The objective was to identify the leisure preferences of elderly in Bowling Green Nutrition Programs. This objective was to be accomplished through the utilization of a leisure preference test. Since no leisure preference test was found, the study was significant not only for the results obtained but also to evaluate this new test.

The test was designed after the format utilized in the Edwards Personal Preference Test. Major categories were selected and each was composed of five leisure opportunity statements. Each category was placed in opposition to every other category four times to comprise the test. A test was then …

The purpose of this paper is to discuss President Carter's welfare reform proposals, appropriately titled, "The Program for Better Jobs and Income." If these proposals are adopted by Congress, they will guide the Administration in its stance toward and its work with the lowest income sectors of the nation: the welfare poor--those who cannot work and must be supported by the government, and the working poor--those who are able to support themselves, but whose yearly income is less than the poverty level.

Interagency Conflict, Power, And Sanctioning Systems: An Alaskan Example, Dorothy M. Jones

The Journal of Sociology & Social Welfare

The covert processes in the interagency system in Anchorage social services is the subject of this paper. The emphasis is on (1) conflicts between explicit goals of planning and rationality in social services and covert or hidden goals concerning protection of organizational jurisdiction; (2) the structure of interagency power; and (3) the socialization and regulation of member agencies' behavior. The data for the study derive from focused interviews with agency administrators and staff members and observations at community planning meetings. Natural hazards have been an increasing problem in wildland recreation areas. This study attempted to identify factors affecting park visitor perception of and preparedness for hazards.

A model was formulated incorporating three major independent variables which might affect park visitor responses to hazards. These were: (1) previous experience, (2) information about hazards provided by the park administration (such as warnings located on signs or in brochures), and (3) visitor perception of whether responsibility for hazards rests with the individual or with an outside authority such as government or God. In attempting to cope with the challenges of modernization, government officials are urged by specialists in development and comparative administration to manipulate the organization of public activity. Prescriptions for altering the public sector usually advocate one of two simple but contradictory options: centralization or decentralization. Adopting one or the other of these administrative arrangements reputedly yields important benefits which have system-wide impact on the course of development.1 Unfortunately, no a priori principle exists to guide the choice between these sharply divergent alternatives. Grand Canyon National Park comprises 1009 square miles of contrasting life zones and landscapes, with elevations ranging from 2500 feet at the Colorado River to more than 9000 feet of the North Rim. This area includes 117 miles of the Canyon, part of the Kaibab Plateua known as the North Rim and part of the Coconino Plateau or South Rim. Both formations are included in the Colorado Plateau (See Figures 1 and 2).

Symbolic Interaction And Social Planning: Perspectives From The Early Years, Roger A. Lohmann

The principal thesis of this paper is that the inadequacies of recent efforts at social planning are essential failures of theory, rather than failures of practice. Economic, land use and social welfare planners it is suggested have all shared a common unwillingness or inability to abandon commitments to an essentially utilitarian rhetoric of reasoned behavior, wherein means are matched with ends, persons are viewed as essentially self-interested and goal-directed rational problem solvers operating on schedules of goal attainment known or predictable by the planners.
