Effectiveness, Coherence, And Justice Implications Of Clean Energy Policies In The United States, Josephine Amponsem Jan 2025

Effectiveness, Coherence, And Justice Implications Of Clean Energy Policies In The United States, Josephine Amponsem

Dissertations, Master's Theses and Master's Reports

Public policies have been adopted and implemented at various government levels in the United States, aiming to facilitate the clean energy transition process. This dissertation examines three distinct but related dimensions of clean energy policies: policy effectiveness, policy coherence, and distributional policy impact. First, I evaluate the impact of the American Reinvestment and Recovery Act (ARRA) on clean energy adoption at the utility level using a quasi-experimental design: the Difference-in-Difference estimation. Secondly, I use the state of California as a case study to investigate the role of policy coherence in public policy success. Thirdly, I investigate whether communities with different …

Clinician Perspectives On Virtual Reality Use In Physical Therapy Practice In The United States, Danielle T. Felsberg, Jared T. Mcguirt, Scott E. Ross, Louisa D. Raisbeck, Charlend K. Howard, Christopher K. Rhea

Rehabilitation Sciences Faculty Publications

The primary goal of physical rehabilitation is to assess movement impairments and restore function to improve overall quality of life. Virtual reality (VR) may provide the optimal environment to promote these goals due to its motivating and modifiable nature which can be difficult to accomplish through traditional real-world therapeutic methods. Current research of VR for rehabilitation has demonstrated that VR interventions can produce clinically meaningful change in motor outcomes. Despite this, adoption and usage of VR by physical therapy professionals is unclear due to the limited research in this area. Thus, the purpose of this study was to identify the …

Long-Term Traffic Prediction Using Deep Learning Long Short-Term Memory, Ange-Lionel Toba, Sameer Kulkarni, Wael Khallouli, Timothy Pennington

School of Cybersecurity Faculty Publications

Traffic conditions are a key factor in our society, contributing to quality of life and the economy, as well as access to professional, educational, and health resources. This emphasizes the need for a reliable road network to facilitate traffic fluidity across the nation and improve mobility. Reaching these characteristics demands good traffic volume prediction methods, not only in the short term but also in the long term, which helps design transportation strategies and road planning. However, most of the research has focused on short-term prediction, applied mostly to short-trip distances, while effective long-term forecasting, which has become a challenging issue …

Integrating Deconstruction And Historic Preservation: A Best Practices Policy Comparison, Kelsey M. Baldwin Jan 2025

Integrating Deconstruction And Historic Preservation: A Best Practices Policy Comparison, Kelsey M. Baldwin

MPA/MPP/MPFM Capstone Projects

Carl Elefante, the former president of the American Institute of Architects, famously said, “The greenest building is…one that is already built” (Elefante, 2012). Elefante articulated the environmental benefits of reuse and the significant energy costs associated with demolition and new construction. In 2022, the commercial and residential building sectors produced 31% of the United States’ greenhouse gas (GHG) emissions (EPA, 2025). A large percentage of this is tied to the production of building materials.

Managing Kentucky's Coal Severance Tax Decline: Lessons From Other States, Ryan Reed Jan 2025

Managing Kentucky's Coal Severance Tax Decline: Lessons From Other States, Ryan Reed

MPA/MPP/MPFM Capstone Projects

Governments levy severance taxes on the extraction of natural resources such as coal, oil, and natural gas. This can be a substantial source of revenue for these entities, but overreliance on this has led to what is now known through extensive research as the so-called ‘resource curse’. This has been observed to create political instability, corruption, and repression within resource-rich areas. Additionally, it cripples the ability of the area to pursue future non-resource related economic development after the resource is depleted. A Sovereign Wealth Fund has been touted as one such solution to bridge this gap as an intergenerational wealth …

Targeted Federal Advocacy For Financial Stability: Recommendations For United Way Of The Bluegrass, Jefferson Abney, Lou Hurst Jan 2025

Targeted Federal Advocacy For Financial Stability: Recommendations For United Way Of The Bluegrass, Jefferson Abney, Lou Hurst

MPA/MPP/MPFM Capstone Projects

Advocacy refers to activities undertaken with the intent of influencing policy change. For nonprofit organizations, advocacy can be a critical aspect of furthering their mission. Successful advocacy requires a comprehensive, dynamic understanding of the needs and priorities of stakeholders, as well as an understanding of the political context in which the organization operates and the challenges and opportunities that context poses for its institutional goals. A policy agenda helps nonprofit organizations identify and communicate the most pertinent policy needs for consideration when making decisions around advocacy.

For this project, in response to a request from United Way of The Bluegrass …

Mortgage Lending Discrimination: Racial Differences In A Post-Covid Society, Zachary Owen Jan 2025

Mortgage Lending Discrimination: Racial Differences In A Post-Covid Society, Zachary Owen

MPA/MPP/MPFM Capstone Projects

Researchers have studied the disparities of the mortgage lending process extensively, but their research fails to examine the process following the COVID-19 pandemic. Throughout the aftermath of the pandemic, home sale prices increased, interest rates rose, and rental costs skyrocketed. As such, the housing landscape changed drastically, and research must be conducted to assess new trends and relationships. In this report, I will estimate the relationship between applicant characteristics, such as race, debt-to-income ratio, and income and the outcome of their mortgage loan application and their expected credit score. Prior to COVID-19, Black and White applicants for mortgage loans were …

Reforming Need: How Certificate Of Need Laws In North Carolina Can Be Reformed To Promote Rural To Regional Health Network Integration, Taylor Fulk Jan 2025

Reforming Need: How Certificate Of Need Laws In North Carolina Can Be Reformed To Promote Rural To Regional Health Network Integration, Taylor Fulk

MPA/MPP/MPFM Capstone Projects

Across North Carolina, many rural hospitals are facing closures, staffing shortages, and financial turmoil. Many hospitals, such as Morehead Hospital in Eden, NC (now UNC Rockingham), have utilized mergers with larger regional networks (e.g., UNC Health, Duke, Novant, Atrium) to stabilize operations and preserve local access to care. (deBruyn, 2017). However, even after successful integration efforts to bring some rural hospitals into larger regional networks, Certificate of Need laws in North Carolina are preventing these smaller, rural integrated hospitals from expanding their service offerings, thereby driving up healthcare expenditures for residents. As a result, patients experience longer-than-normal travel times and …

Housing On The Ballot: A Comparative Analysis Of Measure United To House La And Bring Chicago Home, Gwen Tucker Jan 2025

Housing On The Ballot: A Comparative Analysis Of Measure United To House La And Bring Chicago Home, Gwen Tucker

Scripps Senior Theses

In 2022 and 2024 respectively, activists in the cities of Los Angeles and Chicago put forward ballot measures to address their city’s housing crisis by implementing a progressive real estate transfer tax to fund affordable housing and homelessness services. While Measure United to House LA overwhelmingly passed, Bring Chicago Home later failed. To understand why two seemingly similar ballot measures in two large, progressive cities resulted in such different outcomes, I employ a three-pronged framework, rooted in the literature of social movement studies, which examines each city’s historical context around housing and homelessness, policy design and framing opportunities, and process …

Possibilities For Climate Change Adaptation Investments In Ghana: Exploring Private Sector Concerns And Perceptions About Policy Incentives, Jane Osei, Albert Ahenkan, Samuel Weniga Anuga

Research outputs 2022 to 2026

Policy incentives can significantly boost private sector investment in climate change adaptation, especially in developing countries. Leveraging private sector resources, including human capital, financial assets, and technological innovations, is crucial for enhancing adaptation efforts. However, many private entities are reluctant to invest due to the perceived business risks associated with climate change. This hesitancy increases vulnerability in developing nations. This study examines the private sector's views in Ghana on policy incentives for climate adaptation investments and the barriers impeding their involvement. The findings show that corporate social responsibility, financial requirements, and access to relevant information are key motivators for private …

Explaining Mass Shooting Motivations: A Case Survey Analysis Of Us Mass Shootings (2006-2024), Isaiah H. Harris Jan 2025

Explaining Mass Shooting Motivations: A Case Survey Analysis Of Us Mass Shootings (2006-2024), Isaiah H. Harris

Electronic Theses & Dissertations (2024 - present)

Research on the motivations behind mass shootings remains inconclusive as these events often lack a singular or explicit cause. The motivations of mass shooters are complex, shaped by the interplay of psychological, social, and ideological factors. While some attacks are clearly driven by extremist beliefs, others appear to stem from less defined forces such as depravity or sadistic intent. Existing typologies, such as Langman’s (2009) analysis of school shooters, offer valuable insight but are limited in scope. This study expands upon previous research by examining U.S. mass shootings from 2006 to 2024 to determine whether such events are more frequently …

Pandemics And Partisanship: The Impact Of Political Identity On Public Health Responses, Andy Tuholski Jan 2025

Pandemics And Partisanship: The Impact Of Political Identity On Public Health Responses, Andy Tuholski

Midwest Social Sciences Journal

This literature review examines the intersection of political partisanship and public health responses during pandemics, with a focus on the COVID-19 pandemic in the United States. Historically, pandemics such as the Venetian plague (1575-1577) and the Great Plague of London (1665-1666) have elicited responses driven by socioeconomic and health factors. In contrast, the COVID-19 pandemic in the U.S. was distinctly shaped by pre-existing political affiliations, particularly between conservative and liberal factions. Applying Social Identity Theory (SIT), this review explores how group identity and partisanship influenced pandemic-related behaviors and attitudes. Empirical evidence indicates that Republican-leaning states experienced higher COVID-19 mortality rates, …

The first essay evaluates how events …

News Mediated Reporting And Governmental Narratives About The Enforcement Of Elite Criminality: Exploring The Social Construction Of Financial Frauds And Discrepancies In Punishment, Dominic J. Zicari Jan 2025

News Mediated Reporting And Governmental Narratives About The Enforcement Of Elite Criminality: Exploring The Social Construction Of Financial Frauds And Discrepancies In Punishment, Dominic J. Zicari

Theses and Dissertations

This study examines how financial crime enforcement decisions are socially constructed through a qualitative content analysis of news articles and government communications pertaining to two specific cases: the Enron scandal of 2001 and the subprime mortgage crisis of 2008. The study was guided by a theoretical framework that utilizes Barak’s (2017) theory of state-routinized crime control. The rigorous analysis of 394 news articles and government communication documents revealed that the media and the state rarely framed the subprime mortgage crisis as a criminal issue. Although the Enron scandal was frequently described as financial crime, journalists and government communicators were often …

This study examines the impact of social media on the polarization of opinions regarding the Israel-Hamas war, particularly among U.S. college students. Following the outbreak of the war in October 2023, social media platforms such as Facebook, Instagram, X, and TikTok have facilitated the spread of highly partisan narratives, fueling ideological divides. The study highlights how social media contributes to the increase in antisemitic and Islamophobic sentiments, exacerbating societal tensions. Through 25 structured qualitative interviews with college students, the research explores how social media algorithms shape perceptions by reinforcing preexisting beliefs through echo chambers and filter bubbles. Taken as a …

From Tricare To Medicaid: Dental Insurance Disparities Among U.S. Veterans And Active Duty Service Members, Madeline K. Mcnutt Ms

Honors Undergraduate Theses

Oral health plays a critical role in systemic well-being, yet dental care access in the United States remains deeply unequal, particularly among low-income and historically marginalized populations. Among those significantly affected are military veterans, who frequently experience barriers to oral healthcare due to eligibility restrictions within the Department of Veterans Affairs (VA) system. This study offers a comparative analysis of dental insurance satisfaction between recipients of Medicaid and the TRICARE Active Duty Dental Program (ADDP), two federally funded programs that reflect the divide between civilian and military healthcare access. While TRICARE ADDP provides comprehensive and uniform coverage for Active Duty …

The thesis also explores innovative approaches to community engagement in educational settings and …

From Feedlot To Floor Vote: How Animal Agribusiness Wields Power To Capture The American State, Hannah Hughes Jan 2025

From Feedlot To Floor Vote: How Animal Agribusiness Wields Power To Capture The American State, Hannah Hughes

Pomona Senior Theses

This thesis examines how large-scale animal agriculture operations exercise disproportionate political influence to shape regulatory policy in their favor, often at the expense of environmental protection and public health. Through analysis of concentrated animal feeding operations (CAFOs), this study demonstrates how the animal agribusiness industry has systematically captured regulatory processes at federal, state, and local levels. The research traces industrial animal agriculture's development in the 21st century and its environmental consequences. The analysis reveals significant gaps in federal oversight, examining how the Clean Water Act and Clean Air Act have proven inadequate in regulating CAFO operations. At the state level, …

The Life Of Or Measure 110: Evolution, Implementation, And Impact, Matthew D. Albertson

Anthós

In 2020, Oregon voters approved Measure 110, a groundbreaking policy that decriminalized possession of small quantities of controlled substances and redirected cannabis tax revenues to treatment and recovery centers. This article examines the passage, implementation, and rollback of Measure 110 with HB 4002, enacted in 2024. Drawing on state audits, legislative records, and public health data to contextualize Measure 110 within broader debates on public health, criminal justice reform, and policy-making, Albertson analyzes the progressive policy’s aspirational, reform-minded goals and the practical shortcomings in its enactment. Albertson argues that while Measure 110 has faced justified criticism and partial reversal, it …

Whipped Into Shape: Infrastructure As Punishment For The Unruly Citizen, Eliza Mortimer Jan 2025

Whipped Into Shape: Infrastructure As Punishment For The Unruly Citizen, Eliza Mortimer

Anthós

This article interrogates how inflexible designs and policies of airline seating, as well as critical socio-political rhetoric, discipline and marginalize bodies that do not conform to normative standards. Situating airline seating within fat and disability studies models, Mortimer argues that these punitive measures are not neutral, but rather reflective of cultural narratives of productivity, morality, and bodily discipline. Mortimer draws from ethnographic analyses of first-person accounts and policy reviews to demonstrate how shrinking seats, rigid policies, and moralized discourse construct a “space of calculability” that pressures fat individuals to monitor and minimize their bodies to justify their presence in public …

The Permanent Supportive Housing Of Central Virginia’S Aged Out Foster Youths: The Permanent Supportive Housing Of Central Virginia’S Aged Out Foster Youths A Plan To Increase Regional Capacity, Fill Gaps In Service, And Identify Potential Sites., Matthew Snow

Master of Urban and Regional Planning Capstone Projects

As of 2024, Virginia’s Central Region continues to produce one of the highest rates of foster care emancipations in the state, despite having minimal infrastructure to support young adults transitioning out of care. Each year, dozens of foster youth in the region age out of the system without reunification, adoption, or other forms of permanency, disproportionately entering adulthood without the stability of housing, employment, or accessible services. Although permanent supportive housing (PSH) has emerged as a nationally validated model for housing and service integration, few PSH developments in Virginia are designed specifically for aged-out foster youth or their families.
