Homeless Children Having Children, Yvonne M. Vissing

New England Journal of Public Policy

Homeless teenagers who have babies pose a significant population of concern for those in health and human services. This article explores demographic, structural, and economic changes for homeless young and single-parent families. It proposes that their homelessness is due to these barriers and the problems that result. Case studies illustrate the process of troubled teens becoming homeless women with babies. Policy recommendations for assisting these youngsters are offered.

To a great extent, the potential of a child's future is determined by his or her earliest experiences, including education. The life chances of children, both those who are presumed to be at risk and those who are presumed to have a wide range of opportunities, are examined and discussed in this chapter. Factors that help or hinder life chances are described, and data that serve as indicators of life chances are addressed. National and state data about children considered to be at risk of school failure are reviewed. These data indicate that educators, administrators and policy makers should work …

Using adult jails and lockups for confining youths is a major issue in juvenile justice. Proponents of removing children from these facilities are concerned with the conditions of confinement, the .ate of suicide among youths held in adult facilities, the excessive use of secure confinement for youths, and the legal liability of jurisdictions that hold juveniles in adult facilities. Nebraska has made significant progress in reducing the number of youths confined in adult jails and lockups, but has yet to pass legislation or develop programs and facilities to complete the task. It is a well known fact that poverty is prevalent among single mothers and children. Currently, the Aid to Families with Dependent Children (AFDC) program fails to provide for all children and single mothers in need of public assistance. Previous attempts to "reform" the welfare system have been unsuccessful. However, in the time when the poor's right for social welfare is increasingly threatened, ideas for welfare reform need to be revived. Children represent the fastest growing group of poor people in the United States today. An increase in the number of children living with one parent, an increase in unwed teenage pregnancy, a lack of child support, lower wages and benefits for women than for men, the cost of child care, and unemployment and underemployment in two-parent families contribute to child poverty. Policy options ranging from changing eligibility requirements for assistance programs to establishing state funded health insurance programs are presented. This study was undertaken in order to develop information that could be used to assess the feasibility of Nebraska compliance with federal guidelines under the Juvenile Justice and Delinquency Prevention Act for removing juveniles from jails and lockups for adults. Information derived from existing literature, official data on juveniles in Nebraska jails, data generated from a study of existing alternative detention facilities, and a survey of sheriffs was used. In addition, a policy analysis of Nebraska laws and proposed changes in federal JJDPA law was undertaken.

Child Health And Developmental Problems And Child Maltreatment Among Afdc Families, Isabel Wolock

The Journal of Sociology & Social Welfare

This paper explores the complex interrelationship among the physical health and developmental problems of a child, child abuse and neglect, and poverty. Gaps in agency attention to children's medical needs are identified and recommendations made for reducing these gaps. The analysis is based on interview and agency data for 45 families randomly selected from a group of 365 AFDC recipient families under supervision for child abuse and neglect.

This issue of Review of Applied Urban Research features "Mid-Continent City Crime Rates: A Multivariate Analysis," by Ralph H. Todd.

Preliminary crime data (1975) provided the basis for analysis of variations in major crime among cities of the MidContinent Region. The Uniform Crime Reports measure seven Crime Index Offenses: murder, forcible rape, robbery, aggravated assault, burglary, larceny-theft and motor vehicle theft. Remaining criminal offenses were not considered in this study. Crime rates per 100,000 population were compiled using the FBI Uniform Crime Reports and current population estimates (Table 1 ).
