Equitable Housing Policy, Peter R. Pitegoff
Survival Guide For Queer Families In Heteronormative Healthcare: Liberatory Consciousness And The Paradox Of Dependent Healthcare, A Critical Policy Discourse Analysis, Dwenna A. Holden
Electronic Theses and Dissertations
In this study I explored and analyzed how the queer experiences of an anonymous higher education institution in the western United States’ self-identified queer faculty and staff intersected with the discursive framing of the college’s dependent healthcare structure and documents. Within a critical paradigm I designed research around a high-density theoretical approach to weaving various branches of queer theory together with critical theory around policy and law in relation to queer bodies and hostile heteronormative policy environments. I arrived at solutions based in complaint, survival, and transformation. I used critical policy discourse analyses to interrogate the college’s dependent healthcare documents …
Culturally Responsive Intimate Partner Violence (Ipv) Service Needs Among African Immigrant Women: Examining The Impact Of Cultural Norms And Psychosocial Barriers On Safety Perceptions And Help-Seeking Behaviors, Titilayo Ogunbambi
Dissertations
Intimate Partner Violence (IPV) remains a pervasive public health and social justice issue globally, with African immigrant women in the United States facing compounded challenges as they navigate cultural, structural, and systemic barriers, including migration-related vulnerabilities and attachment to cultural values that shape their decisions and experiences. Although formal IPV services exist, they often fail to address the lived realities and culturally specific needs of this population, leading to underutilization and barriers in seeking help. This qualitative study examines how cultural norms, psychosocial barriers, and systemic inequities influence safety perceptions and help-seeking behaviors among African immigrant women survivors of IPV. …

Addressing Emergency Situations Among The Unhoused In Paterson, Nj, Fanny Lauby
Addressing Emergency Situations Among The Unhoused In Paterson, Nj, Fanny Lauby
Department of Political Science and Law Faculty Scholarship and Creative Works
Earlier this year, the Paterson City Council proposed an ordinance to criminalize homelessness. Many residents were unhappy with the proposed ordinance, feeling that it was unjust to treat the homeless in Paterson that way, and that it wouldn’t effectively address the root causes. The ordinance was withdrawn, but homelessness in Paterson still needs to be addressed. This paper proposes alternate solutions to homelessness; through increasing shelter capacity, affordable housing, modifying the ordinance, increasing in voluntary commitment, measures, and alternatives to involuntary commitment.
Single Mother Poverty In A Global City, Gregory Cala
Single Mother Poverty In A Global City, Gregory Cala
Dissertations, Theses, and Capstone Projects
The thesis explores how New York City's emergence as a "Global City" and welfare reform uniquely impacted single mothers’ lives on the matter of labor, housing, cost of living and more. New York City’s recovery from near bankruptcy in the 1970s began after cutting social programs and luring corporate firms with financial incentives. As firms moved to the city, so did their workforce of employees with skills in specialized service roles. Concurrently, the need for cheap, part-time, and temporary services emerged. By the 1990s, the growth of these less specialized service jobs outpaced all others, all while calls for work …

Military Spouse Employment Landscape: Trends, Barriers, And Opportunities, Rosalinda V. Maury, Jenna-Lyn R. Roman, Brice Stone, Jeanette Yih Harvie
Institute for Veterans and Military Families
Military spouses remain a uniquely positioned but persistently underleveraged segment of the U.S. labor force. Despite being well-educated, resilient, and highly mobile, their employment outcomes continue to lag behind civilian peers. This report draws primarily on data from the U.S. Census Bureau’s American Community Survey (ACS), offering a comparative view of active-duty spouses alongside veteran and civilian spouses across industries, occupations, and geographies. To provide a more comprehensive perspective, these findings are considered alongside other national research efforts that offer deeper insights into the lived experiences, household dynamics, and employment challenges specific to military-connected families.
Women And The Policy Process: Minimum Marriageable Age Policy Adoption In Nigeria, Ene Ekpebe
Women And The Policy Process: Minimum Marriageable Age Policy Adoption In Nigeria, Ene Ekpebe
Journal of African Policy Studies
Nigeria has the eleventh highest incidence of early marriage – marriage before the age of 18 – in the world. This is problematic because early marriage has been shown to have significant health and socioeconomic disadvantages for girls. In 2003, the Child Rights Act (CRA) was adopted by the federal government of Nigeria. One of its provisions was a prohibition of early marriage. As of 2022, 25 of Nigeria’s 36 states had adopted the CRA. However, only 23 have adopted its minimum marriageable age provision without exception. This paper discusses the factors affecting the adoption of the CRA’s minimum marriageable …
Bridging The Justice Gap: Low-Income Taxpayer Clinic At North Mississippi Rural Legal Services, Emma-Kathryn Bond
Bridging The Justice Gap: Low-Income Taxpayer Clinic At North Mississippi Rural Legal Services, Emma-Kathryn Bond
Honors Theses
Over the course of two years, I spent more than 130 hours completing on-the- ground volunteer work with the Low-Income Taxpayer Clinic (LITC), a clinic within North Mississippi Rural Legal Services that provides free legal assistance to individuals navigating disputes with the IRS. While the Sixth Amendment guarantees legal representation in criminal cases, no such guarantee exists for civil matters such as tax disputes, housing instability, or loss of public benefits. Clinics like LITC fill a crucial gap by offering support in areas that are often overlooked, such as tax law, where clients risk audits, wage garnishments, and court proceedings …
Globalization And Hegemony: Which Way Africa?, Mueni Wa Muiu
Globalization And Hegemony: Which Way Africa?, Mueni Wa Muiu
Journal of African Policy Studies
In this paper, I argue that World Bank policies, democratization, and globalization are not geared to uplift the dire conditions facing the majority in Africa. In post-Cold War Africa, the contested arena is over control of African cheap labor, markets and resources. In such a scenario, the greatest enemies of "globalization," "democratization" and "freedom" will be African leaders or groups that try to meet their populations' basic needs by focusing on food production rather than export. The core players in this "new Scramble" for Africa are: the World Bank, the International Monetary Fund, African elites (including scholars and leaders) and …
The Evolution Of India’S ‘Counter-Terrorism (Ct)’ Policy In The 21st Century, Mule Rohit Ashok
The Evolution Of India’S ‘Counter-Terrorism (Ct)’ Policy In The 21st Century, Mule Rohit Ashok
Journal of Terrorism Studies
The changing nature of modern terrorism has proved a major threat to the global security architecture. The 9/11 terrorist attack on the United States of America, the world's ‘Police State’, is apparent. Consequently, the international community launched collective fights at different levels to deal with it. However, the nation-state at the individual level also designed a ‘Counter-Terror (CT)’ policy mechanism within the scope of the foreign policy paradigm to safeguard national security. India, since its independence, has consistently faced security challenges from terrorism from its neighbours, and has followed the same suit. The major CT policy was grounded in the …

National Military Trial Competition: First Competition Of Its Kind Hosted By Syracuse University College Of Law, Elizabeth Kubala, Todd Berger, Anna Lupardo
Voices of Service Symposium
Trial advocacy refers to the skills required of lawyers in order to effectively represent their clients during litigation. This involves all of the methods used in presenting a case in court such as opening statements, direct examinations, cross examinations and closing arguments. Effective trial advocacy requires a combination of legal knowledge, effective communication skills, and the ability to read the dynamics of a courtroom in order to ultimately influence the outcome of the case in the favor of your client. Law students develop their trial advocacy skills through classes, competitions, or personal development. Military justice refers to the legal system …

Legal Services For Homeless Veterans: New Va Grants Aim To Provide Critical Services To Veterans In Crisis, Elizabeth Kubala, Seth M. Owens, Andrew M. Patterson
Voices of Service Symposium
Ending and preventing homelessness among Veterans is a priority for the U.S. Department of Veterans Affairs (VA). In 2022, the VA created the Legal Services for Homeless Veterans (LSV-H) grant program, providing funds for legal services organizations to deliver essential legal aid to homeless veterans and veterans at risk for homelessness. As one of only three law schools that are current LSV-H grant recipients, the Syracuse University Veterans Legal Clinic provides legal aid to homeless veterans in the areas of housing, income support (VA disability), access to healthcare, and requests to upgrade military discharge or dismissal of a former member …
Prison Privatization And Its Impacts On Inmate Quality Of Life: An Analysis Through Logan's Eight Dimensions Model, Hafsa Ahmed
Prison Privatization And Its Impacts On Inmate Quality Of Life: An Analysis Through Logan's Eight Dimensions Model, Hafsa Ahmed
Master in Public Administration Theses
This capstone paper delves deeply into the ramifications of prison privatization on inmates' quality of life in contracted immigration detention facilities. With the increasing inclination towards privatizing correctional institutions, especially immigration detention centers, a rigorous evaluation is indispensable to ascertain the ramifications of such privatizations on the welfare of incarcerated individuals. In this exploration, Logan's quality of confinement model is meticulously applied to selected immigration detention centers to scrutinize the living conditions and reveal profound insights into the quality of life experienced by inmates. This model allows a structured assessment of various dimensions such as safety, order, care, activity, management, …

Collaboration Through Trust Building: Building Trust Among Racialized And Stigmatized Nonprofits, Shariq Siddiqui, Abdul Samad, Rafeel Wasif
Public Administration Faculty Publications and Presentations
Nonprofits collaborate to resolve common issues while improving program effectiveness and reducing replication. These collaborations can be critical for minority nonprofits in resolving their common problems. However, while literature often looks at nonprofit organizations working with the government or other organizations, it does not focus on how minority nonprofits can collaborate better with other minority organizations. Using Muslim American nonprofits as a case study, we understand better how trust can be built between nonprofits belonging to marginalized communities. We focus on the Community Collaboration Initiative, a three-year third-party-facilitated collaboration effort among Muslim-American nonprofits. Overall, Interpersonal relationships, organizational learning, and positive …

Human Rights Violations In Counter-Terrorism Efforts: A Qualitative Study Of Victims Experiences In Nigeria, Ifeoma E. Okoye, Pius Adejoh
African Journal of Criminology and Justice Studies
Abstract
This study explores the complex nature of human rights violations in the context of countering terrorism in Nigeria. Consequent to the persistent threat of terrorism, especially since the 2009 Boko Haram terrorist' attacks, the Nigerian government has enforced several measures in order to provide national security and save its citizens from terrorist attacks. However, the implementation of these counterterrorism strategies has constituted human rights abuses. This study examined the complicated human rights violations that occurred in the government's counterterrorism framework by utilizing a detailed review of scholarly literature, legislations, media reports, United Nations' provisions, findings from non-governmental human rights …

Case Analysis: Process & Industrial Development (P&Id) Vs. The Federal Republic Of Nigeria (2023), Kiiza Smith, Renu Pal Sood, Malvika Gupta, Averi Bhimta
African Journal of Criminology and Justice Studies
Abstract
This article discusses the case between Process and Industrial Development Limited vs. The Federal Republic of Nigeria (2023). Arbitration is relatively new to Nigeria and arguably Africa as a whole. Nigerian Judges and the populace are considered inexperienced and may barely have sufficient knowledge on Arbitration. It is also difficult to find lawyers that are grounded in Arbitration. Hence, arbitration cases are not often decided in Nigeria. It is often said that “Nigeria does not have a fighting chance.” This means that when it comes to Arbitration, Nigeria simply does not have the resources and manpower to handle and …
The Market Value Of Partisan Balance, Brian D. Feinstein, Daniel J. Hemel
The Market Value Of Partisan Balance, Brian D. Feinstein, Daniel J. Hemel
Northwestern University Law Review
For the past century, Delaware’s constitution has provided that no more than a bare majority of judges on the state’s courts may hail from the same political party. Some scholars and jurists theorize that Delaware’s commitment to a politically balanced judiciary increases the state’s attractiveness to out-of-state corporations and adds value to Delaware-chartered firms. These claims echo a larger literature in law and the social sciences positing that ideological diversity improves decisional quality. Recently, a series of federal court decisions in the case of Adams v. Carney put these claims to the test. In December 2017, a federal district court …

Generations United & The Brookdale Foundation Group: An Overview Of Progress In Support Of Grandfamilies Over The Last Decade, Ana Beltran, Jaia Lent, Melinda Perez-Porter
GrandFamilies: The Contemporary Journal of Research, Practice and Policy
Strategic partnerships and collaborations enable organizations that serve grandfamilies to address service gaps and facilitate the development or enhancement of services tailored to support their needs. These collaborative partnerships empower organizations to provide comprehensive support to caregivers and children and also play a crucial role in enabling organizations to create, expand, and maintain supportive services. By fostering strong relationships with a diverse range of partners, organizations can ensure that grandparents and other relative caregiver families receive information, assistance, and support. The authors, representing a national organization and a private foundation, have collaborated for more than 25 years to support grandfamilies. …

Theses
This thesis examines how UAE public policies can align with China’s commercial and political interests to strengthen the current strategic partnership between the two nations, with a focus on bilateral business cooperation encompassing diplomatic collaboration, free zone trade, and energy sector corporate governance. The primary objective of this thesis is to analyze whether this comprehensive relationship can be sustained or elevated to “allweather, all-round, strategic, and future-oriented” strategic partnership amid global challenges. To achieve this objective, multiple analytical models were employed to assess relevant public policies and their implementation mechanisms, including historical analysis, dynamic modeling, and socio-legal analysis. The findings …

As the Southern Nevada region continues to quickly grow, evictions have become a structural feature of the region’s rental market. The region has one of the highest eviction filing rates in the country and this trend has continued to increase in the wake of the Covid-19 pandemic. This paper examines the availability of market-rate affordable housing and the expansion of subsidized affordable housing to understand how the local housing conditions contribute to the number of evictions in Southern Nevada. Additionally, the paper studies local legal processes, such as the summary eviction system and habitability procedures, to understand the relationship between …

School of Business Student Theses and Dissertations
Immigrants’ integration plays an important part in policy concerns and goals in many local governments since it is a major issue for local officials to integrate immigrants and incorporate them into the host community successfully. Concurrently, it is important to know the roles of local public officials, host communities, and immigrants in the process. The purpose of this study is to assess the challenges that local officials face, and how they handle these encounters effectively and efficiently. Greater collaboration between all stakeholders, social cohesion, and collective efforts implies the idea that immigrants’ integration depends on many players and factors. It …
Addressing Municipal Road Aid Funding In Kentucky During The Era Of Electric Vehicles, Jacob Bruce, Tyler Chapman, Blake Girdler
Addressing Municipal Road Aid Funding In Kentucky During The Era Of Electric Vehicles, Jacob Bruce, Tyler Chapman, Blake Girdler
MPA/MPP/MPFM Capstone Projects
The rapid rise of electric vehicles (EVs) poses a growing threat to Kentucky’s Municipal Road Aid Fund, which relies heavily on fuel tax revenues. As EV adoption increases and fuel consumption declines, the existing funding model becomes increasingly unsustainable, jeopardizing road maintenance, infrastructure development, and municipal services across the state. Commissioned by the Kentucky League of Cities, this study investigates viable policy solutions to ensure long-term fiscal stability for municipal road funding in an electrifying transportation landscape. Drawing from comparative analyses of peer and neighboring states, the report evaluates alternative funding mechanisms such as road usage charges, EV-specific registration fees, …
Legal Provisions And Administration Of Land Disputes In Kiteto District, Ca. 1970s – 2000s: The Missing Linkage, Juma Marmo
Zamani: A Journal of African Historical Studies
There have been a series of legal interventions on land use in the post-colonial Tanzania to create a good land administration and management in order to end land use conflicts. Scholarship on the legal aspect of land use indicates that legal interventions did not provide lasting solutions to land use conflicts because of their structural and systemic arrangements. In addition, existing scholarship has little focus on the linkage between law enforcement machinery, the peoples’ level of understanding on land laws, and the occurrence of land use conflicts. This paper discusses the violation of laws by peasants, pastoralists, and government officials …

In cities and towns across the United States, Asian Americans experienced the early 2020s health crisis as a dual pandemic of COVID-19 and anti-Asian racism. In Lowell, a large proportion of Cambodian American residents live in multi-generational households and are employed in working-class occupations with a high risk of exposure to the coronavirus. For this and other reasons, the pandemic had especially serious health and financial consequences for many members of the Cambodian American community. These pandemic challenges in Lowell mounted when a nationwide surge of anti-Asian racism swept through the city and surrounding areas.
