Focal Point, Volume 01 Number 03, Portland State University. Regional Research Institute

Research and Training Center - Focal Point

Therapeutic Case Advocacy (TCA) is one approach to helping emotionally handicapped children and their families. It is described here as a multi-level model to improve services for this population for two reasons. First, the approach typically requires planned, coordinated activity on three levels: the child and family, the lead organization providing services, and interagency collaboration. Second, the word "model" conveys the idea of what the real thing might look like.

The model is a preliminary pattern, a plan for guiding the actual process of helping emotionally handicapped children and their families. It is not a recipe. Any actual process of …

Job Match: Together For Good Business - Accommodating Individuals With Special Needs In The Workplace, Center For Public Affairs Research (Cpar)

Publications

The purpose of this module is to explain the systematic process needed to successfully employ people with special needs (individuals with disabilities and older individuals). This process may seem most useful to job developers and job coaches whose primary role is vocational training and job development. However, much of the material, particularly the chapters on job analysis (3), job matching (4), and adaptations (5) will be equally useful to employers. This training kit provides information that allows businesses, industries, and employing agencies to work cooperatively to design training and employment programs that meet the needs of individuals with special needs, …

How To Argue About Health Care, Don Herzog Feb 1987

How To Argue About Health Care, Don Herzog

Articles

Despite the aggressive title of this article, my goals are modest. I begin by explaining briefly what should at any rate be obvious: that health care policies inescapably raise moral and political difficulties, difficulties that no technical fix could resolve. I move on to puzzle over the connections between some of the more abstract issues of moral and political theory and medical policy: here I urge that we develop a more sustained taste for exploring the moral conflicts embedded in our current practices. Finally, I suggest a strategy for making nitty-gritty facts-from the concrete world of third-party payment, expensive technology, …

The Nebraska Legislature: Policy Implications Of Its Organization And Operation, Robert Sittig Jan 1987

The Nebraska Legislature: Policy Implications Of Its Organization And Operation, Robert Sittig

Center for Public Affairs Research (UNO): Publications

The adoption of a nonpartisan unicameral legislature by Nebraska voters in 1934 increased the opportunity for distinctive policymaking in the state. This reform moved Nebraska to the forefront on many measures of legislative capability, such as structural simplicity, open deliberative process, and level of staff assistance. Yet, the Unicameral lags behind other states on other measures of legislative effectiveness and modernization. This is illustrated by inadequate compensation for legislators, insufficient winnowing if bills prior to floor consideration, and modest restraint of interest group activity. The uniqueness of the Unicameral continues to bring Nebraska attention. Although its organization and operation receive …

Department Chairperson Behaviors: Enhancing The Growth And Development Of Faculty, Myra S. Wilhite

Department of Agricultural Leadership, Education, and Communication: Dissertations, Theses, and Student Research

The major purpose of this study was to identify behaviors used by academic department chairpersons to assist faculty professionally and to describe conditions which affect those behaviors. Descriptive research design was employed in this study with major emphasis on the interview method of data collection and subsequent descriptive analysis. The survey population was 30 academic department chairpersons representing ten of the twelve North Central Region Land-Grant Colleges of Agriculture. Six case studies were presented to demonstrate how chairpersons assist "troubled" faculty. Chairs were convinced that many potential problems could be averted by frequent interaction and continual monitoring of faculty performance. …

Historical Commentary: Vietnam And Revisionism, David Culver Jan 1987

Historical Commentary: Vietnam And Revisionism, David Culver

Bridgewater Review

Last year General William Westmoreland told a Boston College audience that politicians caused America's defeat in Vietnam. Westmoreland’s charge reflects recent Vietnam War revisionism, the effort to rationalize America’s defeat by claiming that United States forces were prevented from winning. Besides the politicians, who reduced military spending, the revisionists’ cast of villains includes the media and antiwar dissenters, who turned the nation against the war, and various Presidents, who restricted military operations. If polls are to be believed, these interpretations are widely held by Americans, especially Vietnam veterans.

Groundwater Quality And Policy Options In Nebraska, Mary E. Exner, Roy F. Spalding Jan 1987

Groundwater Quality And Policy Options In Nebraska, Mary E. Exner, Roy F. Spalding

Center for Public Affairs Research (UNO): Publications

Potential contaminants and the occurrence of groundwater contamination in Nebraska are discussed. An overview of Nebraska's policy response to groundwater quality reveals that the policy has been fragmentary and generally reactive. Although a comprehensive groundwater quality protection strategy is needed if the groundwater is to be protected from potential point and nonpoint sources of contamination, it must recognize the site-specific nature of most groundwater contamination. The Nebraska Chemigation Act and the Petroleum Products and Hazardous Substances Storage and Handling Act passed in 1986 were the first comprehensive legislation addressing prevention of point source contamination. Proactive policies for the prevention of …

Some Observations On Closing The Gap, Jeremiah Cotton Jan 1987

Some Observations On Closing The Gap, Jeremiah Cotton

Trotter Review

James P. Smith and Finis R. Welch, along with fellow economist Richard B. Freeman, have been primarily responsible for the much accepted notion that there have been “dramatic” advances in the economic situation of blacks in the recent past. Closing The Gap: 40 Years of Economic Progress for Blacks (CTG) is just the latest installment and reworking of this optimism. Freeman attributed the alleged progress to a “collapse” of labor market discrimination caused by “governmental and related antidiscrimination activity associated with the 1964 Civil Rights Act.” Smith and Welch, on the other hand, have always been somewhat agnostic about the …

State Management Systems: The Case For Internal Controls, Joseph A. Mchugh Jan 1987

State Management Systems: The Case For Internal Controls, Joseph A. Mchugh

New England Journal of Public Policy

This article contends that recent managerial improvements in the federal government can and should be replicated by the states. Although effective internal controls in federal agencies and programs had been mandated in 1950, little progress was made until the late seventies and early eighties, when Congress enacted several laws to strengthen federal financial management and the executive branch initiated a modernization program. This happy confluence of events brought significant improvements to federal management as a whole. Now it's time for similar progress in state operations. State and even local administrators should adopt the best features of the federal model in …

Trust, Self-Interest, And Representation In Economic Policymaking: Rhode Island Reconsidered, Thomas J. Anton, Darrell M. West Jan 1987

Trust, Self-Interest, And Representation In Economic Policymaking: Rhode Island Reconsidered, Thomas J. Anton, Darrell M. West

New England Journal of Public Policy

Industrial policy has become an increasingly central focus of political debate as American society struggles with new and troubling economic realities. Yet despite the importance of this subject, little is known about how the public gains or processes information on these matters, or about the evaluative standards used to judge industrial-policy proposals. A recent referendum in Rhode Island offered a unique opportunity to study these questions. Citizens participated directly in the debate over new industrial policy by soundly rejecting the Greenhouse Compact, a novel and comprehensive plan to "reindustrialize" Rhode Island. Here we report the results of a public opinion …

Remembering Who We Were: Boston Books, 1986, Shaun O'Connell Jan 1987

Remembering Who We Were: Boston Books, 1986, Shaun O'Connell

New England Journal of Public Policy

Shaun O'Connell's essay, "Remembering Who We Were," gives a Boston perspective to our search for self, identity, and possibility. For its writers, he concludes, "Boston remains a vibrant state of mind, an occasion for sustained verbal reflection, a site of personal and cultural conflict, a city still in the making." And while there may be anxieties "beneath its high-tech prosperity, its high-style glitz and its political clout ... over the separations between the people we once were and those we have become or those we might become" — that "might" will be immeasurably strengthened if policymakers adhere to policies that …

A Study Of The Factors Which Influenced The Perception Of Cooperation Between County Extension Agents And Vocational Agriculture Teachers In Nebraska, Robert Duwaine Boettcher Dec 1986

A Study Of The Factors Which Influenced The Perception Of Cooperation Between County Extension Agents And Vocational Agriculture Teachers In Nebraska, Robert Duwaine Boettcher

Department of Agricultural Leadership, Education, and Communication: Dissertations, Theses, and Student Research

The primary purpose of this study was to determine the factors which county agents and vocational agriculture teachers perceived to influence the extent of cooperative arrangements and activities that exist in Nebraska. A questionnaire was used to survey county extension agents and vocational agriculture teachers in Nebraska. The sample was drawn from all agents and teachers in Nebraska in April 1986. A 50 percent sample of each population was selected to receive surveys with 34 of the 45 county agents and 61 of the 70 vocational agriculture teachers providing valid responses. The results were tested for frequency and then cross …
