Operation Iraqi Freedom launched with the backing of U.S. Coalition Forces (CF) on March 20, 2003 to remove Saddam Hussein from power. The United States occupied Iraq by bombing and cleansing Iraq of weapons (Dahabour 105-130). During the first year of occupation U.S. soldiers at the detention facility Abu Ghraib tortured detainees in their charge. This torture becomes known to the public through worldwide media coverage in May 2004. My thesis will cover my service as a Military Police officer (MP) at Abu Ghraib from December 2005-August 2006. A major concern in dealing with multi-agent complex adaptive systems is the understanding of how such systems build order in the midst of an otherwise chaotic universe. The ordering principles of such systems that are found at the biological level can be applied to better understanding human organizations, and can also be used to develop or modify highly complex intelligent agent software systems for greater efficacy. This thesis tries to explain why the Taiwanese have postponed several critical defense plans for seven years while China's threat toward Taiwan is increasing year by year. Many observers and scholars relate the deadlock over arms procurement in Taiwan to domestic political struggles since the DPP is not the majority party in the Legislative Yuan and opposition parties, such as the Kuomintang (KMT) and the People First Party (PFP), have repeatedly boycotted President Chen Shui-bian's policies. Within the Department of Defense, with changing missions to counter dynamic and asymmetrical threats, the acquisition workforce strives to maximize capability for joint warfighting. How acquisition professionals measure and select capability improvements for the nation’s weapon systems is a perpetual challenge, made even more complex with constrained defense budgets. This study identifies a method for determining which upgrades should be purchased (production) for which aircraft in the F- 15C fleet by optimizing a capability proxy measure. Each upgrade’s “necessity” for a given mission area was obtained by conducting a survey of over 250 experienced F-15C pilots. The solution presented in …

Cluster munitions have been used in at least 23 countries, produced in 33 and stockpiled in over 70; their submunitions number into the billions. They cause lasting humanitarian problems and have recently been the target of campaigns to ban their use. This article aims to summarize the history, utility, legacy and legislation surrounding cluster munitions.

This short article is a follow-up to a piece I wrote two years ago on Hamdan v. Rumsfeld, SSRN No. 913822. While applauding the result in Hamdan, I critiqued the Supreme Court for missing a “teachable moment” and obscuring the great issues at stake in prolixity and mind-numbing technical detail.

The purpose of this study was to begin the effort to build a theoretical foundation for homeland security policy by analyzing the 1993 World Trade Center terrorist attack using multiple frame analysis (MFA). MFA consisted of three conceptual lenses: (I)-Homeland Security as a Criminal Justice Problem/Terrorism as Crime, (II)-Homeland Security as a International Relations Problem/Terrorism as War, and (III)-Homeland Security as an Organization Design Problem/Terrorism as a Network. These lenses were applied to the 1993 World Trade Center bombing using a case study methodology, thus creating a framework to analyze a singular critical event from multiple perspectives.

This article discusses experimental results achieved with a robotic countermine system that utilizes autonomous behaviors and a mixed-initiative control scheme to address the challenges of detecting and marking buried landmines. By correlating aerial imagery and ground-based robot mapping, the interface provides context for the operator to task the robot. Once tasked, the robot can perform the search and detection task without the use of accurate global positioning system information or continuous communication with the operator. Results show that the system was able to find and mark landmines with a very low level of human involvement. In addition, the data indicates …

With Gryphon, the authors aim at reducing the gap between research and application by introducing partial autonomy in mine-detection operations with a robust platform. Contractors compose part of the total force for U.S. warfare capability in Iraq.

Some augment U.S. warfare capability; others do not. Some of the contractors are controlled by the military; others are controlled by civilian (nonmilitary/political) government agencies. The problem: Who are the contractors and how has the nature of government oversight and control over contractors determined whether contractor contributions augment or diminish U.S. warfare capability in the Iraq War?
