The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

The purpose of this report is to introduce the reader to the system of psychiatric services in Sweden. The format of this report is a brief summary of the economic, political and value context of the Swedish welfare state, a review of the essential services available to the Swedish citizen under present Swedish social welfare policy, and then an overview of Sweden's psychiatric system. The overview of the system itself includes a discussion of general characteristics as well as an examination of the system as it operates in one particular region.

Continuing increases in leisure time, income, greater mobility, levels of education, and general health have whetted and nourished the American appetite for outdoor recreation activities. Statistics indicate that almost every American engages in one or more recreation activities when he or she is at all able. Measured by the number of recreation occasions, American outdoor recreation activity increased by 53 percent between 1960 and 1965. From 1965 to 1980, it will increase by another 59 percent. Norfolk is Northeast Nebraska's regional trade, education, and health services center. At the junction of two U.S. and two Nebraska highways, the City is a prime location for marketing, manufacturing, and wholesale activities. The policy sciences, says Harold Lasswell, require "clarification of goals, analysis of conditions, project of future developments, and invention, evaluation, and selection of alternatives."1 This rocess is imbued with values and often these values lie unrecognized.3 Both personal values of the individual analyst and social values of the Society can be and often are involved. This paper briefly describes the 18 month Energy Extension Service (EES) program currently being conducted on a pilot basis in 10 states and provides the author's view of the problems and successes of the program to date. The EES is intended to implement energy conservation measures and to encourage the use of renewable energy sources by providing direct, personalized assistance to small energy consumers. Small energy consumers are defined as residential energy consumers, small businesses and agricultural operations, schools, hospitals and state and local governments. The controversy over lighting levels has existed for some time. Interest in methods of lighting has been heightened by the energy crisis. It has been estimated that lighting consumes approximately five percent of the nation's energy, therefore lighting is a relatively small energy user when compared to transportation and industrial processes which consume the bulk of the nation's energy. However, any saving that will make a contribution to the energy crisis should be considered. Shale oil can be produced from oil shale by true In situ, modified in situ, and surface retorting methods. Both modified in situ and surface methods require mining of the oil shale. The environmental Implications of an oil shale mining industry are reviewed and the impacts upon land use, air and water quality, and ecological systems discussed. The Bureau's mining environmental research program is described and the results to date summarized.

The concept of recirculation as a means of energy conservation and reducing initial investment costs has received increased attention in the technical literature in recent years. This paper will demonstrate the energy savings potential for recirculation systems and will present industrial hygiene measurements to document the performance of an actual system operating in an industrial environment. Operating experience has shown that the dual goals of industrial hygiene and energy conservation are not easily achieved.

In order that public transportation policies relating to energy conservation might be identified, correlated, and assessed, a mail survey of local, regional, state, and federal appointed and elected officials was made. This survey also included contacting members of the regional business community. Although the responses received did not constitute the complete survey mailing, they did provide insight to the individual policymaker's perception of what public policy is now in effect and how it was enacted, particularly those pertinent to energy conservation in the transportation sector.

Transporting Coal In Containers Through Pipeline -- A Feasibility Study, Henry Liu

A preliminary assessment of the feasibility of transporting coal in containers suspended in water moving through pipes - the concept of hydraulic capsule (container) pipelining (HCP) - is presented. The assessment includes technical (engineering), environmental, social and economic considerations. A tentative conclusion reached is that HCP transportation of coal is technically feasible (although it needs further research and development works), socially and environmentally beneficial, and economically justifiable in a number of situations.

The Federal government, through its various agencies, has sponsored many different housing programs in recent years. Each. new and revised program requires state and local officials to re-examine the total housing situation within their jurisdictions. Their eligibility for Federal funding is dependent upon their re-examination of the types of housing needs in their areas, the magnitude of each need category, and the data available to document their needs. Therefore, it is desirable (if not necessary) to develop a standardized procedure by which appropriate needs can be identified, analyzed, and balanced among housing types, household types, and areas.
