Social engineering is the art and science of persuading individuals to bypass in place security mechanisms causing the unintended release of information. It is a low tech solution to a high tech problem and is as much an art as a science. As is true of many such solutions, social engineering is both ill-defined yet extremely effective. Its low cost, high payoff nature makes it an extremely attractive alternative to adversaries that do not have access to all the resources of a nation state. More than a decade has passed since the monumental Ottawa Mine Ban Convention was opened for signature in December 1997. Now, with the adoption of the text of the Convention on Cluster Munitions in May 2008, the global community is closer than ever to an international agreement prohibiting the use of cluster munitions. A review of the key issues underpinning the debate on cluster munitions follows.

The United Nations Development Fund for Women (UNIFEM) has taken several measures to promote gender equality in all areas of life. These include not only several operational programs around the world but also a number of important areas of information collection and dissemination through various publications. These areas of work have been invaluable for organizations attempting to further gender equality in mine action. They have provided a starting line of information on how women are disproportionately affected by armed conflict and ERW as well as how women can be better integrated into solving the problems following a mine- accident.

On 30 May 2008, the international community adopted the Convention on Cluster Munitions. It is little wonder that those who were against a convention of this sort are still reeling from the shock of it. Africa, on the other hand, can give itself a well-deserved pat on the back for having played a pivotal role in the adoption of a groundbreaking, legally-binding instrument of which posterity will judge the results.

We document the cumulative change in expressions of support for Social Security's social insurance ideals to privatization,from the late 1970s through 2007. Social Security's basic structure and principles generally were supported by the United States government and in amendments to the original Act of 1935. However, in the 1980s market arguments began to proliferate in government alongside pension privatization projects by international governmental organizations and conservative think tanks. Although in 1983 Commission members concluded "the Social Security system is sound in principle.. and... structure," four members wrote a supplemental statement that emphasized market rationalism. Working within the field of domestic violence can result in the occurrence of vicarious traumatization. The literature supports that collegial support and supervision are effective tools organizations can implement to assist in minimizing vicarious trauma. This study, guided by constructive self development theory and feminist theory, examines whether the level of vicarious trauma is impacted by knowledge base, collegial support, and supervision. Staff within certified shelters in the state of Florida were surveyed using a research designed instrument and the Trauma and Attachment Belief Scale. A total of 112 participants were recruited using the Tailor Design Method of surveying. Findings …

For some years, Japan has pursued its own missile defense system in cooperation with the United States. The Japanese government claims that the missile defense (JMD) program is purely defensive and will not pose a threat to other countries. JMD may seem justified by North Korea's development of ballistic missiles and nuclear weapons. However, neighboring states regarded it as a sign of military ambition and revival of Japan's prewar militarism. The development and deployment of JMD could have grave implications for regional and global security. This essay explores the ways that the Four Freedoms were intended to address the dire circumstances of the Second World War. It analyzes the historical context of the 1940s in which the Four Freedoms first emerged, how they formed the basis of the International Bill of Human Rights, and how they evolved over the decades that followed. Walter Russell Mead places this volume (which builds on Special Providence) into the context of the ideological and theological debates that have shaped American history. Like Michael Oakeshott and various conservatives, Mead depicts the contemporary world as the outworking of a “modern temper” or an “Enlightenment project,” two phases of which he focuses on: Fordism (resembling Lewis Mumford’s modern megamachine) and millennial capitalism. Mead’s identification of several competing schools of thought or dispositions in chapter six is somewhat comparable to earlier “models of historical interpretation,” such as Daniel Elazar’s three American “political cultures” and David Hackett Fischer’s four “British folkways” …

There are more than 300,000 child soldiers in the world today. Complex economic and psychological factors have contributed to this large number; while some of these child soldiers qualify as slaves, many do not. Although there are several United Nations (U.N.) conventions that protect the rights of the child, many states have had difficulty implementing such protections. This has led to the perpetuation of the child slavery problem. Unfortunately for the children involved, their troubles do not end with the fighting. After the conflict, former soldiers must undergo the oftentimes-painful process of rehabilitation and integration back into society.

Contrary to the common wisdom among criminal law scholars, empirical evidence reveals that people's intuitions of justice are often specific, nuanced, and widely shared. Indeed, with regard to the core harms and evils to which criminal law addresses itself-physical aggression, takings without consent, and deception in transactions-the shared intuitions are stunningly consistent across cultures as well as demographics. It is puzzling that judgments of moral blameworthiness, which seem so complex and subjective, reflect such a remarkable consensus. What could explain this striking result?
