Nepali government’s official delineation of several human settlements as new urban areas has been questionable because many important criteria such as urban infrastructure and services, open space, population density and economic viability are not thoroughly analyzed while defining what is urban. Many settlements in Nepal officially defined as urban, often driven by political considerations, are operating in the rural framework forming ruralopolises. This paper analyzes various criteria needed for defining urbanization that are internationally accepted to assess Nepal’s official definition of urban settlements. This study on student housing insecurity and homelessness was funded as part of a HUD FY2023 Community Project Funding Opportunity awarded to Portland State University. Phase 1 of the study, which led to this report by PSU’s Homelessness Research & Action Collaborative (HRAC), includes a literature review; a summary of PSU student survey results; a description of PSU programs based on interviews with staff and administrators; an analysis of programs at other institutions; and a set of recommendations for better addressing student housing needs. The US public defense system is underfunded, understaffed, and underdelivering on the Constitutional promises of the 6th Amendment, the right to a fair and speedy trial. This state of our public defense system results in monstrous impacts for indigent defendants nationwide. Through indefinite delays in litigation, being abandoned in jail while sitting on waiting lists for public defenders, and being outright denied representation, indigent defendants are deprived of their rights. Asian Americans, Native Hawaiians, and Pacific Islanders are one of the most culturally and linguistically diverse racial groups in the U.S. (their heritage traces to over 30 different countries and ethnic groups and include over 100 languages and dialects).

While there are a variety of services available to victims of Domestic and Intimate Partner Violence, the civil legal needs of victims often go unmet. In addition to this, these is a relatively small body of research from which programs that provide civil legal aid can discover best practices and use evidence-based approaches. This article aims to begin addressing these issues by examining available literature and program evaluations, connecting program factors to client outcomes. People experiencing homelessness frequently rely on public transit systems and facilities as more than a mode of transportation to needed services, but also as safe shelters from weather and danger. This is a challenge for many transit agencies and impacts transit employees and passengers. Dallas and the surrounding counties have the largest homeless population in Texas, and they utilize the services of the Dallas Area Rapid Transit (DART) that serves 220,000 people per day in Dallas County and 12 surrounding counties. This report presents findings and recommendations from an evaluation of the Massachusetts Housing Mediation Program (HMP) administered by the MA Office of Public Collaboration (MOPC) at the University of Massachusetts Boston in partnership with 11 Community Mediation Centers (Centers). The program is funded by the Commonwealth of Massachusetts and implemented in partnership with the Department of Housing and Community Development (DHCD). The program was initially part of the Governor’s Eviction Diversion Initiative (EDI), which ended in the latter half of FY2022 and is continuing as an intervention to support housing stability. New Americans with intellectual and developmental disabilities (IDD) are a significantly underserved community in New York State (NY) facing complex barriers accessing IDD services and fully integrating into their communities. New American communities lack connections with IDD service systems and struggle to find culturally and linguistically accessible information about disability services and resources. New Americans may be fearful of engaging with service providers, especially if they lack lawful immigration status and are undocumented. In acknowledgement of these barriers, NY implemented an initiative to create a navigator model that is the first of its kind in the nation. The Initiative is …

In 2018, the Missouri General Assembly joined the ranks of forty-six other states and D.C. in the Raise the Age movement and raised the upper age of jurisdiction of the juvenile court from 17 to 18 years old. Senate Bill 793 was signed into law by Governor Eric Greitens on June 1, 2018, and was set to go into effect on January 1, 2021. This review provides an overview of treatments for problem alcohol and other drug (AOD) use for Aboriginal and Torres Strait Islander people. It includes information on the available research and discusses core principles for providing treatment. The review outlines how effective mainstream treatment approaches can be adapted to be more suitable for Aboriginal and Torres Strait Islander ways of being or worldview. The Model Rules of Professional Conduct seek to police the conduct of attorneys. Each jurisdiction adopts its own rules of professional conduct to apply to the attorneys licensed within it. Notably, the model rules prohibit any sexual relationship between the attorney and client unless that relationship precedes the attorney-client relationship. Traditionally, defining a "sexual relationship" was simple, particularly if the attorney and client engaged in sexual intercourse. The introduction of dating apps, however, has blurred the line.

There has been a lack of research on how work participation policies have impacted child development through their influences on family decisions. The purpose of this qualitative research study was to explore the perspectives of families toward TANF work participation policies, discover how those policies have influenced family behaviors, and analyze how those policy-behavior phenomena have impacted child development. First, the literature review showed that families with chronic welfare dependency had negative impacts on child development. The research showed that when TANF work participation policies were unenforced or income limits were too low, some recipients worked less and persisted in …

Monarch Services is a non-profit organization within Santa Cruz county. The agency provides services for domestic violence, sexual assault, and human trafficking. Campos Seguros focuses on providing resources and advocacy to vulnerable populations, specifically Campesinos (farmworkers). Violence and abuse perpetrated against farm workers is an issue that demands more public attention and advocacy. Campesinos are highly vulnerable because of different contributing factors, these include immigration status, work uncertainty, and language barriers. This month’s Dentistry and the Law column discusses hiring a dentist as an employee or an independent contractor. Employing a dentist as an independent contractor offers advantages such as avoiding compliance with various employment laws and not having to withhold taxes. However, there is uncertainty regarding whether tax and other authorities will recognize the independent contractor relationship. Factors like supervision and control play a significant role in this determination. Aim: Adolescents in low-and-middle-income countries (LMICs) are facing numerous developmental, sexual and reproductive health (SRH) challenges including exposure to multidimensional violence. Gender-based violence (GBV) specifically intimate partner violence (IPV) are both highly prevalent in LMICs and are strongly linked with poor SRH outcomes. However, GBV and IPV interventions have not yet been adequately integrated in SRH due to individual, social, cultural, service, and resource barriers. Post-industrial cities in the US have experienced social and economic transitions, mostly in declining downtown neighborhoods. This process, known as gentrification, typically involves revitalization that reverses the decline and disinvestment in inner-city neighborhoods. The industrial shift increased the demand for housing near downtown. The employment of college-educated and high-skill workers has been centralized, while low-skilled jobs continue to decline downtown. VIA LINK partnered with researchers from the University of New Orleans (UNO) Master of Public Administration (MPA) program to conduct a community needs assessment for southeast Louisiana based on anonymous 211 call data over the past decade. The research team evaluated call data to pinpoint the greatest needs of those seeking VIA LINK’s services and how needs changed over time, including significant changes during the COVID pandemic and Hurricane Ida. The school to prison pipeline is a phenomenon fed by exclusionary discipline practices that increase the likelihood that a student will have an interaction with the juvenile or criminal justice system at some time in their life; this phenomenon disproportionately affects Black students. Understanding the problem is key to slowing down the school to prison pipeline. This study of a school district in Missouri explores questions about how interpersonal relationships, implicit bias awareness, and school policies influence the learning environment, and how those factors relate to school discipline, which ultimately can lead to the school to prison pipeline. In March 2020, the COVID-19 pandemic caused severe financial stress for state and local municipalities. Municipalities' public health responses led to material increases in expenditures. At the same time, many municipalities faced revenue delays and declines due to extended tax deadlines and disruptions in taxable economic activity. Institutional investors also put heavy selling pressure on municipal bonds.
