Unaffordable housing, food insecurity, and mental health challenges are three of the most pressing issues facing many veterans in the United States. Research demonstrates that agricultural initiatives for veterans have the potential to positively impact veterans’ quality of life while also providing an accessible source of income, fresh healthy food, and community engagement. A veteran urban farm and housing initiative has the potential to create power for veterans through a community approach to entrepreneurship and business model innovation. Will I Go To My Appointment? Case Management And Environmental Drivers Of Missed Transportation In Medicaid, Mark Donald Kraics

This dissertation examines the behavioral, clinical, and operational drivers of chronic missed appointments within Medicaid non-emergency medical transportation (NEMT) systems. Chronic member no-shows undermine care adherence and introduce operational inefficiencies across Medicaid delivery systems. This two-phased quantitative retrospective cohort study used statewide Rhode Island Medicaid data from 2020 to 2024 to evaluate whether environmental factors (e.g., weather, daylight) influence member missed trips and whether targeted managed care case management interventions reduce no-show rates among high-acuity Medicaid beneficiaries.
Phase I employed a correlational design to assess relationships between monthly environmental conditions and appointment adherence by clinical condition. Results showed no significant …

This study evaluates the initial effectiveness of California’s Assembly Bill 617 (AB 617), enacted to address air pollution impacts in communities designated as environmental justice priorities, a policy approach that has recently been touted as a successful start. These claims of initial success stand in contrast to much of the research on remediation of environmental justice, particularly with respect to air pollution. Despite well-documented disparities in air pollution exposure and its health impacts among racial-ethnic minorities, previous policy efforts to mitigate these effects have had, at best, marginal effects. India’s transition to renewable energy has prioritized large-scale, grid-based electrification, often overlooking energy equity, particularly in rural communities. Many households would benefit more from decentralized solutions than from grid extension, yet current policies neither guarantee equitable access nor address pre-existing social and economic inequalities in energy distribution. This dissertation examines the sensitivity of India’s renewable energy policies to energy equity, with a specific focus on gender equity in rural last-mile connectivity. U.S. special operations forces (SOF) operate in volatile, uncertain, complex, and ambiguous (VUCA) environments that demand cognitive clarity, emotional regulation, and relational presence. While previous research on SOF readiness has addressed physical fitness, resilience, and sleep, little attention has been given to the psychological dimensions of rest and their implications for leadership. The purpose of this qualitative, transcendental phenomenological study was to explore the lived experiences of psychological rest and unrest in U.S. government SOF and the perceived influence of these states on their leadership. Perpetrators of intimate partner violence are barred by federal law and many states' laws from possessing firearms. While such prohibitions enjoy popular support, they are sporadically and inconsistently enforced, placing the lives of survivors at risk when offenders do not voluntarily comply. Many experts, including this author, have offered legal and policy solutions to increase the likelihood that perpetrators of domestic violence will either willingly relinquish their guns or otherwise be dispossessed of them. But these proposals may have been premature.

Environmental protections and the processes of the administrative state are under attack. In recent years, the National Environmental Policy Act (NEPA) has drawn outsized criticism from across the political and legal spectrum as a major impediment to climate friendly infrastructure and the clean energy transition. NEPA enables private groups to challenge development through litigation. Critics are moving to strip public oversight over federal permitting based on claims that these private groups bring largely frivolous environmental claims to court, driving up costs for developers and delaying progress responding to climate change. Race and gender disparities in the U.S. criminal justice system are well documented, primarily in sources of national post-conviction data. However, localized and pre-conviction studies remain limited. This study examined race and gender disparities in pre-conviction detention outcomes and charge severity in Ramsey County, Minnesota, between 2017 and 2019. Using a descriptive, exploratory quantitative design and a retrospective single-cohort analysis, the researcher analyzed trends in arrests, charge severity, and pre-conviction incarceration duration across race and gender groups. Findings indicate disparities in both charge rates and pre-conviction detention durations, with Black men and Native American women experiencing longer periods of incarceration. …

Institutional agents play a crucial role in shaping youth development. While the institutional agent framework is well established in postsecondary research, less is known about its role during mid-adolescence. Using relational ethnography and responsive interviewing, this study compares an urban and a suburban high school in minority-majority neighborhoods in Cook County, Illinois, to explore how development is influenced through relationships between sport coaches and high school athletes. Athletes in both contexts face significant challenges tied to neighborhood conditions and socioeconomic status. Problem: The shift from a focus on rehabilitation to the more punitive, “tough on crime” approach to illegal behavior in the U.S. has been enacted in no small way by policies connected to the use and abuse of drugs. The disparities between crack and powder cocaine—two chemically similar substances—have headlined this shift (Vagins and McCurdy 2006). However, research is scarce on laypeople’s approval of deterrence approaches for drug offenses, including as a function of types (e.g., powder vs. cocaine possession). This thesis examines the interconnection between civilian manufacturing and national defense within the context of globalization. The study aims to identify the challenges faced by the United States in maintaining its manufacturing capabilities and to propose strategic solutions to address these challenges. Through a comprehensive analysis of historical data, case studies, and policy recommendations, the research highlights the critical role of specialized and process manufacturing sectors towards national defense. As a key player in Kentucky’s innovation ecosystem, KSEF supports small businesses and entrepreneurs in pursuing federal Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) funding. The Impact Of Medicaid Postpartum Coverage Expansion On Insurance Coverage In California, Akuoma Nwannunu

This study examines the impact of California’s 12-month Medicaid postpartum expansion on insurance coverage outcomes among recent mothers using pooled data from the American Community Survey (ACS) microdata from 2018-2019 and 2022-2023. A quasi-experimental difference-in-differences design compared postpartum mothers with non-postpartum mothers to assess whether the policy altered Medicaid enrollment, private coverage, or uninsurance in the first two years after implementation. Findings show that Medicaid coverage increased slightly and uninsurance declined modestly among postpartum mothers, while private coverage remained stable. Across all three outcomes, however, the DID estimates were small and statistically insignificant, which indicates early but limited measurable effects. …

Chronic absenteeism is linked to poor academic performance and lower social-emotional skills, both of which can have long-term effects on students and their communities. The California Department of Education uses average daily attendance (ADA) to determine most of the funding that public schools receive. When a student is absent, their school loses a portion of potential funding for that day. This study explores chronic absenteeism’s impact on the funding of Humboldt County’s elementary schools with a sequential exploratory research strategy and critical systems lens. This dissertation consists of three essays that investigate the environmental and regulatory dimensions of unconventional oil and gas (UOG) development and place-based policy in the United States. The research examines how energy production activities interact with water resource management, regulatory compliance behavior, and regional economic resilience. By integrating empirical modeling, quasi-experimental methods, and policy evaluation, the dissertation provides new insights into how environmental risks and economic tradeoffs are shaped by regulatory constraints, strategic behavior of regulated entities, and government interventions in extractive regions. This thesis examines how state-level environmental, social, and governance (ESG) regulations influence corporate ESG performance in the United States. Using a panel dataset that combines state ESG legislation, firm-level ESG scores from S&P Global, and financial data from Compustat (2019–2024), I employ fixed-effects regression models to analyze the relationship between state ESG regulations and corporate ESG performance. The analysis incorporates firm and year fixed effects to account for unobservable heterogeneity across companies and time, while controlling for firm-specific characteristics. The United States faces numerous security threats now and in the coming decades. Authoritarian and revisionist powers such as China and Russia, along with regional proxies, are destabilizing the international order. The ability of the United States to adequately address these present and future threats is constrained by conventional and nuclear forces in need of recapitalization, a rising national deficit, disagreements over the direction of U.S. foreign policy, and a defense industrial enterprise that has its roots in the Cold War. Population aging is accelerating across Africa yet remains underrepresented in research, policy, and public health planning. This review critically examines how social determinants shape aging experiences across the continent, focusing on health, care systems, and structural inequalities. While traditional African societies have historically valued older adults, modernization, migration, and economic hardship have eroded support systems, leaving many to face old age with limited resources. Older Africans, particularly women and rural residents, contend with lifelong disadvantages including low education, informal labor, poverty, and gendered caregiving roles that contribute to poor health and social vulnerability.
