 2) แนวโน้มการยอมรับพระราชบัญญัติมาตรฐานทางจริยธรรม พ.ศ. 2562 จากทัศนคติเชิงจริยธรรมของเจ้าหน้าที่ของรัฐทัศนคติที่ค่อนข้างเห็นด้วย …

However, proposed solutions remain divisive. Societal adaptation to rising sea levels requires robust projections of the Antarctic Ice Sheet's retreat, particularly due to ocean-driven basal melting of its fringing ice shelves. Recent advances in ocean models that simulate ice-shelf melting offer an opportunity to reduce uncertainties in ice–ocean interactions. Here, we compare several community-contributed, circum-Antarctic ocean simulations to highlight inter-model differences, evaluate agreement with satellite-derived melt rates, and examine underlying physical processes. [Introduction] Communities across the globe are being affected by climate change in numerous ways. However, those most often affected, especially by sea level rise, are those small island nations that are pressed for space already; this includes the island of Grenada. Objective:
To examine how the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) online food benefit ordering could influence WIC benefit redemptions.
Design:
A cross-sectional study. We compare the average redemption rates between online ordering early adopters and non-adopters among WIC customers before and after implementing WIC online ordering. A propensity score-weighted difference-in-difference model was used to estimate the coefficients.
Setting:
The Oklahoma WIC programme and a grocery store chain in Oklahoma.
Participants:
12743 Oklahoma WIC households that had redeemed their food benefits at the grocery store chain in 2020.

While LGBTQIA+ rights have been increasing in the United States for decades, many states do not have non-discrimination policies that protect individuals based on their gender identity and sexual orientation. This lack in protection leaves many LGBTQIA+ individuals vulnerable to experiencing discrimination and harassment, which could lead to hate crimes, cultivating an environment of passive tolerance rather than active resistance. Active resistance can be achieved through the passage of non-discrimination policies, as well as addressing minority stress that LGBTQIA+ individuals can be susceptible to when they are actively experiencing or anticipating discrimination and harassment. Research on academic capitalism has critiqued the commodification of knowledge, but it has not critiqued assetization. The difference between commodification and assetization is more than a technical distinction. Extracting value from assets requires a different regime of coordination than what is required for extracting value from commodities. Through an analysis of 132 texts related to the online course review process at 16 research universities in the USA, I propose and problematize an online learning assetization regime which transforms discipline-based knowledge into digital content that can be owned, controlled, and managed as a university asset. A design-based research study on the development of one-page tools to support systemic thinking in public managers is presented. Study participants included public managers of social and human service agencies within government or nonprofit organizations, as learners for whom the tools were designed; and instructional design professionals, offering expert opinions regarding the design of tools for adult learners. The design process consisted of generating ideas, visualizing ideas and developing prototypes of the tools. Drawing on notions of social capital, insider knowledge embedded in "the grapevine", and the "labor of choice", this study examines interpretive assistance in the context of families' K-12 school decisions. It uses a qualitative case study of NGO navigator services, which provide school choice counselling primarily to low-income families of colour, to develop theoretical propositions related to the characteristics and potential benefits of interpretive assistance. As some researchers and conservative-leaning think tanks call for investing in navigator services, it is important to deepen our understanding of "high-touch" informational supports aimed at mitigating demand-side inequities in school choice.

Food insecurity (FI) affects households worldwide and is also seen on college and university campuses with adverse effects on student success. We examine FI and academic self-efficacy levels of military students and student veterans enrolled in higher education in the United States which has not been extensively studied regarding FI. Military students and student veterans may have access to G.I. Bill funds and may not be perceived as requiring additional assistance. This Article documents and analyzes the rise of a new mode of economic governance: presidential regulation. Today, the President regularly bypasses not only Congress but also the executive branch’s own administrative agencies and directly imposes sweeping new economic regulations. President Biden, for instance, created new regulatory regimes governing producers of artificial-intelligence technologies, companies that trade in or hold the personal information of U.S. citizens, and companies that can increase the production of energy-efficient equipment and technology. Solar radiation modification (SRM) presents important challenges to risk regulation and governance, arising from the array of multiple risks that SRM may influence. SRM would not simply reverse climate change, but could pose further ancillary impacts, depending on the method of SRM, such as stratospheric aerosol injection (SAI), marine cloud brightening (MCB), or a space-based planetary sunshade system (PSS). This paper argues for a human security approach to women’s participation in nuclear security that stems from the larger Women, Peace and Security framework. This approach incorporates a gender perspective and a feminist lens that argues that women’s participation should extend beyond the diversity, equity, and inclusion initiatives to include an understanding of the centrality of women’s role from a human security approach in peacebuilding participation, negotiation, and conflict prevention. We evaluate two schemes of service contracting (SC) program implemented for the first time in the Philippines: gross-cost and net-cost. Using an automatic vehicle location (AVL) dataset generated using a mobile application, we examine the supply and performance of jeepney, a form of paratransit, on 20 routes during the pandemic. Ten of these routes are under gross-cost, and the other ten are under net-cost. Our evaluation suggests that gross-cost SC has resulted in more kilometer-run travelled, more arrivals at the stop, shorter headway duration, which are indicative of increased supply, compared to net-cost. Blood-based biomarkers continue to be explored for disease detection, monitoring of progression, and therapeutic outcomes as the diagnostic determination of Alzheimer’s Disease in Down Syndrome (DS-AD) remains challenging in clinical settings. This perspective highlights the current status of this effort. Overall, amyloid (A), tau (T), and neurodegeneration (AT[N]) blood-based biomarkers have been shown to increase with disease pathology for individuals with DS. Phosphorylated tau biomarkers (p-tau217, p-tau181) have been consistently shown to track disease progression for DS-AD and are likely good candidates for use in clinical settings. Recent developments in risk and crisis communication (RCC) research combine social science theory and data science tools to construct effective risk messages efficiently. However, current systematic literature reviews (SLRs) on RCC primarily focus on computationally assessing message efficacy as opposed to message efficiency. We conduct an SLR to highlight any current computational methods that improve message construction efficacy and efficiency. We found that most RCC research focuses on using theoretical frameworks and computational methods to analyze or classify message elements that improve efficacy.
