The United States and China are prone to systematic cognitive and cultural biases that distort their mutual perceptions. Addressing these biases through cultural education and professional development is essential to overcoming blind spots in understanding the United States’ primary competitor. By applying dynamic constructivist theories from cross-cultural psychology to national security, this monograph builds on existing scholarship to reveal specific cognitive asymmetries between Western and East Asian observers. Public sector organizations face a persistent set of leadership challenges, including miscommunication, inconsistent accountability, and reactive decision-making, that are rarely resolved through technical training alone. Paper-based timekeeping methods have historically been the default way for both municipalities and businesses to document hours worked by employees. However, due to analog timekeeping’s lack of verification methods, human error and intentional dishonesty combine to make this method unreliable. This study examines medical tourism (MT) patient guidance messages intended to reduce procedural risks—those directly related to biomedical treatments—and process risks, which involve logistical, administrative, and interpersonal challenges of seeking healthcare abroad. The analysis focuses on print and digital publications authored by individuals independent of the MT industry, including policy researchers, travel health experts, lifestyle reporters, and consumer-focused medical travel writers. Using a two-phase digital and database search strategy, 27 publications from 2009 to 2024 were identified and analyzed using exploratory content analysis methods. Fighting with Data examines how artificial intelligence (AI) is reshaping military decision making by changing both the speed of command and the structure of cognition within mission-command systems. Rather than treating AI as a tool that merely accelerates existing staff processes, this monograph recognizes AI redistributes cognitive labor across a network of people, data, tools, and operational processes. This dissertation develops a theory-informed generative-agent framework for modeling human behavioral decisions in disasters. Existing flood and disaster preparedness models often emphasize physical hazards, infrastructure exposure, or statistical correlations, but they struggle to capture the heterogeneous and evolving choices households make. This limitation is especially important for climate-related hazards, where future damage depends not only on changes in rainfall, inundation, and urban development, but also on decentralized protective actions such as house elevation, flood insurance, evacuation, and early preparedness. Racial health inequities remain among the most persistent forms of health disparity in the United States, despite decades of policy efforts to eliminate them. African Americans, in particular, continue to experience disproportionately poor health outcomes rooted in generations of institutional racism and in inequities in the social determinants of health, income, wealth, education, housing, and access to care, disparities that the COVID-19 pandemic further exposed and intensified. This dissertation examines whether environmental, social, and governance (ESG) disclosure sentiment extracted from SEC Form 10-K Item 1A risk disclosures aligns with Bloomberg ESG scores. The study combines SEC textual disclosures, Bloomberg ESG ratings, firm financial data, executive compensation data, and executive gender characteristics. Natural language processing and artificial intelligence methods, including FinBERT, Loughran-McDonald sentiment measures, BART-MNLI zero-shot classification, LLaMA-based ESG scoring, and readability analysis, are used to evaluate ESG-related disclosure signals. Results reveal that SEC 10-K Item 1A risk-factor sentiment and Bloomberg ESG scores represent related but distinct constructs. ESG sentiment in Item 1A is poorly aligned with third-party …

Purpose: Polygenic embryo screening (PES) examines embryos for their genetic likelihood of developing complex conditions and traits. The commercialization of PES places reproductive endocrinologists and infertility specialists (REIs) as the primary decision-makers in its use, despite professional guidelines cautioning that PES is not ready for clinical use.

Methods: This survey examines how 152 US REIs perceive and approach potential clinical decision-making scenarios regarding the use of PES.

Results: REIs were more likely to offer PES for medical conditions (up to 62% for cancer) than for traits (eg, 0% for skin color, 10% for body mass index). When evaluating 11 potential …

He was born in Endicott, New York in 1966, grew up in Vestal, and attended high school at Seton Catholic Central in Binghamton before serving in Germany with the United States Army during the early 1980s. Should We Flee? The Mortality And Economic Impacts Of Hurricane Evacuation Orders, Lucas Kaplan

I estimate the mortality and county-level regional economic impacts of hurricane evacuation orders using a novel instrumental variables framework. Relative to similarly affected but non-evacuated areas, evacuated counties experience fewer deaths but lower personal income, employment, and business establishments into the second year following the storm, likely stemming from delayed returns in wealthier neighborhoods. I then develop a threshold decision rule that balances the mortality benefits against these persistent economic costs and apply this framework to orders issued from 2016–2022. In November, 2022, the giant cryptocurrency exchange FTX filed for bankruptcy. The financial fallout from that event, including two bank failures, made crypto politically radioactive. Yet less than three years later, crypto, like Donald Trump himself, staged a triumphant Second Coming, as the President signed into law the so-called “GENIUS Act” – short for Guiding and Establishing National Innovation for U.S. Stablecoins. The accelerating militarization of artificial intelligence (AI) has transformed the ethics, politics, and governance of warfare. This article interrogates how AI-driven targeting systems function as epistemic infrastructures that classify, legitimize, and execute violence, using Israel’s conduct in Gaza as a paradigmatic case. Building on interdisciplinary debates in security studies, critical technology studies, and international law, the paper advances the concept of "genocide by algorithm"—a mode of technologically mediated extermination in which opaque computational systems automate and rationalize mass violence. GrandFamilies: The Contemporary Journal of Research, Practice and Policy

Kinship caregivers caring for children often lack access to services and supports they need to stabilize their families. Other kinship navigator programs have been shown to improve child permanency, child safety, child wellbeing, and adult wellbeing. This study evaluated Kinnections, a kinship navigator program provided by Wayfinder Family Services, operating since 2007 in seven counties in Northern California. Using propensity score matching, 116 kinship caregivers receiving Kinnections services were matched with 116 kinship caregivers in neighboring counties with no kinship navigator services available. This paper explores the practice of evidence-based policymaking (EBPM) in the municipal council of Santa Fe, Cebu, Philippines. Data for this study is based on a content analysis of the minutes of council sessions and committee meetings from July 2022 to August 2024. The use of evidence in policymaking has caught on among policymakers in the Philippines, at both the national and local levels. However, few studies have examined policymakers' use of evidence in municipal governments, especially those in smaller, less urbanized towns. Grade retention policies create incentives for students to make adequate progress ahead of evaluation. The threat of retention thus has the potential to affect all students’ academic outcomes, increasing achievement especially among students with test scores near the retention policy’s threshold. By using unique data from Ohio which allows us to implement a regression discontinuity design, we find that students exposed to the threat of retention in Grade 3 experience larger learning gains than students who are not under retention threat. Gains in Grade 3 English Language Arts (ELA) are 0.077 SD and although effects partially fade over time, positive …

Domestic Gastrodiplomacy In The U.S. During The Great Depression And International Relations Theory, Leah Tucker

International Relations scholarship has generally treated food as an outward-facing instrument of soft power, leaving its domestic political functions comparatively underexamined. This paper argues that, during periods of systemic crisis, food policy can also operate inwardly as a mechanism of regime stabilization with broader political implications. Using New Deal food programs during the Great Depression as a case study, it introduces the concept of “domestic gastrodiplomacy” to describe how the management of subsistence can reinforce confidence in governing institutions when that confidence is under strain.

Truancy and chronic absenteeism among adjudicated youth are significant concerns for educators, school administrators, policymakers, and juvenile justice stakeholders because persistent school disengagement may contribute to pathways associated with the school-to-prison pipeline. Grounded in Hirschi’s social bond theory, the purpose of this quantitative correlational study was to examine the relationship between parental involvement, extracurricular activities, and teacher–student social bonds and truancy/chronic absenteeism among adjudicated youth. Secondary data were obtained from the Pathways to Desistance study, which included 1,070 adjudicated youth ages 14–17 from Maricopa County, Arizona, and Philadelphia County, Pennsylvania. This article investigates the capabilities of two AI shopping agents — Alexa for Shopping and Sparky, operated by Amazon and Walmart respectively — to identify country of origin for products on their respective platforms and flag potential “Made in USA” misrepresentations — where products with “Made in USA” in their title or listing have another country or “imported” listed as their country of origin. Urban transportation networks are increasingly affected by everyday congestion, non-recurring disruptions, and limited real-time visibility into what is happening on the road. Transportation agencies require advanced tools that support faster, proactive management and data-driven infrastructure decisions rather than passive monitoring. This report presents SMART-TWIN, an Artificial Intelligence (AI)–driven Digital Twin framework designed for real-time traffic operations, disruption detection, and performance-based decision-making support. The SMART-TWIN architecture integrates microscopic traffic simulation (detailed traffic modeling), long-horizon synthetic demand generation simulating real travel patterns, supervised machine learning, and performance analysis within a unified and reproducible workflow.
