For Better Or Worse: The Japanese Occupation And Economic Decolonization In Vietnam And Indonesia, Thuy Van Pham
For Better Or Worse: The Japanese Occupation And Economic Decolonization In Vietnam And Indonesia, Thuy Van Pham
Asia-Pacific Social Science Review
The Japanese invaded Vietnam and Indonesia in late 1940 and early 1942, respectively. During the occupation, the Japanese deployed different strategies and policies to govern and exploit the occupied territories. Dutch officials in Indonesia were replaced by Japanese administrators, whereas the French administration in Vietnam was largely retained until the coup d’état of March 1945. Natural resources and economic facilities of both countries were exploited for the Japanese war efforts. The economic exploitation by the Japanese worsened economic conditions, causing terrible famines in Indonesia and Vietnam at the time of independence. However, the Japanese invasion and occupation also led to …

The Impact Of Artificial Intelligence On Ecojustice And Ethics, Vishnu S. Pendyala
Faculty Research, Scholarly, and Creative Activity
Artificial Intelligence (AI) has attained human-level performance in tasks like text summarization, machine translation, and code generation while handling multimodal data. Despite these advances, AI poses challenges such as generating false or biased outputs, causing discrimination, and exhibiting opaque decision-making processes that hinder bias mitigation. Additionally, training large language models (LLMs) for AI consumes substantial energy and can enable autonomous warfare, posing a threat to eco-justice, and raising sustainability concerns. Their ability to create realistic content poses the risk of misuse and perpetuating misinformation. This article addresses these ethical issues and presents solutions through regulation and technology, with examples of …

Quantifying Adversary Military Forces’ Susceptibility To Cognitive Attacks, Bonnie Rushing, Cole Nelson, Shouhuai Xu, Christofer “Raven” O’Keefe, Olga Karpoyan
Military Cyber Affairs
This paper introduces a method to quantify international populations’ susceptibility to cyber cognitive attacks using press freedom and media trust metrics. We present the Cognitive Influence Calculator, a tool that estimates susceptibility (𝑆) based on Press Freedom Scores (PFS) and media trust levels. Findings show that while authoritarian regimes are harder to reach, successful cognitive attacks have greater impacts due to higher trust in state-controlled narratives. Using U.S. wargaming data and international trust metrics, we compute susceptibility scores for the U.S., Russia, China, Iran, and North Korea. Results show an inverse relationship between PFS and media susceptibility, with local/allied …

Brain Scanning: Assessing Emigration Of U.S. Scientific Talent To Surveille Strategic Implications For China’S Dual-Use Technological Capabilities, Diane Dieuliis, James Giordano
Strategic Insights
This commentary analyzes the emigration and remote collaboration of U.S.-trained scientists with China and assesses the strategic implications for Beijing’s dual-use research and development ecosystem. The authors argue that the transfer of scientific talent in fields such as artificial intelligence, quantum computing, synthetic biology, and neurotechnology strengthens China’s Military-Civil Fusion strategy and accelerates both non-kinetic and kinetic capabilities. At the same time, patterns of talent migration and collaboration can serve as indicators of China’s technological priorities, doctrinal shifts, and defense development timelines. The article proposes a balanced U.S. response that combines improved domestic talent retention, refined vetting of international partnerships, …
Artificial Intelligence And Autonomous Systems In Warfighting At Sea, Nicholas Kadlec
Artificial Intelligence And Autonomous Systems In Warfighting At Sea, Nicholas Kadlec
International Law Studies
Much of the debate surrounding the military use of artificial intelligence (AI) tends to focus on lethal autonomous weapons systems. Those are systems that, once activated, can select and engage targets without further human intervention; sometimes pejoratively called “killer robots.” Moreover, debates often focus on their use and risks in land warfare. This land-warfare focus tends to invoke questions about the systems’ ability to distinguish between combatants and civilians on urban battlefields and the potential for mistakes. Legal debates about the lawfulness of AI and lethal autonomous weapons systems in warfare similarly tend to focus on land warfare and thus …

The Case For A Federal Data Privacy Law From A National Security Perspective - What The U.S. Can Learn From Overseas, Theodore H. Massey Iii
Student Journal of Information Privacy Law
The collection of personal data in the private sector has grown exponentially over the years, leading to an exponential growth in the theft and the purchase of personal data by criminals and foreign adversaries. While the United States has implemented EO 14117 and the Protecting Americans’ Data from Foreign Adversaries Act of 2024 to protect against the inherent national security risks associated with data privacy, the United States must create an omnibus federal privacy law if it wishes to mitigate the national security risk. This paper introduces the reader to the increase in personal data collected by private organizations and, …

Algorithms Of Eversion: Contemporary States And Digital Sovereigns, James Libengood
USF Tampa Graduate Theses and Dissertations
The rapid development of artificial intelligence (AI), the internet of things (IoT), and digitization have pushed digital sovereignty to the top of the governance agenda in the 21st century. This notion is expanded upon in this work through seven chapters encompassing theoretical underpinnings, methodological frameworks, and real-world case studies. It shows how multinational corporations dominate digital coloniality, and how the merge of physical and digital reality or eversion poses challenges. The study compares contrasting governance approaches, such as the European Union’s General Data Protection Regulation (GDPR), geared to ethical AI and data protection, versus BRICS nations’ stance on data localization …

Through The Eyes Of A Guard: Watson Kirkconnell And Great War Internment In Canada, Daniel R. Meister
Through The Eyes Of A Guard: Watson Kirkconnell And Great War Internment In Canada, Daniel R. Meister
Canadian Military History
Histories of internment in Canada have paid much attention to internees’ experiences but far less to those of the guards. Correcting this trend, this article offers a detailed case study of one soldier, Watson Kirkconnell, who worked at the Fort Henry and Kapuskasing internment camps. Drawing on his valuable but heretofore unutilised archive of material, this article provides a vivid social history of the camps through Kirkconnell’s eyes. Nuancing the historiography of wartime internment, this article demonstrates how commandants determined the experiences of both internees and guards alike and, at the same time, that staff could sometimes mitigate their superior’s …
The Fear Of Being Unknown: First World War Identification Discs In The Canadian War Museum’S Collection, Brittany Dunn
The Fear Of Being Unknown: First World War Identification Discs In The Canadian War Museum’S Collection, Brittany Dunn
Canadian Military History
Abstract : The Canadian War Museum holds nearly 250 identification discs from Canadian soldiers and nurses of the First World War. Identification discs were objects of bureaucracy, designed to ensure accurate record keeping of the dead and their places of burial. But these discs were more than just an administrative tool, they represented the hopes and fears of soldiers and their loved ones—the hope of being identified in death and the fear of being one of the missing. Military authorities understood the importance of a known grave to soldiers and their families so burial policy evolved over the war to …

Multi-Model Based Iterative Method For System-Of-Systems Architecture Design, Xuemeng Zhao, Tianzhu Ren, Zhemei Fang
Journal of System Simulation
Abstract: In order to solve the problems of difficulties in expressing dynamic characteristics and lack of decision analysis support in developing models of the department of defense architecture framework (DoDAF), an integrated iterative method for combat SoS architecture design is proposed. The DoDAF architecture model integrates and expresses combat-related information from multiple perspectives; the ExtendSim executable model simulates the emergence behavior and dynamic characteristics of combat SoS architecture in multiple scenarios; and the decision model quantitatively analyzes and selects architecture schemes by multi-objective decision rules. Ultimately, a SoS architecture integrated iterative design method of "view-simulate-decide-iterate" is formed. The design process …

A More Perfect Peace: Can The Russia-Ukraine War End Justly?, Nathaniel B. Davis, Marlon A. Thomas
The US Army War College Quarterly: Parameters
This article argues that thinking creatively about war termination, both philosophically and politically, utilizing jus post bellum principles and counterintuitive political trade-offs, reveals an opportunity to achieve a sustainable peace that approximates justice. The article surveys how war aims among belligerents have changed, indicating that further change is possible, particularly at the point of war termination. Next, the article examines jus post bellum principles and their application to the Russia-Ukraine War. Finally, the article contends that Ukraine relinquishing Crimea and the Donbas in exchange for NATO membership might be the key to achieving a durable peace that addresses long-term security.

Strain In The System: Examining The Relationship Between Adverse Childhood Experiences And Pathways Into Cybercrime, Hannah R. Murphy
Strain In The System: Examining The Relationship Between Adverse Childhood Experiences And Pathways Into Cybercrime, Hannah R. Murphy
USF Tampa Graduate Theses and Dissertations
This study examines the relationship between adverse childhood experiences (ACEs) and cybercriminal behavior among 238 active hackers with verified website defacements identified through the Zone-H archive. Drawing upon General Strain Theory, this research investigates whether childhood trauma influences both the developmental timing and motivational aspects of hacking activities. Using ordinary least squares and ordered logistic regression analyses with country-clustered standard errors, the study tested two hypotheses: (1) that higher ACE scores would be associated with earlier onset of hacking behavior, and (2) that higher ACE scores would predict increased likelihood of engaging in revenge-motivated hacking. Results revealed a complex relationship …
China’S Role In A Future Korean War, Jake Rinaldi
China’S Role In A Future Korean War, Jake Rinaldi
The US Army War College Quarterly: Parameters
This article argues that China’s intervention in a Korean conflict will hinge more on North Korea’s ability to hold territory than on bilateral ties. Rather than treat Chinese intervention as a yes-or-no proposition, this study models three scenarios—full intervention, sustained support, and limited support—based on North Korean resilience. Using Chinese-language sources and scenario-based analysis, it assesses how each model would shape key functional areas such as ISR, cyber, materiel, and force posture. The findings offer US defense planners a framework for anticipating variable People’s Liberation Army involvement in a future Korea contingency.

The Pentagon needs to embrace a new methodology called mission-based planning to size and shape the defense enterprise properly. This article critiques several proposals for reestablishing the long-standing two major theater war construct in the face of ongoing shifts in the strategic environment, including the nation’s $36 trillion debt and prospects of annual interest payments beyond $1 trillion. It presents a mission priority alternative focused on strategic prioritization based on the authors’ four decades of experience in strategy/force planning at the service, the department, and the Office of the Secretary of Defense levels. Strategic-level service planners and students of Joint …
The Enduring Lessons Of Vietnam: Implications For Us Strategy And Policy, Martin G. Clemis
The Enduring Lessons Of Vietnam: Implications For Us Strategy And Policy, Martin G. Clemis
The US Army War College Quarterly: Parameters
This article argues that the Vietnam War is a useful case study for assessing an enduring flaw in America’s approach to war. The United States suffered defeat in Vietnam because it privileged military strength and the pursuit of victory on the battlefield over other elements of national power. As in Vietnam, the wars America will likely face in the future will blend conventional and unconventional methods and use a carefully calibrated mixture of military and non-military means. The United States must situate its demonstrated strengths in conventional war fighting within a holistic framework or face similar strategic outcomes.
