Commercialisation is the product of a government deciding to address the perceived inadequate performance of public agencies by forcing civil servants to pursue a results-oriented approach to their management using business principles and practices. Its implementation brings into focus a variety of policy issues that governments must address. Moreover, effective commercialisation of a public agency requires the adoption of a commercial framework that then sets the context for the necessary structural, cultural and procedural changes. To implement such changes requires on-going political commitment and adroit senior executive civil servants. This dissertation synthesizes a conceptual plan for the provision of reception facilities to improve marine environmental protection in the Philippines. The study is premised on the perception that the various pollution control measures formulated by the Philippine Coast Guard, which are mandated to address ship source pollution, are not being implemented due to the absence or severe inadequacy of the needed reception facilities in ports. The extent of maritime activities is presented while the various legislation, rules and regulations adopted by the Government concerning marine environmental protection in general, and the provision of reception facilities in particular, are examined. Implementing Community Policing: A Documentation And Assessment Of Organizational Change, Emmajean Williams

Four research questions guided this documentation and assessment of the Portland Police Bureau's conversion to community policing. These questions generated a description of the events and circumstances that created the perceived need for change in the Bureau's role and function; a search for justification for selecting community policing as an alternative policing approach; a comparative analysis of past attempts to implement innovative change of a similar dimension in police organizations; and an assessment of the process by which the Bureau implemented this new policing strategy.

The number of layoffs and the amount of downsizing in corporate America are both happening at unprecedented rates. Firing workers has falsely become the ultimate management tool to success. The old social contract of work in exchange for fair pay and some measure of job security is deteriorating. Accordingly, this paper introduces a new social order that replaces paternalism with partnership, views employees as value-adding resources, and focuses both employers and employees on meeting the customers' needs and desires.

As American education struggles to achieve new competencies for an emerging information age, popular reforms remain locked in industrial-era metaphors. Testing for basic skills, teacher professionalism, and school-business collaboration assumes that schooling prepares workers with skills for predictable roles. Meanwhile, computers and related technologies make possible low-cost information that is transforming learning and jobs. Hierarchical organizational structures that subordinated most employees have given way to flatter, flexible teams. Quasi-autonomous decision making by knowledgeable professionals extends to more and more workers. This article presents an overview of inclusion, a practice that is being utilized increasingly in schools across the country. In inclusive schools, students who have disabilities learn together with their nondisabled peers. Teachers and support staff collaborate to serve all students in integrated classes. After reviewing the social and legal background of inclusion, Henderson describes specific strategies for designing and implementing successful programs. He outlines organizational change, curriculum and instruction modification, and school culture transformation.

Total quality management [TQM] is an approach to improving the competitiveness, effectiveness and flexibility of the whole organization through the improvement of the organizational processes and those who perform them. There has been a rising interest among public sector professionals in examining the applicability and usefulness of TQM methods to public organizations. This research provides descriptive information about the experience of three health care organizations that vary in terms of ownership, whether being publicly or privately owned, with implementing TQM. In developing health care reform proposals, it is important to recognize that our health care system has evolved over a long period of time and reflects values in which Americans believe deeply--values like pluralism and entrepreneurialism, consumer choice, limited government, and low taxation. Any major reforms will assault, or at least do some violence to, these values. The purpose of this study was to identify the areas of responsibility that were perceived by worksite health promotion directors as most important to the success of their organization's health promotion program. A survey instrument was designed and mailed to 111 health promotion directors in the state of Iowa, Minnesota, and Wisconsin that were 1992 members of the Association of Fitness in Business (AFB). Subjects were asked to rate the importance that 27 responsibilities associated with four areas of competence receive within their organization. Characteristics Of Social Welfare Stasis And Change: A Comparison Of The Characteristics Of Two Child Welfare Agencies In The 1920s, Eve P. Smith

The Journal of Sociology & Social Welfare

This article describes and compares two child welfare agencies of the 1920's with regard to qualities that influenced or inhibited their ability to change. While one agency gave up its institution in favor of foster home care and mother's pensions; the other continued to provide only institutional care. Four characteristics may account for the difference. They are the organizations' networks; amount of "sunk costs" associated with change; ideologies and interests of organization leadership and the agencies' "boundary spanning" activities. If further studies confirm these, then we may encourage organizational changes so that contemporary agencies may meet emerging client needs.

Segre suggests that family homelessness is merely the latest and most devastating example of America's lack of commitment to children and families. The history of human services for children is presented to show that, both at the community and at the policy levels, this population and its needs have been neglected, subjected to fragmentation, and consistently downgraded on our lists of priorities. This paper examines the organizational changes that have taken place in Hamilton-Wentworth as a result of the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA) based on case studies of the regional clerk’s department and the regional police department. The findings reveal that when change occurs at the municipal level, it is important to view the organization as a compilation of the organizational structure, the groups within the organization, and the individuals who comprise those groups in order to avoid decline.

The study was conducted to evaluate the differences in how Nebraska agricultural educators and their administrators viewed the current and future importance of selected job responsibilities of the secondary agriculture education instructor in Nebraska. A mailed survey was used to collect data for the survey. The questionnaire was mailed to a random sample of 40 instructors, principals and superintendents of high schools in Nebraska that offer agricultural education. An overall return rate of 69 percent was achieved. Respondents were asked to rate the current and future importance of 58 selected job responsibilities of the agricultural education instructor. In July 1987, the Nebraska Department of Social Services successfully applied to the U.S. Family Support Administration's Office of Child Support Enforcement for funds to conduct a Demonstration Project. This Demonstration Project, "The Nebraska IV-D/IV-A Intake and Phone Collection Project," was designed to increase telephone activities and improve intake practice as part of the ongoing child support collection activities. It was expected that such improvements would result in an increased level of absent parent location and an increased level of child support payment.

The objective of this study was to determine what effects the conversion of the Coldwater Regional Mental Health Center from a facility serving developmentally disabled residents to one serving mentally ill residents had on the lives of its employees.

Deinstitutionalization has been taking place nationwide at the same time prisons have been expanding. In Coldwater, Michigan, buildings that were left empty as a result of deinstitutionalizing mentally retarded individuals were taken over by the Department of Corrections to be used as prisons.
