Discussions of boards in the third sector literature usually proceed from assumptions grounded in Weber’s rational-legal authority and international management principles like those of Henri Fayol. The generalizations made about boards are based on rational-legal views of the board as the principal governing body of a nonprofit organization. Much less frequently examined are the roles and functions of boards in organizations grounded in other forms of authority. In particular, the relationship between charismatic authority and boards has seldom been studied. This paper, prepared for the Department of Public Administration, will identify and analyze some problems with succession planning at the Department of Energy Nevada Operations Office. My main concern is the fact that retirements, a hiring freeze, insufficient training funds, and rampant promotions are combining to make the existing workforce at DOE/NV fatter, dumber, and happier. The section on the DOE/NV organization reveals that as a result of Strategic Alignment Initiatives, the organization has downsized, but has not right-sized. City Of Tualatin Youth Development Plan, Holly Hendricks, Matt Michels, Alison Mielke, Justin Patterson, Jon Skidmore, Jason Tuck, Jason Wachs
Master of Urban and Regional Planning Workshop Projects
This project evaluated the recent construction of a public skatepark located in Tualatin Community Park. The skatepark is unique because a group of underrepresented youth initiated the idea of constructing it and helped bring it to fruition. The city has expressed a desire to see this level of energy and commitment duplicated in other youth-oriented initiatives, but needs to have a better understanding of how the skatepark project served as a positive youth development tool. In support of young people, the Tualtin City Council recently named youth issues as a "first tier" priority.

This is a preliminary exploration of the concept of sustainability and its potential usefulness to anthropologists. “Sustainable” is distinguished from “stable” and “viable” in terms of its implications of directionality of time, pointing both backward and forward. Given the time implications, the contexts of “sustainable Xs” (technology, activity, development, etc.) are crucial to explaining what happened to X in the past and prognosticating its future. The argument is illustrated by analyzing data on obsolete fishing practices on Kapingamarangi Atoll (Federated States of Micronesia), focusing on the contexts of change in political /religious organization in the twentieth century. The forests of Samoa (formerly Western Samoa) are rapidly disappearing. This article reviews the history of Samoan deforestation, particularly during the last four decades, in the context of ideas about development and sustainability. It also examines the role of village agriculturalists in the process of deforestation. Recent economic, technological, and organizational changes have increased village agricultural expansion and, consequently, deforestation.

The small-firm metalworking industry is routinely characterized by cutthroat competition and fierce privacy. Yet, since the late 1980s, the members of the western Massachusetts chapter of the National Tooling and Machining Association have participated in an education, training, and technology diffusion network characterized by a high degree of interfirm cooperation. Hundreds of workers and managers have take part in group training sessions and seminars. The reconstruction of the skill base is central to the MechTech apprenticeship program through which apprentices spend four years in participating firms, exiting the program as licensed machinists, tool and die makers, or moldmakers. Distance learning technologies are increasingly used within public post-secondary institutions as a way to deliver courses to students remote from the home campus. Many proponents of distance learning argue that its use provides a method for reaching the educationally undeserved, i.e., those who lack access to higher education. If a distance learning program decreases access barriers, then it is congruent with traditional American values of providing universal access to education to all citizens. The Nevada Test Site (NTS) has served a crucial role in protecting the nation's security over the last 50 years. Changing national budgets and fiscal priorities have signaled dramatic adjustments for the NTS. Following the 1992 nuclear testing moratorium, the U.S. government has begun to make parts of the NTS available for private-sector use in an effort to generate money, utilize the Test Site's unique resources and capabilities, and provide economic development to southern Nevada. This study examines the most important management roles, as viewed by Adult Protective Services supervisors and Adult Protective Services staff members in Region 11. A total of 6 supervisors and 51 staff members were mailed questionnaires on October 1, 1998. A total of 5 supervisors and 26 staff members completed and returned the questionnaires.
The study is limited by a lack of a consistent management role theory, limited to a basic method of aggregation, and limited to a specific population.

The purpose of this research was to examine Business Process Reengineering as a feasible methodology to be used to help reorganize the Brazilian Aeronautical Ministry. Using a qualitative approach, this research developed an analysis of BPR beginning with the concepts elaborated by Hammer and Champy. The research also investigated the laws and regulations used by the United States Government to apply BPR in all branches of its military. The present study aims at comparing the direct and indirect effects of coping strategies (control and support coping) and work locus of control (externality) on the stress-strain relationships among managers in Greater China (Peopled Republic of China [PRC], Hong Kong, and Taiwan) using the Occupational Stress Indicator (OSI). Self-administered survey method was employed to collect data from 249 (164 males, 85 females) managers in China, 280 (159 males, 120 females, 1 unclassified) managers in Hong Kong, and 347 (191 males, 151 females, 5 unclassified) managers in Taiwan. There is a fundamentally new dynamic in American health care, one that has yet to be fully experienced but that threatens to leave a large portion of the American population without access to the quality health care they have received in the past. While the federal government has not completely abandoned the goal of assuring universal health care, a goal that dates back to the creation of Medicare and Medicaid in the 1960s and even earlier, the mechanisms to pursue that goal have changed. It is vital, therefore, that students of peace and conflict work out ways of harnessing the creative imagination of everyone so that all peoples can envisage a positive future and ways of realizing that future. In July 1945, Vannevar Bush wrote the treatise that outlined federal science policy for the next 50 years: Science - The Endless Frontier. Given that the government had not financed in any significant way any non-agricultural research prior to WWII, Bush's report fundamentally altered the federal government's approach to scientific research. The report also strongly influenced the congressional decision to establish the National Science Foundation. Nevertheless, federal government did not implement Bush's policy recommendations, and today there is a shortness of vision to science policy planners. Managed Care is a generic term for a broad and constantly changing mix of health insurance, assistance and payment programs which seek to retain quality and access while controlling the cost of physical and mental health services. The introduction of managed care fundamentally transforms the traditional “agency” relationships on which modern social work was built. Little research on its impact on social services is currently available. For the past three decades the topic of the proper role of state mental hospitals has been vigorously debated as a major public policy issue in Massachusetts. The state has had two runs at hospital closings: the first between 1973 and 1981, when the deinstitutionalization policy flourished, the second between 1991 and 1993, when the privatization policy was developed. In making the case for this seismic shift, a governor's special commission concluded that the state had too many hospitals for too few patients at too high a cost. This paper examines the strategic planning process used by the Halton Regional Police Service to assess its effectiveness in terms of counteracting staff resistance to change. Case studies of the process that was used in 1991 and repeated in 1995 were conducted. The findings reveal that the working philosophy of strategic planning would be better served by fully recognizing and anticipating employee resistance to change within the strategic planning process and developing solutions to help overcome its effects.

Piece Rate Payment Schemes And The Employment Of Women : The Case Of Hong Kong, John S. Heywood, Xiangdong Wei

Past studies unanimously confirm that establishments with high shares of women workers are much more likely to adopt piece rate schemes. This result follows the presumption that women are poorly motivated by deferred compensation because of their shorter expected tenure. An original survey of establishments provides the first test of the determinants of piece rates in Hong Kong. Unique survey questions identify the presence of deferred compensation for which the share of women was presumably a proxy. Despite these controls and their significance, the share of women fully retains its role. We suggest an alternatives to the received theory behind …
