The policy sciences, says Harold Lasswell, require "clarification of goals, analysis of conditions, project of future developments, and invention, evaluation, and selection of alternatives."1 This rocess is imbued with values and often these values lie unrecognized.3 Both personal values of the individual analyst and social values of the Society can be and often are involved. The purpose of this paper is to illustrate four policy problems involved in analyses concerning the elderly, and to suggest some additional considerations which would bring these problems into the open and aid in specification and focusing of policy research in this area. Contemporary American society has established a comfortable reliance upon a large network of total and quasi-total institutions for dealing with certain life threatening events and socially disruptive conditions As a consequence these institutions have become primary locales for dying. It is the principal argument of this paper that although a large proportion of all deaths now occur in institutions, they are generally harsh and unsympathetic in their handling of dying, and particularly insensitive to the social and psychological needs of surviving significant others in the period immediately following a death. Party registration was the factor most associated with the mayoral vote, according to an analysis of survey data collected by CAUR in the five days preceding the May 10, 1977 election.1 Although the pattern of votes in the non-partisan mayoral election was also associated with sex, geographical area, and age, the relationship was strongest for party registration. This dissertation reevaluates the controversial Disengagement Theory of aging introduced by Elaine Cumming and William E. Henry in their book, Growing Old (1961), with particular emphasis on aging in the city.

Disengagement theory embodies the antithesis to the traditional activity theory of aging based on a work ethic. Disengagement theory holds that normal aging is an inevitable mutual withdrawal or disengagement between the aging person and others in the social system, that it is universal, and that, by impl ication,it is a mutually satisfying condition since it results in a new equilibrium between society and the aging individual. A large body of research evidence has accumulated in the past two decades dealing with the question of variations in state-level public expenditures in the United States. Variations among the states in public welfare expenditures are the most outstanding exception with regard to the explanation of state governmental expenditures. This study explores the reasons that public welfare is so unlike other public expenditures, outlines the principal findings of other studies bearing on this question, and reports findings explaining at least part of the observed variations in the expenditure patterns.

It makes the case that contemporary social work at the time was an uneasy mix of three very different approaches: A public affairs perspective addressing broad social policy issues; a community services perspective extending to agency management, planning and financing; and a personal care perspective built on psychotherapy, social casework and group work. There are a variety of problems that affect older people in rural areas. In the first part of this paper, we examine four problems affecting the rural aged in particular: health, income, housing and social integration into rural communities. In the second part of the paper, we examine the question of whether programs to deal with these problems that have developed in various cities in the United States can readily be translated into rural communities. From a comparative analysis of 214 nursing homes in the Chicago area, it was found that the nursing home field is composed of institutions with great variations in treatment resources available to the residents (Kosberg and Tobin, 1972). While the determination of organizational correlates to the extent of treatment resources was the major objective of the study, an exploration of the attitudes of a sample of nursing home administrators was undertaken in an effort to learn of possible relationships between attitudes and the characteristics of facilities.

This study was designed to determine how older workers in Nebraska perceived their own retirement situation, specifically as related to financial issues and pre-retirement planning. This is a study of twenty-six patients aged sixty years and over residing in a nursing care facility in Portland, Oregon in the fall of 1973, which explores the relationship of their morale and selected environmental and social factors.

There are three major aims of the study. The first is to measure variances in morale states as experienced and reported by the respondents.
