The city of Omaha has an extensive and complex data processing system. It is so large, in fact, that no single person inside or out of city government is fully knowledgeable about it.

The system as it exists today cannot be described as an information management system as it is neither coordinated nor comprehensive. It consists instead of numerous components that have come together over time without the benefit of an overall plan or clear policy direction. The purpose of this paper is to discuss President Carter's welfare reform proposals, appropriately titled, "The Program for Better Jobs and Income." If these proposals are adopted by Congress, they will guide the Administration in its stance toward and its work with the lowest income sectors of the nation: the welfare poor--those who cannot work and must be supported by the government, and the working poor--those who are able to support themselves, but whose yearly income is less than the poverty level.

Natural hazards have been an increasing problem in wildland recreation areas. This study attempted to identify factors affecting park visitor perception of and preparedness for hazards.

A model was formulated incorporating three major independent variables which might affect park visitor responses to hazards. These were: (1) previous experience, (2) information about hazards provided by the park administration (such as warnings located on signs or in brochures), and (3) visitor perception of whether responsibility for hazards rests with the individual or with an outside authority such as government or God. Attitudes Towards Quality In The Design And Construction Of Nuclear Power Plants, Daniel L. Babcock, Larry G. Harmon

Adequate regulation of construction (and operation) of nuclear power plants has become a matter of growing national concern. Published statements by individuals speaking from two viewpoints, those of the regulatory agencies and the nuclear power industry, suggest divergent attitudes. Nineteen statements from these two points of view were evaluated for agreement or disagreement by 38 knowledgeable persons from both industry and government (of 50 solicited in a mail survey). Survey results showed a general appreciation of the need for some level of regulation and also for the possibility of over-regulation.
