Eviction In Oregon's Subsidized Affordable Housing, Yi Wang, Lisa K. Bates, Azad Amir-Ghassemi, Minji Cho, Marisa Zapata, Jacen Greene, Colleen Carroll, Devin Macarthur

Despite Oregon's expanded investments in affordable housing development and eviction prevention, over 5,400 eviction cases were filed in the state’s subsidized housing from January 2019 to December 2023. This report maps out the landscape of subsidized housing eviction in Oregon and brings attention to the high share of eviction judgments in subsidized eviction cases, the disproportionate rate of eviction filings from housing-authority-contracted management companies and nonprofit housing providers, and the great disparities in legal representation between landlords and tenants.

American state governments occupy unique political roles when it comes to critical public-facing policy areas like education, health, transportation, and commerce, and therefore they administer many public services and benefits that affect immigrants and their communities. This study expands the existing knowledge of the ways in which U.S. state governments digitally engage with their immigrant populations, doing so through a landscape analysis that maps the information and resources provided for and about immigrant communities on 413 immigration-related webpages across all 50 U.S. state governments’ official websites. Two Latin phrases describing litigants—pro se (for oneself) and in forma pauperis (IFP, as a poor person)—prompt this inquiry into the relationship between self-representation and requests for filing fee waivers. We sketch the governing legal principles for people seeking relief in the federal courts, the sources of income of the federal judiciary, the differing regimes to which Congress has subjected incarcerated and nonincarcerated people filing civil lawsuits, and analyses enabled by SCALES, a newly available database that coded 2016 and 2017 federal court docket sheets. Previously, eviction has been perceived as a legal problem rather than a social issue. Previous literature examines eviction as a social problem and the role of program administrators in policy implementation. Through a mixed-methods study of in-depth semi structured interviews and secondary descriptive analysis of eviction data, this study serves explores program administrators’ perspectives on housing policy and eviction practices and the impact these perspectives have on policy implementation and eviction prevention. In 2020-2021 Oregon legislators approved $74.7 million to assist communities to purchase local motels and convert them into emergency shelters. The goal was to help keep people safe during COVID and to address the need for housing for victims of the wildfires in light of the deficit of appropriate shelter resources facing the state. A total of 19 projects received funding, and by 2023 all of the projects were providing services to people experiencing homelessness. Combined, this resulted in 865 new units of emergency shelter-- a 20% increase in the state’s supply. According to an analysis done by Oregon Community …

Small minority group organisations rarely collaborate with other nonprofits owing to a lack of expertise and resources. Third-party facilitators can help these groups navigate the process of collaboration. However, the literature has largely ignored their role in the process. We address this gap by studying the challenges third-party facilitators face in the collaboration process and best practices they can apply using the Community Collaboration Initiative (CCI), a unique third-party-facilitated collaboration process working with Muslim American nonprofits.

Two interventions which have been successful in housing and maintaining housing for individuals who have serious mental illness and are classified as chronically homeless are the Housing First Model and community integration. Currently existing models of community integration were created using dated information and definitions, created from a medical model and not a social framework. Therefore, this dissertation used a phenomenological approach to define community and whether, by that definition, the participants feel integrated into the community. This included the interviewees’ experiences with Pathways to Housing DC and transitioning from homeless to housings and the Housing First Model.

Latine immigrant households often face housing instability due to language barriers, immigration status, and limited access to government resources. Oregon farmworkers experience additional obstacles to safe and stable housing caused by low wages, a lack of affordable housing options, and social isolation. In light of the identified needs and lack of equitable access to resources that this group experiences, the Evicted in Oregon research team conducted focus groups with Latine immigrant and farmworker tenants in Multnomah, Washington, and Marion Counties. The study sought to explore the impact of the New York State “Bail Reform Act of 2019,” in rurality. It examined some of the legislative goals of the law, the claim that it caused crime, and offender experiences in rurality. Secondary data was used to map the rural crime landscape and primary data was collected from offenders during face to face interviews. The study was framed using deterrence and opportunity approaches and situated within the broader field environments; legislative, courtroom, and community. Mobility directly impacts access to opportunities for all protected classes; however, transportation planning and public transit agencies and housing authorities rarely coordinate affordable housing and the transportation system planning decisions. This lack of coordination often leads to mismatches between access to opportunities and affordable housing. Violence has traditionally been viewed through the lens of armed conflict or specific, concrete violent incidents. However, it is necessary to understand that violence may be a chronic phenomenon— a persistent, deeply ingrained aggression affecting daily lives.

The report makes the case for reconceptualizing violence in the Women, Peace and Security (WPS) and gender equality fields, building upon feminist conceptions of the continuum of violence to recognize that societal structures, systemic discrimination and even pervasive cultural norms can be sources of violence. Islamophobia and a lack of legitimacy heavily impact Muslim-led nonprofits and limit their relationships with philanthropy in the United States, resulting in an anemic, continually underfunded sector. This article explores that disconnect within a discussion of the Year of Learning, a unique series of virtual workshops that brought together foundations and nonprofits serving the Muslim American community.

Among the barriers to more effective relationships that emerged from the workshops were the presence of Islamophobia within society at large and philanthropy in particular, a hesitance among U.S. foundations to fund faith-based work, and a lack of capacity among Muslim-led nonprofits. Also …

In this thesis, I track political rhetoric surrounding poverty and welfare from 1950-2005. I first provide thorough context on the history of welfare policy in the United States and the way these issues were framed by politicians leading up to the period my data covers. My analysis centers on 108 political party platforms from the national Republican and Democratic parties and from state parties in North and South Carolina, ranging from 1950 to 2005 (31 of which I located in archives and manually digitized for the first time ever). This study explores the interrelationships of urban policy, affect, and power through a critical discourse analysis of New York City's "Universal Access to Legal Services" / "Right to Counsel" ordinance, a 2017 initiative that has persisted amidst the evolving landscape of eviction diversion following the outbreak of Covid-19.
