The ubiquity of sexual violence, with its devastating physical and psychological consequences, has rendered conflict-related sexual violence (CRSV) one of the most effective and enduring “invisible crimes” of war. Despite receiving growing attention across academic, political, and activist circles, wartime sexual violence remains pervasive in contemporary conflict zones. Against the backdrop of these frequent and recurring violations, this thesis explores the dissonance between high-level rhetorical commitments to preventing and punishing CRSV and on-the-ground realities. What soon emerges is a troubling pattern in which gendered violence—and women’s lived experiences more generally—while increasingly visible in theory, remains marginalised in practice. This thesis presents a parallel case study of the settler colonial histories of Canada and Palestine. The Land Back Movement was first analyzed to determine what conditions enabled the success of Indigenous land restitution in Canada. Subsequently, a cross-analysis with Palestine was conducted to ascertain whether the same enabling conditions could facilitate Palestinian land restitution, known as the Right of Return.

Brazil’s history of militarization in public policy has led to the adoption of new models centered around crime intervention and community growth. Rio de Janeiro’s 2008 Comunidade (Favela) Pacification Program was one of the most notable policies reflective of these goals. Rio’s state government implemented Pacifying Police Units (UPPs) that would be permanently stationed in comunidades, driving out criminal organizations and promoting socioeconomic development.
The program was recognized as a symbol of reform in urban security thanks to initial crime reductions in pacified communities. However, testimonies reveal patterns of physical and institutional violence at the hands of UPPs and continued …

This thesis traces the history of psychedelic science in the United States and its implications for policymaking. In the postwar period, psychedelic researchers were enabled by a unique convergence of optimism in medical science and structural flexibility. But their hope blinded them to the deeper tensions of their field. As institutions grew increasingly rigid and risk-averse, the space for psychedelics began to close. Some scientists responded by fortifying the walls around them, developing socially and professionally acceptable research methods. Others tried to escape these walls entirely. But neither approach could prevent psychedelics from being squeezed out of formal inquiry. Yet …

State public utility regulation in the energy sector is undergoing a rapid transformation driven by public and private investment in clean energy deployment, the corresponding threat to incumbent fossil fuel interests, and growing demands for energy justice. This transformation will impact many aspects of societal well-being—from energy insecurity in disadvantaged communities to dramatic shifts in energy-sector employment—so it is unsurprising that public utility commissions would engage with social policy concerns. This paper presents a comprehensive evaluation plan for the Bourbon County Physical Activity Improvement Program, as prompted in the University of Kentucky's 2025 MPH-Health Management and Policy Capstone Case Study. The case study outlines a program developed in response to high obesity and inactivity rates in Bourbon County, Kentucky. Utilizing the CDC's 6-step program evaluation framework, the plan outlines engagement of a diverse group of stakeholders to assess the program's effectiveness in increasing physical activity among residents. In her important book, Unwired: Gaining Control Over Addictive Technologies, Gaia Bernstein illustrates the value of a comparative approach, drawing lessons from fights around the regulation of tobacco and ultra-processed food for the regulation of social media. Building on Bernstein’s work, this symposium contribution aims to draw additional insight from experience with drug and gambling regulation for the regulation of social media, video games, AI, and other potentially-addictive technologies.

Lack of access to evidence-based care for drug addiction is an urgent problem amid a decades-long overdose crisis that kills tens of thousands of Americans a year. Opioid addiction is the primary driver of overdoses today, and medicines exist to treat such addiction that can dramatically improve quality of life while reducing the risk of deadly overdose by more than half. Yet fewer than one in four of the nine million Americans who need such evidence-based medical care for their addiction receive it. งานวิจัยฉบับนี้เป็นการศึกษาความพร้อมในการออกมาตรการและขับเคลื่อนการลดการปล่อย ก๊าซคาร์บอนไดออกไซด์ของกรมการขนส่งทางราง ในฐานะหน่วยงานกำกับดูแล (Regulator) ซึ่งกรมการขนส่งทางราง ในฐานะหน่วยงานกำกับ ดูแล และส่งเสริมการพัฒนาระบบราง จึงมีบทบาทสำคัญในการผลักดันให้ระบบราง เป็นกลไกหลักในการลดการปล่อยก๊าซเรือนกระจกและแก้ไขปัญหามลพิษทางอากาศ โดยการกำหนดนโยบาย มาตรการ และมาตรฐานที่สอดคล้องกับเทคโนโลยีสมัยใหม่ งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาความพร้อมในองค์กร เพื่อเป็นผู้กำหนดการลดการปล่อยก๊าซคาร์บอนไดออกไซด์ของกรมการขนส่งทางราง และเพื่อเสนอแนวทาง ในการยกระดับความพร้อมของกรมการขนส่งทางรางในการขับเคลื่อนมาตรการสู่การปฏิบัติอย่างมีประสิทธิภาพ การศึกษาดังกล่าวได้นำแนวคิดความพร้อมภายในองค์กร ของ Bryan J. Concerns about the efficacy and sustainability of the U.S. carceral system have persisted throughout the country’s history, recently fueling renewed activism and bipartisan calls for reform. However, proposed solutions remain divisive. This thesis first defines the current status of our prison systems, then explores collaborative alternatives to incarceration and policing that support communities and break cycles of incarceration.

[Introduction] Communities across the globe are being affected by climate change in numerous ways. However, those most often affected, especially by sea level rise, are those small island nations that are pressed for space already; this includes the island of Grenada. Objective:
To examine how the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) online food benefit ordering could influence WIC benefit redemptions.
Design:
A cross-sectional study. We compare the average redemption rates between online ordering early adopters and non-adopters among WIC customers before and after implementing WIC online ordering. A propensity score-weighted difference-in-difference model was used to estimate the coefficients.
Setting:
The Oklahoma WIC programme and a grocery store chain in Oklahoma.
Participants:
12743 Oklahoma WIC households that had redeemed their food benefits at the grocery store chain in 2020.

While LGBTQIA+ rights have been increasing in the United States for decades, many states do not have non-discrimination policies that protect individuals based on their gender identity and sexual orientation. This lack in protection leaves many LGBTQIA+ individuals vulnerable to experiencing discrimination and harassment, which could lead to hate crimes, cultivating an environment of passive tolerance rather than active resistance. Active resistance can be achieved through the passage of non-discrimination policies, as well as addressing minority stress that LGBTQIA+ individuals can be susceptible to when they are actively experiencing or anticipating discrimination and harassment. Food insecurity (FI) affects households worldwide and is also seen on college and university campuses with adverse effects on student success. We examine FI and academic self-efficacy levels of military students and student veterans enrolled in higher education in the United States which has not been extensively studied regarding FI. Military students and student veterans may have access to G.I. Bill funds and may not be perceived as requiring additional assistance. The results reveal that military students and student veterans have some level of FI. The qualitative analysis yielded five themes that center on FI, economic vulnerability, inequities in the …

Solar radiation modification (SRM) presents important challenges to risk regulation and governance, arising from the array of multiple risks that SRM may influence. SRM would not simply reverse climate change, but could pose further ancillary impacts, depending on the method of SRM, such as stratospheric aerosol injection (SAI), marine cloud brightening (MCB), or a space-based planetary sunshade system (PSS). This paper argues for a human security approach to women’s participation in nuclear security that stems from the larger Women, Peace and Security framework. This approach incorporates a gender perspective and a feminist lens that argues that women’s participation should extend beyond the diversity, equity, and inclusion initiatives to include an understanding of the centrality of women’s role from a human security approach in peacebuilding participation, negotiation, and conflict prevention. Blood-based biomarkers continue to be explored for disease detection, monitoring of progression, and therapeutic outcomes as the diagnostic determination of Alzheimer’s Disease in Down Syndrome (DS-AD) remains challenging in clinical settings. This perspective highlights the current status of this effort. Overall, amyloid (A), tau (T), and neurodegeneration (AT[N]) blood-based biomarkers have been shown to increase with disease pathology for individuals with DS. Phosphorylated tau biomarkers (p-tau217, p-tau181) have been consistently shown to track disease progression for DS-AD and are likely good candidates for use in clinical settings. Recent developments in risk and crisis communication (RCC) research combine social science theory and data science tools to construct effective risk messages efficiently. However, current systematic literature reviews (SLRs) on RCC primarily focus on computationally assessing message efficacy as opposed to message efficiency. We conduct an SLR to highlight any current computational methods that improve message construction efficacy and efficiency. We found that most RCC research focuses on using theoretical frameworks and computational methods to analyze or classify message elements that improve efficacy. Per- and polyfluoroalkyl substances (PFAS) are a group of man-made chemicals that are widely present in many industries. Monitoring and analyzing PFAS in Africa is challenging due to the limited availability of mass spectrometry (MS), which is an essential technique for detecting PFAS. This review assesses the scope and impact of the shortage of mass spectrometry instruments in Africa, emphasizing the resulting limitations in monitoring environmental and public health threats. In my thesis, I examine how various forms of news media from the 1900s to present day in Ohlone territory have framed a particular hegemonic ideology around fire that matches early colonial journal entries – an ideology that is fueled by fear, sensationalism, and exclusion and directly commits violence against the Ohlone people. This dissertation explores the spatiotemporal signatures of fire in North American grassland ecosystems. In three chapters, I explore different aspects of fire history in the northern Great Plains. Chapter 1 is an introduction. Chapter 2 focuses on the Euro-American Settlement Period (ca. 1850–1950 C.E.). Fire histories from six different lakes in the Nebraska Sandhills are compared with two periods of historic drought and the establishment of United States Post Offices. Intervention programs for intimate partner violence abusers are designed to address and mitigate violent behaviors and promote healthier relationships to reduce recidivism. This literature review examines various intervention programs and their strategies, including cognitive-behavioral therapy (CBT), group therapy, and educational programs, along with their theoretical foundations and effectiveness. Cognitive-behavioral therapy focuses on altering thought patterns that contribute to abusive actions, demonstrating efficacy in reducing violent behaviors and promoting emotional regulation. The lack of progress in addressing climate change has led to increased interest in solar radiation modification (SRM)—a collection of large-scale interventions that cool the planet by managing the amount of solar radiation that reaches the earth. SRM complicates climate change governance because, in addition to advancing collective action to reduce greenhouse gas emissions, governance needs to restrain unilateral SRM action while balancing diverging actor interests, ethical risks and scientific uncertainty. Coastal flooding poses an escalating threat to communities across the U.S East Coast, where rising sea levels and intensifying storms increasingly overwhelm existing infrastructure and natural defenses. School counseling district leaders (SCDLs) are instrumental in shaping district policy, supporting school counselors, and interfacing with both internal and external constituents; as such, their systemic lens is of particular importance, given the K-12 pushback on diversity, equity, and inclusion (DEI) occurring at the state- and district-levels. This study explores the experiences of international students in the United States who come from countries that have been, or are being, affected by catastrophic events. The aim of the study is to understand the challenges such students face and to formulate supportive strategies that address these challenges. The Virginia Tornado and Straight-Line Wind Summit, the first of its kind in the Commonwealth, was held on October 15, 2025 in Isle of Wight County, Virginia. The Summit had several goals, including:

The Local Development Council (LDC) plays a critical role in local governance through its integrative and participatory planning and budget policymaking functions mandated by the 1991 Local Government Code. The LDC’s participatory governance goal, stemming from the Code’s requirement for civil society organization (CSO) membership, has been gradually problematized over the years to extend beyond the operational functionality of formalized activities and mechanisms toward participation that empowers citizen influence in policymaking in local government units (LGUs). This research paper aims to assess whether gender responsive budgeting (“GRB”) has been successful in improving gender equity in Egypt by using qualitative research methods, including interviews and content analysis. Firstly, the paper studies existing literature, which in turn identifies a clear gap in the assessment of such a policy tool and its impact in Egypt.
