The Social Security Controversy: Does The Solution Ignore The Problem?, Martin B. Tracy

In 1982 the income levels of 18 percent of women age 65 and over were below the poverty line compared to 7.6 percent of men in the same age group (Kutza, 1982). The reasons for a higher incidence of poverty among older women are often correctly attributed to the generally unfavorable position of women in the labor market. A less frequently discussed contributing factor is the programmatic deficiency of old-age pensions under social security.
Two fundamental aspects of old-age pensions have been particularly unresponsive to meeting the economic needs of older women. These are: 1) relating income protection to paid …

The Center for Applied Urban Research provided a variety of research, technical assistance, and training services during 1983-1984. Service was provided to clients from local and state governments and to non-profit organizations as well as private industry. Communities across Nebraska were the recipients of CAUR assistance. These included Omaha, Lincoln, Grand Island, Nebraska City, Wayne, Gothenburg, and Scottsbluff. State agencies served included the Nebraska Crime Commission, the Department of Social Services, and the Equal Opportunity Commission. Non-profit organizations included the Legal Aid Society, the Urban League, the Omaha Hospice Organization, the Community Housing Resources Board, and the Local Initiatives Support …

The Center for Applied Urban Research found 1982-1983 to be a busy year. Past users of CUAR services continued to seek assistance in the areas of applied research, service/technical assistance, and training. CUAR's clientele was expanded to include a number of new communities, state and local government agencies, and non-profit organizations. Communities such as Scottsbluff, Grand Island, and Hooper, Nebraska were provided technical assistance. CUAR conducted two major studies for the City of Omaha. This booklet is the second in a series of reports about elderly issues. The first, entitled "The Elderly Have Spoken: Is Anybody Listening? The Impact of Fuel Costs on the Elderly," documented the impact of rising fuel costs on the elderly in Massachusetts. Each of the series reports seeks to capture the actual words, expressions, and feelings of elderly people and their loved ones. For the most part, the interviews were conducted by interviewers who are themselves 60 years old or older. One facet of the new conservatism, which is drawing so much interest but not much information currently is the proposal for converting a large number of social service programs (including the Administration on Aging) into a single community block grant program. Even without the Reagan Administration and its new conservatism, however, the case for substantial--if less dramatic--changes in the network of services and programs which benefit the aged has been growing for some time. Planning For Aging Services: Implications Of Recent Amendments To The Older Americans Act (With 2019 Postscript), Roger A. Lohmann

The 1978 Amendments to the Older Americans Act called for the establishment of social planning, greater emphasis on the needs of the frail elderly (“those in greatest social and economic need”), the establishment of community “focal points” and “comprehensive and coordinated service delivery systems” in rural and urban communities. The amendments were implemented in the 1980 guidelines to Area Agencies on Aging. In this unpublished paper portions of which were presented at several conferences, a Guttman Scaling Technique developed in rural New York state was used to examine the development of aging services in 13 counties in North Central West …

The purpose of this study was to determine the relationship of economic welfare and perceived financial adequacy and satisfaction of Omaha retired families. Secondary objectives were to examine the relationship between economic welfare and perceived adequacy and satisfaction and selected demographic factors and between income and economic welfare as measures of economic situation. Selected Omaha retirees were asked to complete the survey providing the necessary information to compute the economic welfare measure, background information and items to determine perceived financial adequacy and satisfaction. Background information included marital status, sex, race, age, education, family size, health and living situation. In addition, …

The sample of public and private employers in the four county area was selected by classifying all employers into categories or strata based on the number of employees. These were sampled at varying rates with greater emphasis given larger employers. All employers selected were sent a questionnaire, and follow-up phone calls were made to all non-respondents.

This report contains the findings of a study carried out by the Gerontology Program at the University of Massachusetts Boston concerning the effects of the escalating fuel costs on the lives of the elderly who must pay for their own heat. Through the use of an interview format known as "modified critical incident" technique, a team of mostly elderly students spent several weeks during the winter of 1980 eliciting responses from more than 100 elderly individuals from throughout the greater Boston area. This was an active and productive year. Does qualitative sociology have anything positive to offer those who seek personally and professionally adequate resolutions of the troubles and social problems of old age? The purpose of this review essay is to examine a sampling of recent books published in social gerontology with regard to: 1) formulations of the problems of geranomie - rolelessness, loneliness, social isolation, etc.; and 2) general solutions to these problems.
