· This article describes Children’s Futures, a 10-year initiative in Trenton, N.J., that seeks to improve the health and well-being of children from 0 to 3 years old and ensure that they are ready for school.

· During the first five years, the initiative was successful in implementing a number of evidence-based practices to improve children’s health, such as providing home visits to pregnant women, measuring and improving the quality of day care centers, and improving the use of information systems to track childhood immunizations.

The commons is a theoretical formalism that is useful in understanding many diverse problems of civil society. A common (or commons) is an economic, political, social, and legal institution that enables joint, shared, mutual or collective natural or social action by agents using a “pool” of shared or jointly held or mutually controlled resources. A substantial body of work exists detailing natural common resource pools acted upon by physical or biological agents. The often times high risk environment of African American youth negatively impacts their psychological well being, their family relations and community connections. Many African American youth today are experiencing the vestiges of historical trauma that took root in America in the 17th Century when the first Africans came to America. As a result of generational transmission of historical trauma, many youths today are disproportionately underachieving in education, disproportionately poor, disproportionately monitored by police and incarcerated and disproportionately disrespected by the society at large. Across America, homeless students face a myriad of barriers that impede education and school access and success of homeless children. The purpose of this study was to determine the barriers to enrollment and school success for homeless students. The ultimate goal was to provide information to parents, teachers, administrators, and school districts that could serve as a vital resource tool in educating homeless students while removing barriers.

The Forgotten Minority: A Cross-Sectional And Time-Series Analysis Of American Indian/Alaska Native Child Abuse And Neglect, 1993-2003, Linda Kaye Ketcher

Very little empirical research has been conducted on child abuse among American Indians/Alaska Natives (AI/AN). This dissertation examines the rate of reported AI/AN child abuse from 1993-2003 for the 20 U. S. states with the largest percentages of AI/AN populations. Research on child abuse and neglect from at least two bodies of literature is examined - one on child abuse in the general population and the other on child abuse among American Indians/Alaskan Natives. Based on SAS output from pooled time series analysis, two tables were created, one for the general population and one for the AI/AN population. The results …

Workers at all levels within an organization have the need to manage their work and personal/family responsibilities. Much of the past research on workplace flexibility has focused on managerial or professional positions, and thus, higher-wage jobs and workers with higher incomes. But more recently, researchers have begun to investigate the particular challenges of workplace flexibility for workers who do not fit this mold -- specifically, workers who are hourly, receive a lowerwage, or who live in lower-income families. Youth have been a focus of recreation and leisure programmers for over a century. During that time, assumptions have been made about the value of recreation for young people. More recently, a resurgence of interest has occurred related to positive youth development. In implementing broad community initiatives, the ability to assess the delivery of services is a distinct challenge. Yet, understanding both the magnitude and cross-usage of services by target populations is often a precursor to effective program evaluation, program improvement and additional program planning. This research examines the extent to which a comprehensive early childhood initiative successfully reached young children and their families in a large urban county. Significant gaps exist in health care regarding gender in the United States. Health status, social roles, culturally patterned behavior and access to health care can be influenced by gender. Women have been the primary users of health care and minority women usually have received poorer quality care than Non-Hispanic White (NHW) females. The objectives of this study were to identify gender, racial and ethnic disparities in access to substance abuse treatment in a Texas hospital. Secondary data collected on 1,309 subjects who underwent detoxification were studied. Gender, race/ethnicity, drug of abuse, relapse and financial classification were included in the analysis. …

More than fifty individuals who represented a broad array of perspectives and experiences took part in the roundtable. Kellogg Foundation awarded a $200,000 grant to the United Way of America to demonstrate the ability of three Mississippi Delta states to develop 2-1-1 services and enable community resource data sharing. The three states, Louisiana, Arkansas, and Mississippi, face significant social and economic challenges, particularly in the Mississippi Delta region. The focus of the Kellogg Foundation funding was development of resource databases and 2-1-1 in Arkansas and Mississippi, with particular focus on the Mid South Delta area. This final evaluation report is the culmination of a three-year investment of time, energy and resources involving 28 Massachusetts nonprofit organizations: 7 foundations, led by the Boston Foundation, The Massachusetts Department of Housing and Community Development; and Homes for Families which joined with the Center for Social Policy team to conduct 10 focus groups involving 72 parents and individuals who shared their perspectives on homelessness prevention, with the guidance of a consumer advisory board involving six persons who have experienced homelessness. In the last few decades, an unprecedented number of women with children have entered the U.S. workforce. The ability to negotiate the roles of parent and employee is important to the health and financial well-being of these women and their families, but institutional and social barriers impede the process. Using the empirical and theoretical literature on women and work, this article examines these barriers. The authors address the impact of cultural ideals, psychological processes, and public policy on the maternal work-family balance. This article describes the development of the Community Norms of Child Neglect Scale (CNCNS), a new measure of perceptions of child neglect, for use in community samples. The CNCNS differentiates among four subtypes of neglect (failure to provide for basic needs, lack of supervision, emotional neglect, and educational neglect). Scenarios ranging in seriousness for each subtype were presented to a large community sample (N = 3,809). Confirmatory factor analyses indicated that a four-factor model provided a better fit to the data than did a model specifying only one overall neglect factor, suggesting this sample distinguished among the four subtypes of …

Better utilization of foster families might be linked to parents' reasons for fostering. This study used data from the National Survey of Current and Former Foster Parents to examine relationships between reasons for fostering and types of services and length of service foster parents provide. Top reasons for fostering were child-centered. The least endorsed reasons were self-oriented. Those who fostered to help children with special problems were more likely to have a child placed, had more children, and had fostered more types of special needs children. ASFA emphasized child protection over family preservation, and introduced reforms intended to increase the likelihood and the speed with which children in the child welfare system attain a permanent home. This article details two provisions of the law, concurrent planning and reunification exception, and explores challenges in their implementation. These provisions have the potential to shift the nature of how child welfare services are delivered, and which families will receive them. The September 11, 2001 terrorist attacks redefined the federal approach to disaster planning. Prior to 9/11, disaster and emergency management meant preparedness for and response to natural and man-made emergencies such as floods, hurricanes, fires, and civil discord. The post-9/11 paradigm shift, a multi-pronged approach called "homeland security" strategy, now incorporates a multitude of man- and nature-made disasters to include border and transportation security; emergency preparedness, response and recovery against chemical, biological, radiological and nuclear threats; as well as information analysis and infrastructure protection. This study is based on a content analysis of two primary sources: 1) literature published on lesbian, gay, bisexual and transgender (LGBT) youth in professional journals for school providers (school counselors, nurses, psychologists and social workers) over more than a 30-year period; and 2) materials developed for school providers on LGBT youth by states with laws, regulations and professional policies related to sexual orientation and/or gender identity in schools. In early 2003, the Bush administration proposed and Congress considered two types of highly controversial structural reform to Head Start, the federal program that since 1965 has provided early education and comprehensive health and social services to low-income preschoolers and their families. First, the proposal would begin funding Head Start through federal block grants to the states rather than through direct federal grants to local agencies. Second, the proposal would shift oversight of Head Start at the federal level from the Department of Health and Human Services (HHS) to the Department of Education (ED). This analysis examines Medicaid's role in meeting the health care needs of children in military families who receive their health insurance coverage through TRICARE. TRICARE is the Department of Defense's worldwide health insurance program for active duty and retired military service members and their families. The 2000-2002 National Survey of Children with Special Health Care Needs, as well as a series of semi-structured telephone interviews, were used to assess Medicaid's role as a supplemental insurer for military children with special health care needs (CSHCN).
