Older Americans make up an increasingly significant part of the total United States population.1 Older citizens comprised about 11 percent of the national population, and numbered approximately 24 million in 1978.2 More importantly, older Americans have increased as a proportion of the total population and have increased in number by 23 percent between 1970 and 1980.3 In Nebraska, an estimated 13 percent of the population are "elderly," and only a few other states, mostly in the …

The Center for Applied Urban Research continued to fulfill its mission of applied research, community service and training during 1980-81. Two major events that took place during the past year have greatly strengthened the ability of CAUR to carry out this mission. In October, CAUR moved into new quarters at the Peter Kiewit Conference Center at 1313 Farnam on the Mall in downtown Omaha. With just over 7,000 square feet of space, CAUR has been able to carry out project activity in a more efficient manner. The Center for Applied Urban Research provides professional services in applied research, training, and community service. Primarily these services are provided to state provided and local governmental units in Nebraska, though some activities may be national or international in scope. To a lesser extent, services are provided to private groups and agencies. CAUR, a unit within the College of Public Affairs and Community Service at the University of Nebraska at Omaha, was initially established in 1963 as the Urban Studies Center at the Municipal University of Omaha.

The original report on which this article is based resulted from research conducted by CAUR for the Nebraska Mexican American Commission with funding from the Nebraska Commission on Aging. Dr. DiMartino and Carole M. Davis were co-investigators for the project and co-authored the lengthier report. The cooperation and assistance provided by so many members of the Hispanic communities in Lincoln, Omaha, and Scottsbluff made the study possible.

This report contains the findings of a study carried out by the Gerontology Program at the University of Massachusetts Boston concerning the effects of the escalating fuel costs on the lives of the elderly who must pay for their own heat. Through the use of an interview format known as "modified critical incident" technique, a team of mostly elderly students spent several weeks during the winter of 1980 eliciting responses from more than 100 elderly individuals from throughout the greater Boston area. This study is an inter-disciplinary analysis of the backgrounds of the Carter administrative elite. Various theories of political science, public administration, and ethics are presented in relation to Jimmy Carter's appointees. A background composite is presented of the elites' education, career before government service, age, sex, and geographic region of birth and socialization. Information about the elites was obtained from biographical listings, and was stored and processed by an electronic data processing system.

The Carter administrative elite has included persons who have been named to positions that do not maximize their experiences and qualifications in the most appropriate manner. This …

The successful delivery of human services requires rational program planning. Rational program planning, in turn, requires evaluation of 1) the needs of targeted client groups, 2) the availability of established services to the potential clients, and 3) the utilization of available services by the client population(s). The success of human service delivery systems, therefore, must incorporate the assessment of public programs in terms of the correspondence between client needs and service provision and usage.

The possibility of social regulation of wolf populations has been discussed in the literature for several years. Some of the first ecological studies of wolves indicated that their populations did not increase as rapidly as was theoretically possible, and that they reached a saturation point apparently not set by food. Subsequent captive studies demonstrated the existence of social mechanisms possibly capable of regulating population growth. However, the importance of these factors in wild populations has not been established. The purpose of this paper is to reflect on the nature of social policies and the public policymaking process. It is demonstrated that public social policies tend to accrue an aura or ideology of benevolence that is only partially warranted, and that may be quite misleading to policy analysts and citizenry. The major thrust of the paper is to consider the social policy process as a strategy for public decision-making. As such, properly organized, it can provide an alternative and complementary strategy to electoral politics and protest movements. This paper introduces the central dimensions which have emerged in the current welfare reform debate. They include adaquacy, work incentives, family stability and cost. The last legislative session introduced a new group of "welfare reform" proposals, each attempting to address these critiques of the current welfare system. Considering four major bills including Carter's Comprehensive Program for Better Jobs and Income on the basis of recent research findings, results in a tentative preference for Carter's plan. It addresses the major reform dimensions better than the others and would result in modest improvements. Nevertheless, true reform is unlikely to be achieved by …

The objective was to identify the leisure preferences of elderly in Bowling Green Nutrition Programs. This objective was to be accomplished through the utilization of a leisure preference test. Since no leisure preference test was found, the study was significant not only for the results obtained but also to evaluate this new test.

The test was designed after the format utilized in the Edwards Personal Preference Test. Major categories were selected and each was composed of five leisure opportunity statements. Each category was placed in opposition to every other category four times to comprise the test. A test was then …
