The growth of ISO 14001 certificates worldwide has led to much research on the role of voluntary standards in improving the environmental impacts of industry. Most of this research, however, has focused on industrialized countries, with very little research examining the effects of ISO 14001 and other voluntary initiatives in the developing world. This is especially unfortunate because it is in these very countries that proponents of ISO 14001 claim the largest benefits of the standard will occur, by helping polluting industries improve performance and by assisting environmental regulators in enforcing laws more effectively.

During the first 24 to 72 hours following a terrorist attack, local officials and first responders will be responsible for dealing with the initial aftermath. While most officials—federal, state, and local—have all acknowledged that domestic preparedness must occur at the bottom of the governmental structure, it is unclear if any changes to emergency response planning have actually occurred at the local governmental level.

Violence in the social services work place in general, and the developmental services in particular,h as increased in the last several years. Findingsf rom an ethnographic study suggests that new, lean forms of work organization remove opportunities to use or learn many of the tacit or practice skills workers previously used to keep themselves and their clients safer in the work place. The goal of this research was to investigate the impact of change on organizations, in the absence of a preparedness program and to develop strategies for overcoming resistance to change, in the midst of a proposed initiative that has become stalled as a result of mistrust and cynicism. While research suggests that staff resistance to change and intentional subversion have hampered prior welfare reform efforts, this does not appear to be the case for the 1996 Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA). This paper draws on data from a study of East County, New York to explicate the mechanisms that have enabled the unprecedented transformation in local implementation practice in this case. The evolution of law enforcement in the United States has created a circumstance where thousands of smaller communities are served by a police agency, some of which may not have the capability or resources to provide adequate police service. Many of these are agencies operate within a geographical area where they are joined by common boundaries, yet each operates as an autonomous police force. Responsive Regulation In Child Welfare: Systemic Challenges To Mainstreaming The Family Group Conference, Paul Adams, Susan Chandler

The purpose of this article is to examine the challenges inherent in trans- forming child welfare services. We apply Braithwaite's model of responsive regulation to the restorative practice of family group conferencing in child welfare. Shifting the role of the state away from controller of families in the child protective services system to one of regulatory partner with them is extraordinarily difficult. The paper looks at the complexities of reorienting child welfare services through the use of family group conferences on a large scale.

The City of Portland, Oregon has experienced unprecedented population growth in the last decade, much of which has been accommodated through infill development. Not all infi ll development has contributed to meeting design goals, prompting the City’s Bureau of Planning to launch the Infill Design Project in 2003. The Infill Design Project aims to improve the design of multi-dwelling and rowhouse development outside the Central City. Managers' Occupational Stress In China : The Role Of Self-Efficacy, Changqin Lu, Oi Ling Siu, Cary L. Cooper

The role of self-efficacy, an individual difference variable, in occupational stress research is seldom discussed, and is even rarely examined in Chinese societies. This study investigates the relationships between stressors, managerial self-efficacy (MSE) and work-related strains (job satisfaction, physical strain, and psychological strain). A total of 450 enterprise managers in eight cities of the People's Republic of China completed a battery of structured questionnaires. The results of the study generally support that total stressors was negatively related to job satisfaction, physical strain, and psychological strain. This case study of the September 11, 2001, terrorist attacks examines how the Metropolitan Transportation Authority, New York City Transit, Port Authority, and other transit systems responded to the events of 9-11, and how the Office of Emergency Management (OEM) worked to coordinate response and recovery operations; it also seeks to identify those lessons that can be captured before participants rotate or retire, memories dim, and what was learned is lost. Does Whole-School Reform Boost Student Performance? The Case Of New York City, Robert Bifulco, William Duncombe, John Yinger

Thousands of schools around the country have implemented whole-school reform programs to boost student performance. This paper uses quasi-experimental methods to estimate the impact of whole-school reform on students' reading performance in New York City, where various reform programs were adopted in dozens of troubled elementary schools in the mid-1990s. This paper complements studies based on random assignment by examining a broad-based reform effort and explicitly accounting for implementation quality. Two popular reform programs--the School Development and Success for All--do not significantly increase reading scores but might have if they had been fully implemented. This study focuses on the modem day use of TQM, reengineering and privatization initiatives to gain efficiency and effectiveness in government operations, and the impact of alignment on the successful implementation of these three initiatives. A large state government agency which is currently using TQM, reengineering and privatization was used as a case study. Two-hundred-and-twenty-four employees were voluntary participants. Race, Welfare Reform, And Nonprofit Organizations, Michael Reisch, David Sommerfeld

The Journal of Sociology & Social Welfare

This article presents research on the impact of welfare reform on 90 nonprofit organizations in Southeast Michigan. Utilizing a refined survey instrument, in-depth interviews and focus groups with agency executives and staff, and the analysis of agency documents, it assesses how the racial characteristics of agencies' client populations affected the organizational consequences of welfare reform. The study confirmed that welfare reform has affected the ability of nonprofit organizations to meet the increased expectations generated by recent legislation. These effects have been particularly pronounced among agencies serving a high proportion of racial minority clients.

For the past several decades, leisure researchers have investigated

the impact that race has on leisure behavior and preferences, but

there remains a paucity of research that addresses the issue of race in the leisure services workplace. Therefore, the purpose of this study was to investigate the perceptions of inequity, discrimination, and promotion opportunities among African Americans in the field of public parks and recreation. The study was conducted in multiple phases, and all included African Americans who were working for public recreation agencies in a midwestern state. Impact Of Transformational Leadership On Follower Development And Performance: A Field Experiment, Taly Dvir, Dov Eden, Bruce Avolio, Boas Shamir

In a longitudinal, randomized field experiment, we tested the impact of transformational leadership, enhanced hy training, on follower development and performance. Experimental group leaders received transformational leadership training, and control group leaders, eclectic leadership training. The sample included 54 military leaders, their 90 direct followers, and 724 indirect followers. Results indicated the leaders in the experimental group had a more positive impact on direct followers' development and on indirect followers' performance than did the leaders in the control group.

To combat the epidemic of youth gun violence in the 1980s and 1990s, law enforcement agencies across the United States adopted a variety of innovative strategies. This article presents case studies of eight cities' efforts to police gun crime. Some cities emphasized police-citizen partnerships to address youth violence, whereas others focused on aggressive enforcement against youth suspected of even minor criminal activity. Still others attempted to change youth behavior through "soft" strategies built on alternatives to arrest. Finally, some cities used a combination of approaches. This qualitative study investigates the relationship between the two constructs: Organizational Climate and Organizational Commitment.

Litwin and Stringer (1968) suggested that a molar model is needed to explain employee behavior and motivation. Climate was proposed as this molar construct. Research concerning Organizational Climate resulted in multiple definitions and little consensus concerning the number and use of multiple dimensions of this construct. The almost exclusive use of survey methods coupled with methodological confusion with Organizational Culture created difficulty with the use of this important construct.

Reengineering was a management tactic designed to reduce costs and increase efficiencies in the work place. Although many hospitals reported reengineering efforts were a priority during the latter part of the 1990s, little research has been done to determine the effects of reengineering on cost and quality performance indicators.

This research studied a large regional medical center located in southwest Michigan, which implemented patient-focused care redesign.
