The Repertory Of Social Care Of The Elderly, Roger A. Lohmann

This paper is an analysis of aspects of the emergence of a repertory of social care services for the elderly from the vantage point of the common theory of voluntary action. One facet of that theory, labeled here as endowment theory, is an emerging rational choice model of the praxeological implications of voluntary action within the pragmatic problem-solving tradition. Three terms – endowment, repertory and commons – are presented in the paper as terms whose conventional meanings contain previously undisclosed connotations relevant to a fuller understanding of voluntary action.

Millions of Americans suffer from physical or mental conditions that make it difficult for them to live fully independent lives. These are the frail elderly, disabled and chronically ill persons of all ages, and many mentally ill or mentally retarded persons. They need help to manage daily activities, whether they live in their own homes or in nursing homes.

Such care can be extremely expensive, since it often must be provided for many years, even a lifetime. Today, those costs are met largely by the individuals themselves or by their families and by public programs for low-income persons.

In a 'greying' Australia demographic realities should be articulated clearly so as to meet the challenges of the future. The aged population will 'peak' in 2021 A.D., and there is an increasing social awareness of this population trend. While the causes of longevity remain to be established, the improvement of individual life expectancy means that many seniors will spend decades in 'retirement'. Women, those of non- English speaking backgrounds, and aboriginals are sections of the aged population having special prob+ems. Comparative social policy, however, suggests that the future funding of aged care is not problematical, though national commitment is required. …

An important area of contemporary research is the impact of family responsibilities on the workplace. Historically, caregiving responsibilities have been predominantly for minor children. Increasingly, caregiving involves caring for parents or other elderly or disabled adults.

The study reported in this dissertation compares the effects of caregiving on job stress and absenteeism for two groups of employees, one caring for parents and the other caring for children. It utilizes data from the "Work and Elder Care Project" conducted by the Regional Research Institute for Human Services and the Institute on Aging at Portland State University. The Longterm Psychosocial Impacts Of Caregiving On The Caregivers Of Persons With Stroke, Alice Updike Scannell

This study is a Time 4 (T4) follow-up interview of ninety-three caregivers of persons who experienced a first stroke between 2 to 4 years (mean = 36 months) prior to the T4 interview. The first wave of data collection occurred within two months after the stroke. The second and third waves occurred six and twelve months, respectively, after the first interview. The caregivers were identified by the person with stroke as being the person closest to him/her who would be responsible for care after the stroke.

Residential care is a rapidly growing form of housing and service provision for older adults. Residential care policy is defined by historical and cultural influences in social welfare and by the history of policy development and regulation in long term care, specifically for nursing homes. These influences have played a large role in the growing regulatory environment for residential care.

Conservative policy institutes have reevaluated their position regarding welfare and begun to present proposals to change social welfare policy. Instrumental in this development are the American Enterprise Institute and the Heritage Foundation, conservative think tanks which have developed projects for the purpose of making social policy more consonant with conservative philosophy. If progressive organizations are to reassert their role in the policy process, they will have to use some of the aggressive techniques pioneered by the conservative think tanks.

The American social welfare institution is in transition. Constituencies of the welfare state-the public, clients, and professionals-have registered dissatisfaction with traditional methods of providing services. Analysts from liberal and conservative think tanks have proposed relying less on government and more on the private sector to provide for welfare. To a substantial degree privatization is already evident in several areas: the expansion of for-profit health and welfare corporations, the application of entrepreneurial methods in community development, and the encouragement of private retirement plans. This report presents a list of current state legislative initiatives which directly or indirectly, affect older women in Massachusetts.

Despite the progress made by the Commonwealth in the area of elder services, a significant portion of this population continues to live in dire need. It is important that State Legislators, State Administrators, policymakers and community leaders understand the needs of this population and work to increase the financial resources and enhance the dignity of older women in the Commonwealth.

Since early 1981, there has been a large-scale removal of persons from the SSI and Social Security disability programs as a result of the Social Security Disability Amendments of 1980. This article reports on the findings of a national survey designed to determine whether the removal of persons from the federal disability programs had an impact on state and local General Assistance programs and the extent to which older recipients of General Assistance are in need of long-term income assistance for health and other reasons.

This chapter looks at historical and contemporary trends in Nebraska's system of incorporated places. Particular attention is given to changes in the number and proportion of places in different population size categories, the movement of places between different size categories, and what Nebraska's settlement system is likely to look like in the future. A review of past and recent trends, together with forecasts about the future, indicates a likely increase in the number of very small places, major shifts for middle-sized places, and continued growth in the number of places over 5,000 population. This paper is an effort to propose a moderately optimistic future for the personal care sector of human services. It is proposed that the best available future scenario for personal care services between now and the year 2019 is to concentrate on privatization of service delivery on a small-scale basis. Government, in this model should be limited largely to three roles: 1) source of venture capital; 2) regulation of service delivery; and 3) income maintenance for the poorest populations. Health and welfare are usually considered secondary or peripheral concerns of modern society. The article considers how questions about the provision of social welfare are imbedded in the economic, social, moral, and political fabric of contemporary America and New England. Underlying trends of economic, social, and attitudinal change are outlined, and implications for the future are considered. The article also considers the role of universities in equipping the next generation of citizens to cope more effectively with the complex issues that are forcing a restructuring of urban services.

In a period of shrinking fiscal resources it is especially important that budgetary decision-making processes be based upon empirical data relating to the actual health and social service needs of the elderly. The present study consisted of a comprehensive survey of the social service needs of a random sample of 75 normative elderly citizens drawn from a multi-ethnic population. The results provide a preliminary data-base for administrative and policy-making bodies to allocate scarce social service resources.

In the summer of 1984, representatives of the Council Bluffs Senior Citizens Center requested assistance from the Center for Applied Urban Research to analyze their program offerings and attendance. The request resulted in two types of assistance. First, working with volunteers and staff, two students from the University of Nebraska at Omaha compiled existing information on Senior Center usage. These efforts resulted in a computerized list of about 700 users by the types of activities in which they participated. This list is to be used when sending program information to participants.
